The Owasso Public Works Authority met in regular session on Tuesday, September 4, 2001 in
the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 pan. on `Thursday, August 30, 2001.

Chairman Barnhouse called the meeting to order at 7:45 p.m.

A. Approval of the Minutes of August 21, 2001 Regular Meeting.
B. Approval of Claims.
The consent agenda included minutes of the August 7, 2001 regular meeting, by reference made
a part hereto. Item B on the consent agenda included the following claims: (1) Owasso Public
Works Authority $260,242.58; (2) OPWA Sewer Line Extension $23,000.00; (3) Payroll
$33,579.83. Mr Brogdon moved, seconded by Mr Williams, to approve the consent agenda,

SUBJECT- ADOPTION OF YARWASTE ACTION PLAN
DATE. August 27, 2001
BACKGROUND-
On April 3, 20019 the OPWA Trustees appointed a citizens' committee to review existing yardwaste
handling procedures, identify needed improvements and develop an action plan for implementing
suggested modifications, Following the review process, a report was drafted and presented to the
Trustees at the August 21, 2001 meeting.
The following elements were presented:
* Permanently close the disposal station to public access
* Clean-up existing disposal site
® Continue curbside collection of residential yardwaste indefinitely
* Initiate community outreach program focusing on reduction of yardwaste volume
IM Provide seasonal clean-up events sponsored by the city
The Yardwaste Review Committee recommends Trustees approval of the following action plan:
1) Permanently close yardwaste disposal station to public access, effective October 15, 20010
- Provide residents advance notice of permanent closure and directions to alternate
disposal site (Quarry Landfill) through local media, utility bill inserts and on-site
signage.
