The area contained within the proposed park consists of a drainage area that drains north to south with several improved pond areas for storm water detention. BACKGROUND: Over the last nine months, the City of Owasso has been in negotiations with Preston Lakes, LLC in order to allow for the donation of 58+ acres of land area to the City of Owasso for use as a regional park. The agreement would not only allow for the donation of land, but it would also allow for the city to purchase improvements made to the park area by the developers, establish a schedule for the repayment of the improvements, as well as provide a funding source for a large portion of the improvements. 2001 TO: THE HONORABLE MAYOR AND COUNCIL CITY OF OW ASSO MEMORANDUM ADDITIONAL COMMENTS: The proposal, if approved by the City Council, would provide Owasso residents with a new regional park with the longest walking trails outside of the River Parks park system. The following items would also be addressed: @ Two issues incorporated into the 2010 Land Use Master Plan would be addressed. (1) The lack of passive recreational parks for activities like nature studies, walking, picnicking, fishing, and relaxing rather than active parks for organized team sports; and (2) Lack of greenway areas with trails linking the community together. The 2010 Land Use Master Plan was adopted by PAYMENT SCHEDULE: The proposed agreement between the City of Owasso and Preston Lakes, LLC establishes the total cost of all improvements at $315,037. The city would pay the $315,037 over a six-year period, with $100,000 being paid to the developers upon completion of the improvements and the remaining $215,037 would be paid in equal installments over the subsequent six years at a cost of $35,839.60 per year. All fees collected through the assessment ofthe Park Development Fees are deposited in the Park Development Fund. As of November 14,2001, the Park Development Fund has a fund balance of $296,000. Through the developers allowing the City of Owasso to continue to assess the Park Development Fee, a total of$127,700 from the Preston Lakes Addition building permits can be collected toward the payment of the improvements, and this does not include any park development fee revenue generated by other newly platted additions in the city. FUNDING SOURCE: The agreement allows for the City of Ow as so to continue assessing the Park Development Fee on all building permits in the Preston Lakes additions. Typically, '0'hen a residential development occurs, there are two avenues a developer can take. The first would be the donation of land for the city development of a parle The other alternative would be for the developer to not donate any land, at which point the city assesses a Park Development Fee on every building permit. This fee is $75 per dwelling, plus an additional $25 per bedroom in that dwelling. concerns expressed by both staff and the City Council include the following: @ The asphalt walking trail, after discussion held the last time it was presented, has been widened from 5 feet to 7 feet. Several Council members had concerns regarding the width of the trail and whether or not it would be in the best interest of the City to go along with a 5 foot wide walking trail with plans to widen it later. @ The Council had requested a more detailed site plan that would provide the locations of the playground areas as well as all parking areas, both upon opening and in the future. The revised site plan indicates all these areas, both at the time of dedication of the park and future @ Woods Chips substituted the safety fall zone areas. falls line with our policy to utilize chips rather than gravel around playground equipment. Parks stafI finds chips to a safer alternative than gravel due to choking and throwing hazards. @ The Sellers Cost of Capital to permit a 6 year payout has also been added. The vision is for the playground equipment to emphasize a friendly, relaxed atmosphere where all age groups can enjoy the outdoors. November 16, 2001 TIMOTHY ROONEY ASSIST ANT CITY THE HONORABLE MAYOR AND COUNCIL CITY OF OW ASSO TO: MEMORANDUM Staff has contacted the vendor on the state bid list, and they have indicated a 6 to 8 week delivery time. Other vendors with the possibility of matching or beating the state bid list price have also been contacted. Because of the time frame between the actual accident and tonight's meeting, staffhas not heard back from all of these vendors. Therefore, staff is requesting that the Council approve the purchase ofthe pick-up truck from the State Bid list, or equivalent, in the event that another vendor In order to replace the pick-up truck, staff is requesting two actions from the City Council. The first action would be to approve a supplemental appropriation to the General Fund, while the second would be to allow staff to purchase a pick-up buck off ofthe state bid list. Staff has reviewed the vehicles included on the state bid list, and the Chevrolet Silverado C 1500 would be the most affordable vehicle, that could be serviced locally, with the identical options that were contained on the 1997 Ford F-150. The options included NC, a heavy-duty tow package, and a service manual. In fact, at $14,705, the cost would be cheaper than the vehicle purchased in 1997 ($16,080). An estimate to repair the truck was obtained on Thursday, November 15,2001. The total cost to repair the vehicle was estimated at $7,129. The blue book value ofthe vehicle itself is $8,675. It would appear that the $1500 difference between the vehicle's worth and the estimate provided to repair it would not warrant repair ofthe truck. When one considers that the collision damaged the engine area of the huck, additional problems after the repair could be anticipated. With that in mind, staff would like to replace the truck. Phase IIB includes ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE AWARD OF A BID FOR THE CONSTRUCTION OF PHASE IIB IMPROVEMENTS TO THE W ASTEW A TER TREATMENT PLANT. Motion carried 5-0. AYE: Williams, Helm, Armstrong, Brogdon, Barnhouse NAY: None Mr Allen Brooks, Bond Counsel, presented the item. To fund planned improvements to the wastewater utility system, Trustees approved a series of rate increases in May of 2000. Phase IIA improvements have been completed and staff is ready to begin Phase IIB. On July 10,2001 the Oklahoma Water Resources Board approved the award of a Clean Water State Revolving Fund loan to the OPW A. The Trustees accepted a Letter of Binding Commitment in August for an interim construction loan maturing no later than two years following the completion of construction. Permanent financing will be arranged at that time. OPW A Resolution #2001-20 authorizes an interim construction loan for $2,364,585 with the OWRB; approves the issuance of promissory notes and loan agreement; approves the payment of fees. and expenses associated with the loan closing; and approves and authorizes various other documents and actions necessary to complete the financing.
