HomeMy WebLinkAbout2006.10.03_City Council Minutes OW ASSO CITY COUNCIL MINUTES OF REGULAR MEETING Tuesday, October 3,2006 The Owasso City Council met in regular session on Tuesday, October 3, 2006 in the Council Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Friday, September 29,2006. ITEM 1. CALL TO ORDER The meeting was called to order at 6:30 p.m. ITEM 2. INVOCATION The invocation was offered by Reverend Kirby Scaggs, Bethel Baptist Church. ITEM 3. FLAG SALUTE The Flag Salute was led by Councilor Wayne Guevara. ITEM 4. ROLL PRESENT Steve Cataudella, Mayor Brent Colgan, Vice Mayor D.J. Gall, Councilor Wayne Guevara, Councilor Susan Kimball, Councilor ABSENT A quomm was declared present. STAFF Rodney 1. Ray, City Manager At this the Fifth Honor from School Council and visitors with a poem and song about the character trait of Loyalty. the ITEM 5. PRESENT A TION OF THE CHARACTER TRAIT OF LOYALTY City of Owasso's Assistant City Manager Tim Rooney, a member of the Owasso Character Council, presented to the Council the character trait of Loyalty, the Character Trait of the Month for October, 2006. PRESENTATION OF THE CITY OF OW ASSO EMPLOYEE OF THE MONTH FOR OCTOBER, 2006 Mr. Ray introduced to the Council Brandon Hancock, the City's Chief Infrastmcture Inspector, as the City of Owasso Employee of the Month for October, 2006. ITEM 7. READING OF THE MAYOR'S PROCLAMATION Mayor Cataudella read a proclamation proclaiming the month of October as Breast Cancer Awareness Month in the City of Ow as so. ITEM 8. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR COUNCIL APPROVAL OF THE CONSENT AGENDA A. Approval of Minutes of the September 19,2006 Regular Meeting. B. Approval of Claims. C. Approval of Ordinance No. 877, an ordinance approving annexation request OA 06-11, containing approximately 7.40 acres, more or less, located east of North Gamett Road, just north of East 116th Street North. Mr. Colgan moved, seconded by Mr. Guevara, to approve the Consent Agenda with claims totaling $188,908.02, self-insurance medical claims & fees totaling $62,208.07, and payroll claims totaling $379,719.19. YEA: Cataudella, Colgan, Gall, Guevara, Kimball NAY: None Motion carried 5.-0. 9. Mr. Rooney presented the item. Ms. Kimball moved, seconded by Mr. Colgan, for Council to award a contract for the Elm Creek Park Dredging Project to Ball Constmction of Salina, Oklahoma for the amount of $297,520.00; and, Council approval of a supplemental appropriation to the FY 2006-2007 General Fund Parks Department budget in the amount of $130,000.00. 2 Owasso City Council October 3, 2006 YEA: Cataudella, Colgan, Gall, Guevara, Kimball NAY: None Motion carried 5-0. ITEM 10. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR COUNCIL APPROV AL OF AN AGREEMENT BETWEEN THE CITY OF OW ASSO AND SOUTHWESTERN BELL TELEPHONE, L.P. D/B/A AT&T OKLAHOMA FOR THE MAIN STREET UTILITY RELOCATION PROJECT; AND, AUTHORIZATION FOR THE MAYOR TO EXECUTE SUCH AGREEMENT Ms. Stagg presented the item. Ms. Kimball moved, seconded by Mr. Gall, for Council approval of an agreement between the City of Owasso and AT&T Oklahoma for the Main Street Utility Relocation Project in an amount not to exceed $35,300.03; and, authorization for the Mayor to execute said agreement. YEA: Cataudella, Colgan, Gall, Guevara, Kimball NAY: None Motion carried 5-0. ITEM 11. CONSIDERATION AND APPROPRIATE RELATING TO A REQUEST FOR COUNCIL AUTHORIZATION FOR FINAL PAYMENT OKLAHOMA NATURAL COMPANY IN THE AMOUNT OF $176,299.03 FOR THE RELOCATION OF UTILITIES IN ASSOCIATION WITH NORTH GARNETT ROAD IMPROVEMENT PROJECT Ms. Stagg presented the item. Mr. Colgan moved, seconded by Mr. Guevara, for Council authorization for payment to Oklahoma Natural Gas Company, as stated above. Cataudella, Gall, Guevara, Kimball NAY: Mr. Ray commended Marcia Boutwell on a job well done in hosting a recent gathering of the Museum Association. Mr. Ray also updated Council on the possible options regarding the Ator land lawsuit. 3 Owasso City Council ITEM 13. REPORT FROM CITY ATTORNEY None ITEM 14. REPORT FROM CITY COUNCILORS None ITEM 15. NEW BUSINESS None ITEM 16. ADJOURNMENT Mr. Guevara moved, seconded by Mr. Gall, to adjoum.
