HomeMy WebLinkAbout2012.05.07_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, May 7, 2012 The Owasso Planning Commission met in regular session on Monday, May 7, 2012 at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 3:00 p.m. on May 3, 2012. ITEM 1. CALL TO ORDER Dr. Callery called the meeting to order at 6:00 p.m. ITEM 2. ROLL CALL PRESENT ABSENT Dr. Paul Loving Dr. Mark Callery David Vines Tammy Laakso Alex Mills A quorum was declared present. STAFF Karl Fritschen Marsha Hensley Bronce Stephenson Daniel Dearing Warren Lehr Julie Lombardi Rodney Ray Dan Salts ITEM 3. CONSIDER APPROVAL OF THE MINUTES OF APRIL 9, 2012 REGULAR MEETING. The Commission reviewed the minutes. Alex Mills moved, seconded by Dr. Loving, to approve the minutes. A vote on the motion was recorded as follows: YEA: Callery, Loving, Vines, Laakso, Mills NAY: None Motion carried 5 -0. Item 4. Rezoning OZ 12- 02 /OPUD 12 -01, 9inetyEight - Consideration and appropriate action related to the request for the review and acceptance of a 15.29 acre Planned Unit Development with an underlying zoning of RM (Residential Multi- family) located south of Owasso Medical Campus and north of Owasso Market. OWASSO PLANNING COMMISSION May 7, 2012 Page No. 2 Bronce Stephenson presented a brief overview, recommending the Planning Commission approval of the rezoning #OZ 12- 02 /OPUD #12 -01. David Vines moved, seconded by Alex Mills, to approve the above Planned Unit Development with an underlying zoning of RM (Residential Multi- family), subject to all staff and TAC requirements. A vote on the motion was recorded as follows: YEA: Callery, Loving, Vines, Laakso, Mills NAY: None Motion carried 5 -0. ITEM 5. Final Plat - Lakeridge Shopping Center - Consideration and appropriate action related to the request for the review and acceptance of a final plat consisting of one (1) lot, one (1) block, on approximately 0.70 acres located at 12375 East 86'" Street North. Bronce Stephenson presented a brief overview, recommending the Planning Commission approval of the Final Plat for Lakeridge Shopping Center. David Vines moved, to approve Lakeridge Shopping Center Final Plat, subject to striking the following TAC recommendation /comment: • Consider moving the east side access 30' to the west. Replace with the following recommendation /comment: • The above motion is subject to all mutual access easements being noted on the Final Plat. Seconded by Alex Mills. A vote on the motion was recorded as follows: YEA: Callery, Loving, Vines, Laakso, Mills NAY: None Motion carried 5 -0. ITEM 6. Re- Approval of Final Plat - Villas at Stonebridge - Consideration and appropriate action related to the request for the review and acceptance of a final plat consisting of thirty -eight (38) lots in two (2) blocks on 5.2288 acres located on East 76'" Street North and approximately 1/3 of a mile east of North 129'" East Avenue. Bronce Stephenson presented a brief overview, recommending the Planning Commission approval of the Final Plat for the Villas at Stonebridge. OWASSO PLANNING COMMISSION May 7, 2012 Page No. 3 Dr. Loving moved, seconded by David Vines, to approve the above Final Plat. A vote on the motion was recorded as follows: YEA: Callery, Loving, Vines, Laakso, Mills NAY: None Motion carried 5 -0. ITEM 7. Amendment to the 2025 Land Use Master Plan - Consideration and appropriate action related to a request for the review and acceptance of an amendment to the 2025 Land Use Master Plan to allow for residential multi - family development located south of Owasso Medical Campus and north of Owasso Market. Alex Mills moved, seconded by Dr. Loving, to approve the above amendment to the 2025 Land Use Master Plan. A vote on the motion was recorded as follows: YEA: Callery, Loving, Vines, Laakso, Mills NAY: None Motion carried 5 -0. ITEM 8. Public Hearing - Small Wind Energy Systems - Consideration and appropriate action related to a request to review and recommendation to the City Council of a draft for a proposed zoning code text amendment regarding Chapter 15, Small Wind Energy Systems. Karl Fritschen introduced the item and recommends approval of the proposed zoning code amendment to Chapter 15 of the Owasso Zoning Code. PUBLIC HEARING WAS OPENED AT 6:34 PM. The following comments were expressed: David Vines suggested considering a height requirement according to FFA. Maybe add some verbiage stating the distance of any nearby airports. Karl recommends any tower over sixty feet provide approval from FFA. Bronce reminded the Commissioners that all requests would be submitted as a Specific Use Permit. This type of permit would require notification to a 300' radius. PUBLIC HEARING WAS CLOSED AT 6:40 PM. Dr. Loving moved to approve the review and recommendation to the City Council of the OWASSO PLANNING COMMISSION May 7, 2012 Page No. 4 draft for the above zoning code text amendment, subject to consideration of the above comments. David Vines seconded the motion. A vote on the motion was recorded as follows: YEA: Callery, Loving, Vines, Laakso, Mills NAY: None Motion carried 5 -0. ITEM 9. REPORT ON ITEMS FROM THE APRIL 25, 2012 TAC MEETING. ITEM 10. REPORT ON ITEMS PREVIOUSLY FORWARD TO CITY COUNCIL. ITEM 11. REPORT ON MONTHLY BUILDING PERMIT ACTIVITY. ITEM 12. ECONOMIC DEVELOPMENT REPORT. ITEM 13. ADJOURNMENT - Tammy Laakso moved, seconded by Dr. Loving, to adjourn the meeting.
