MINUTES OF REGULAR MEETING
Tuesday, April 3, 2012
The Owasso City Council met in regular session on Tuesday, April 3, 2012 in the Council
Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall
bulletin board at 6:00 p.m. on Friday, March 30, 2012.
ITEM 1 CALL TO ORDER
Mayor Bonebrake called the meeting to order at 6:30 p.m.
ITEM 2 INVOCATION
The invocation was offered by Pastor Dale Blackwood
ITEM 3 FLAG SALUTE
Councilor Stovall led the flag salute

ITEM 5 PRESENTATION OF EMPLOYEE OF THE QUARTER
Mr. Ray presented the Employee of the Quarter, Jessica Henry.
ITEM 6 PRESENTATION OF THE CHARACTER TRAIT PERSUASIVENESS
Mike Henry, Character Council Member, presented to the City Council "Persuasiveness," the
Character Trait of the Month for April 2012.

ITEM 7 CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR COUNCIL
APPROVAL OF THE CONSENT AGENDA
A. Approval of Minutes of the March 20, 2012 Regular Meeting
B. Approval of Claims
Mr. Brown moved, seconded by Mr. Ross to approve the Consent Agenda with claims totaling
$148,377.37. Also included for review were the healthcare self-insurance claims report and
payroll payment report for pay period 03/24/12.

ITEM 8 CONSIDERATION AND APPROPRIATE ACTION RELATING TO ITEMS REMOVED FROM
THE CONSENT AGENDA
No action required.
PUBLIC HEARING
ITEM 9 THE CITY COUNCIL WILL CONDUCT A PUBLIC HEARING FOR THE PURPOSE OF
RECEIVING CITIZEN COMMENTS AND INPUT RELATING TO PROPOSED CAPITAL
IMPROVEMENT PROJECTS TO BE FUNDED BY THE THIRD PENNY SALES TAX
Warren Lehr introduced the list of recommended projects: Vehicle Maintenance Facility, Main
Police Station, East 96th Street North and North 129'" East Avenue Infrastructure Improvements,
Annual Street Rehabilitation Program, Garnett Road Widening Project from East 96th Street North
to East 106th Street North, and Elm Creek park Improvements. Mayor Doug Bonebrake opened
the floor at 7:00 p.m. to receive citizen comments and input relating to proposed Capital
Improvement Projects as noticed in the Owasso Reporter on March 22, 2012. One person spoke
and the Public Hearing was closed at 7:03 p.m.
ITEM 10 CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR
APPROVAL OF RESOLUTION 2012-03 AFFIRMING THE CITY'S PARTICIPATION IN THE
TULSA URBAN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
FACILITATING A COOPERATION AGREEMENT AND AUTHORIZING THE MAYOR TO
EXECUTE PROJECT APPLICATION DOCUMENTS
Karl Fritschen presented the item recommending City Council approval of Resolution 2012-03
which facilitates CDBG funding of sidewalk repair and installation, and curb and gutter repair.
After discussion, Mr. Ross moved, seconded by Mr. Brown to approve Resolution 2012-03, as
recommended.

ITEM 1 1 REPORT FROM CITY MANAGER
Rodney Ray announced that the new Council orientation has begun. Roger Stevens provided a
Status Report on Public Works Projects.

ITEM 13 REPORT FROM CITY COUNCILORS
Mayor Bonebrake introduced Boy Scout Troops 93 and 857 who were working on their citizenship
and communications badges.
