Adjournment MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, November 10, 2011 The Owasso Economic Development Authority met in regular session on Thursday, November 10, 2011 in the Lower Level Conference Room at City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on Tuesday, November 8, 2011. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Sokolosky called the meeting to order at 10:00 AM. PRESENT Dee Sokolosky, Chairman Gary Akin, Secretary Bryan Spriggs, Trustee David Charney, Trustee (left at 10:53am) A quorum was declared present. ABSENT Frank Enzbrenner, Vice Chairman Dirk Thomas, Trustee Steve Cataudella, Trustee ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the October 13, 2011 Regular Meeting B. Approval of claims C. Acceptance of the monthly financial report Mr. Charney moved to approve the consent agenda, seconded by Dr. Spriggs. AYE: Spriggs, Sokolosky, Akin, Charney NAY: None ABSTAIN: Motion carried 4 -0. ITEM 3: PRESENTATION OF THE ECONOMIC DEVELOPMENT DEPARTMENT STRATEGIC PLAN Ms. Harkins presented the proposed strategic plan and discussion was held. Ms. Harkins requested Trustees review the plan and provide comments and suggestions. The staff anticipates presenting the plan to the Owasso City Council during their January worksession meeting. ITEM 4: REPORT FROM THE COMMUNITY DEVELOPMENT DIRECTOR Mr. Fritschen presented the October Building Permit Report and briefly discussed items appearing before the upcoming TAC Committee. ITEM 5: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens reviewed the status of various Public Works Department projects. Mr. Charney left the meeting at 10:53 am; therefore a quorum was no longer present, and the meeting was adjourned. The meeting discussion continued with no formal action taken. ITEM 6: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Harkins provided information related to various economic development activities. Also discussed was the Annual Holly Trolley schedule. November 10, 2011 ITEM 7: REPORT FROM OEDA MANAGER Mr. Ray presented the monthly sales tax report and the proposed Garnett Regional Detention Assessment Fee to be presented to the Owasso City Council at their next regular meeting. Stephenson City Planner SUBJECT: Proposed US -169 Corridor Overlay District DATE: December 8, 201 1 BACKGROUND: Overlay districts are flexible land use control tools which establish additional development standards over the base zoning districts. Typically, overlay districts are used to protect areas from undesirable uses, control architecture and design, require additional landscaping beyond the base standards, or encourage mixing residential and business activity to support pedestrian oriented development. REASON FOR THE PROPOSED CHANGE: The Community Development Department brings before the OEDA the proposed Overlay District for the US -169 Corridor between East 861h Street North and East 1261h Street North in response to the belief that there should be protections and standards in place for an area that will likely see the next wave of rapid growth and development, which will become an important for Owasso's future. This overlay continues building on the Quality of Life Plan principles and encourages sustainable development that will become a long term asset to Owasso. Being along the major corridor in Owasso, this overlay is designed to protect an area that represents a significant opportunity for business and corporate investment, important to the long term economic health of Owasso. Great opportunities abound within this corridor and this overlay proposes to establish uses and regulations that promote an environment of business, learning and growth. Overall, this proposed US -169 Corridor Overlay District seeks to establish regulations that protect the investment of new businesses and corporations from unattractive, non - compatible uses and ensure the area is visually pleasing, sustainable, and developed in a coordinated fashion. Further, the overlay will ensure consistency in development, which will ensure property values are maintained and increase. TIMELINE After providing this introduction to the OEDA in September, staff continued to work on the language proposed within the draft, incorporating feedback received and working with stakeholders to create a document that is reflective of the vision that Owasso has for this important corridor. Staff has brought back the following changes for additional review by the OEDA. After bringing this item to the OEDA in its current final draft form, it will be taken to the Planning Commission and City Council for final consideration. CITY OF OWASSO ZONING ORDINANCE ArticleYX 860.2 US -169 CORRIDOR OVERLAY DISTRICT -NORTH Definition. An overlay district is the application of an additional layer of development standards, regulations or exceptions that modifies existing land use regulations. It acts as a supplement to the underlying zoning designation. 860.2.1. All applicable regulations for use, yard, area, lot dimensions, utility placement, and landscaping shall be those specified for each district, including planned development stipulations. USE RESTRICTIONS 1. In AG districts, only agricultural uses shall be permitted and shall be subject to all applicable standards and regulations in Section 300 -330. No Specific Use Permits shall be issued for any land zoned AG. 2. In each zoning district, all uses respective to that district shalt be permitted by right or with the issuance of a Specific Use Permit, except for those listed below in Section 860.2.3 A.3. 3. However, such non - conforming properties must be brought into compliance with these regulations when: 1 A property is annexed into the City; property owner requests any zoning change; 3. The 'principle use on the property is discontinued for a period of six calendar months; 4. The property is destroyed or significantly altered (60% or greater); 5. Existing access connections are altered or new access connections are requested; 6. Enlargements or improvements are made to the property that increase the gross square footage by 25 %; or 7. An increase in trip generation by 25% and /or 100 trips per day. Adopted XXX CITY OF OWASSO ZONING ORDINANCE ArtideYX When any change as identified above occurs, the property owner must demonstrate that the change to the property shall not significantly impair the safe and efficient flow of traffic within the study area. The Administrator may require the property owner to provide a site specific traffic study to determine the potential impacts of the proposed changes as part of the site development plan. 860.2.5 LANDSCAPE REQUIRMENTS Development and or redevelopment shall comply with Chapter 20 of the Owasso Zoning Code with the following additional requirement: 1. All signage shall have shrubs and/or perennial flowers at the base. E. TRANSIT STOPS Transit bus stops may be required if the development is located on an existing or planned public transit route, which shall be determined by any adopted or future transit plans. Roofing for pitched roofs greater than 6:12 shall be wood, tile, slate, architectural asphalt shingles, or low - reflectivity metal (flat or matte finish). Applied mansard roofs shall not be permitted. J. PARAPET WALLS Parapet walls shall be a minimum of 2 feet and a maximum of 6 feet in height. K. ELECTRICAL AND SERVICES EQUIPMENT HVAC and similar types of incidental machinery or equipment shall be screened from view in accordance with Chapter 20. Utility meters, aboveground tanks, satellite dishes and antennas shall also be screened from view. Wall- mounted mechanical equipment that extends six inches (6 ") or less from the outer building wall shall be designed to blend in with the color and architectural design of the subject building. Unless a waiver is authorized by the City Council, all electrical and telephone lines and wires including, but not limited to, street lighting, shall be placed underground. Feeder and other major transmission lines-may remain overhead. All utility installation shall conform to the City's adopted Technical Standards and Specifications. L. WALL ARTICULATION Facades shall have a recognizable "base" consisting of (but not limited to): walls, ledges, sills, integrally textured materials (such as stone or other masonry), integrally colored and patterned materials, or planters. Facades shall also have a recognizable "top" consisting of (but not limited to): cornice treatments with integrally textured materials (other than colored "stripes' or 'bands "), sloping roofs (with overhangs and brackets), or stepped parapets. Stephenson City Planner SUBJECT: Proposed New Parking Chapter of the Owasso Zoning Code DATE: December 8, 2011 BACKGROUND: In an effort to continue to make improvements to the Owasso Zoning Code staff has worked for several months on the Current Chapter 9 of the Zoning Code, which covers off - street parking. The current Chapter 9 lacks a comprehensive approach for the safe development of off - street parking areas in commercial and residential areas, lacks key information critical to site designers, and is antiquated in many areas. The new proposed Chapter 9 language would replace the existing language and would work to complement the recently adopted Chapter 20, Landscaping, Screening, and Buffering, and would further the complement the principals outlined in the Quality of Life Initiative plan. REASON FOR THE PROPOSED CHANGE: The Owasso Zoning Code currently has a parking chapter with standards that are outdated and do not provide adequate provisions for the development of safe and efficient parking areas in the Owasso community. The information provided within the proposed new parking chapter will facilitate the efficient design of driveways, aisles, pedestrian walkways, parking stalls and promote the safe movement of traffic in commercial areas. Additionally, these changes encourage the use of 'green' materials and methods that will further establish Owasso as a sustainable community in Oklahoma. Staff has also proposed language that will provide opportunities and alternatives to parking situations which have arisen in older portions of Owasso where off - street parking is limited, forcing some residents to park in yard areas which are then subject to code enforcement. Much like the recently adopted Landscape Chapter, these proposed changes offer a variety of choice for those designing parking areas and will ensure that Owasso provides for the health, safety and welfare of drivers, bicyclists and pedestrians. Overall, this proposed Parking Chapter seeks to establish regulations that protect the investment of new businesses and ensure that Owasso is visually pleasing, sustainable, and developed in a safe fashion. TIMELINE Several weeks ago staff met with key individuals from the public works department to review the proposed changes. Subsequent to that meeting, the document was revised and is now being introduced to the OEDA. After providing this introduction to the OEDA, staff will continue to work on the language proposed within this draft, incorporating feedback received, and working with stakeholders to create a document that is reflective of the vision Owasso has for vehicle parking. Staff plans to take this item for introduction to the Planning Commission on December 13 after receiving OEDA comments. After these initial meetings, and any additional time necessary to work with stakeholders, staff will bring this item to the Planning Commission and City Council for final consideration. Memorial Drive - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - ONG, AEP, AT &T and Cox have completed their utility relocations. - Bid opening occurred on November 17, 2011, with five bids received. BECCO Construction from Tulsa, Oklahoma submitted the lowest responsive, responsible bid. - On December 5, 2011, ODOT is scheduled to award the project, with construction beginning in February 2012. ® E= 106TH Street North and Garnett Road Intersection Improvement Proiect - A $750,000 grant from ODOT was approved February 2009. - On March 24, 2009, Council awarded an engineering design contract with PSA Dewberry. - AEP /PSO is approximately 30% complete with their utility relocations. ONG is waiting for AEP to complete trenching. Cox and AT &T will follow soon after. Staff anticipates relocation of all private utilities by January 31, 2012. ® Wastewater Treatment Plant and 1 17th Street Lift Station Upgrade - In September 2008, the engineering design was completed by Greeley and Hansen. - OPWA Trustees awarded a construction contract to BRB Contractors in the amount of $8,465,500 during the December 1, 2009 OPWA meeting and BRB contractors began mobilizing equipment in February 2010. - The contractor has completed the project and staff will be presenting this project to City Council in December 2011. ® Santa Fe Lift Station and Force Main Improvements - In February 2010, the City Council awarded an engineering agreement in the amount of $145,874 to Greely and Hansen Engineering. - Permits from Tulsa County to bore underneath East 76th Street North have been submitted now that the contractor has been awarded project; - Permit to bore underneath the railroad has been submitted to WATCO for their approval; - Tentative Preconstruction Conference to be held on December 14, 2011. ® Meadowcrest Relief Line Improvements - In March 2010, the City Council awarded an engineering agreement in the amount of $38,370 to Kellogg Engineering. - ODEQ approved the design and issued a permit to construct. On January 18, 2011, the City Council awarded the construction contract to Ira M. Green Construction in the amount of $449,337.80 - The contractor has completed this project and staff will be presenting this project to City Council in December 2011. ® Baptist Village Retirement Center Sidewalk - This project is funded through a joint effort with the City of Owasso, Tulsa County, and the Baptist Village. - In September 2011, the City Council awarded a construction contract to Magnum Construction of Tulsa in the amount of $167,000. - The contractor has installed over 3,000 feet of sidewalk and anticipates all concrete work to be complete within the next 2 weeks, weather permitting. Three Lakes Stormwater Channel Improvements - Project includes widening and shaping of the north /south channel east of US Hwy 169, from to 83rd Street North southward to the end of the existing concrete channel. - The engineering design is being performed by the City of Owasso's Engineering Division. Currently, the design is 50% complete. - Bid advertisement is scheduled to occur in Feb 2012, with construction beginning in April 2012. East 106th Street North Water Improvements - Project includes extending 12" water line from 106th Street North /N. 110th East Avenue to 106th Street North and Mingo Road. - The engineering design is being performed by the City of Owasso's Engineering Division. HEALTH CARE UPDATE Fresenius Dialysis Center has started preparing their site for construction on the Bailey Medical Campus. HOLLY TROLLEY The Holly Trolley returns to Owasso for its fourth holiday shopping season. This free service allows shoppers to park their cars and ride the trolley from one shopping destination to another. The Trolley debuted on Friday, November 25 +h, continuing every Saturday through December 17th. The trolley runs from 9AM to 5PM and is an actual trolley car from Old Urban Trolley. Santa Clause is taking time out of his busy schedule to ride the Holly Trolley from 12PM to 2PM as he compiles wish lists from the children in Owasso and surrounding areas. Santa will also take pictures with the kids and they will appear on the Buy Owasso Facebook Page. The Holly Trolley has twelve stops on its route through Owasso's shopping centers: five at Smith Farm Shopping Center, two at the Owasso Market Shopping Center, and one stop each at the Owasso Land, Cornerstone, Owasso Town, Mingo Valley and Tyann Shopping Centers. Look for the "Holly Trolley Stops Here" located in front of the businesses at each of the shopping centers.
