WHEREAS, the City of Owasso is the fastest growing city in the state of Oklahoma for
cities with a population of 10,000 or greater;
WHEREAS, the City of Owasso believes that community support and a unified voice are
critical to achieving the improvements to US 169;
WHEREAS, the total tax dollars collected from retail in 2002 exceeded $9.2 million,
confirming that the City of Owasso is drawing consumers from the surrounding funnel area. US
169 is a critical element to generating taxable sales and economic development for the Owasso
area;
WHEREAS, as a transportation facility regionally, US 169 is listed on the National
Highway System, which means this roadway is a critical element not only in Owasso but to all of
Oklahoma and nationally as well;
WHEREAS, while these requests will be monetary considerations for the Oklahoma
Department of Transportation, these issues are felt to be of top priority for the vibrant growth
and long -term economic health of our city;
WHEREAS, the City of Owasso believes that with appropriate planning for
improvements to US 169; this will assist the economic development of the entire Tulsa
Metropolitan Planning Area, County and State;
WISE S, the City of Owasso will work and support the Oklahoma Department of
Transportation in any aspect necessary to meet these objectives for the future.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Owasso,
Oklahoma, that:
Section 1: The City of Owasso requests the Oklahoma Department of Transportation to
immediately begin the planning and preliminary design process for US 169 from I -244
interchange north thirteen (13) miles to SH 20 East in Tulsa County; and,
Section 2: The City of Owasso requests that US 169 be widened to six -lanes and provide
interchange improvements with possible frontage roads throughout the corridor of US 169 from
I -244 north thirteen (13) miles to SH 20 East; and,
Section 3: The City of Owasso believes construction priority be placed in the area from I-
244 north in City of Tulsa SH -20; and,
Section 4: The City of Owasso desires to be in a position for the Oklahoma Department of
Transportation to receive Federal funding for construction improvements to US 169 in the next
five years.
