Mf Carr Attachment #7 The staff has completed the bidding process, reviewed the bids received, and will recommend that the Trustees award a contract for Wastewater Treatment Plant Improvements Phase 1113 to Lamar Industries, Shawnee, OIL in the amount of $1,838,378, contingent upon loan closing and receiving final approval from the Oklahoma Water Resources Board; and authorization for the Chair to execute the contract. 8. Engineering for phase IIR improvements to the wastewater treatment facility are complete and the construction bid is ready to be awarded, The Oklahoma Water Resources Board (OW ) operates the State Revolving Fun (SRF) loan program and the Financial .Assistance Program (FAP), These programs provide low interest financing for eligible water and wastewater projects. OP WA Resolution No 2001 -10 authorizes are interim construction loan for $2,364,585 with the OWRB; approves the issuance of promissory notes and loan agreement, approves the payment of fees and expenses associated with the loan closing; and approves and authorizes various other documents and actions necessary to complete the financing, Staff recommends that Trustees approve Resolution No 2001-10 authorizing an interim construction loan from the OWRB. ATTACHMENTS: Resolution No 2001 -10 RESOLUTION NO, 2001 ®10 WHEREAS, The Owasso Public Works Authority, Tulsa County, Oklahoma (the "Borrower "), was organized under Title 60, Oklahoma Statutes 1991, Sections 176- 180.4, as amended, for the purpose of furthering the public functions of the City of Owasso, Oklahoma (the "City "); and "City"); 9 WHEREAS, the Borrower is authorized and has determined to construct improvements to the Borrower's wastewater system (the "Project ") in order to better serve the customers of said Borrower and in payment of part of the cost thereof, to seek money in the form of an interims construction clears water SRF loan from the Oklahoma mater Resources Board (the "Board ") in the aggregate amount of $2,364,585, and N 3 Section S. Cates, Authority Attorney SUBJECT: WASTEWATER fi [ i PLANT I :l ; { S (PHASE IIB) CONSTRUCTION BID AWARD 0 =110=1111=11111 The Oklahoma Water Resources Board (0 ) administers the State Revolving fund (S ) loan program for municipal wastewater collection and treatment improvements. An approved Facilities Plan serves as the mechanism for selection of the most cost - effective treatment system for a 20 -year planning period. The document is the basis for detailed engineering design and construction of the needed improvements. The selected alternative in the approved Facilities Plan for the City of Owasso recommended a two - phased approach to increase plant capacity and improve performance to meet long -terra discharge criteria. Phase 1 improvements designed to treat an average daily flow of 2.15 million gallons per day (MGD) to meet changes in water quality criteria were completed in 1998. Council approved a contract for engineering design services for expansion of the wastewater treatment plant with Garver Engineers on February 2, 1999. The scope of work defined at that time detailed work tasks to perform engineering services under one (1) phase ofconstruction. Largely due to extreme accumulation of solids at the treatment plant, the project was divided into two (2) sub - phases. Phase 11A improvements involved construction of sludge dewatering facilities, sludge digestion, and modifications to the influent structure, ultraviolet disinfection . system and main lift stations This portion of the plant expansion was completed in March 2001. Page 2 Wastewater Treatment Plant Improvements (Phase II1:3) Award of Construction Bid 11, R11,111M A significant portion of the aeration basin construction is the diffused air system that provides oxygen to the activated sludge process. Air is forced into the liquid undergoing treatment through a pipe header that branches to a series of diffusers in the bottom of the basin. Successful transfer of oxygen into the liquid largely is dependent on the number and condition of the diffusers. Over time, diffusers may break, become plugged and /or get coated with materials in the wastewater. Decreased transfer of oxygen may result and operations personnel will be faced with removal and replacement of the diffusers. Other available options to that discussed above use fixed diffusers that require a crane rental and draining the basin to remove /replace the assemblies. Fixed diffusers limit the ability of operations personnel to check conditions regularly and significantly add to the cost and time involved in removal /replacement. Design drawings for the two bid options are shown in the attachments. A brief analysis was conducted that estimated a crane would be needed to remove /replace the fixed diffuser assemblies approximately 15 -20 working days per year at the cost of $1,500 per day (total crane rental cost is estimated to be $22,500-$30,000 per year), Therefore, to be cost- effective over a minimal 10cyear life cycle (simply based on crane rental costs), the alternate bid would need to be a minimum of $225,000 less than the base bid. IDS RECEIVED: The project was advertised in early September and a mandatory Pre -bid Conference was held on September 20th . Bids were opened on October 3rd. (The apparent low alternate bidder is Utility Contractors in the amount of $1,690,000,00, which is $710,000 below the Engineer's Estimate but only $148,373 below the apparent low base bid.) The project authorized by this permit should be constructed in accordance with the plans approved by this department on July 6, 2001. Any deviations from the approved plans and specifications affecting capacity, flow or operation of units must be approved, in writing, by the Department; before changes are made. Receipt of this permit should be noted in the minutes of the next regular meeting of the Owasso Public Works Authority, after which it should be made a matter of permanent record.
