HomeMy WebLinkAbout2012.06.05_City Council MinutesOWASSO CITY COUNCIL MINUTES OF REGULAR MEETING Tuesday, June 5, 2012 The Owasso City Council met in regular session on Tuesday, June 5, 2012 in the Council Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 6:00 p.m. on Friday, June 1, 2012, ITEM 1 CALL TO ORDER Mayor Bonebrake called the meeting to order at 6:30 p.m. ITEM 2 INVOCATION The invocation was offered by Pastor Bill Ascol of Bethel Baptist Church ITEM 3 FLAG SALUTE Councilor Ross led the flag salute ITEM 4 ROLL CALL PRESENT ABSENT Doug Bonebrake, Mayor Chris Kelley, Vice Mayor Jeri Moberly, Councilor Charlie Brown, Councilor Patrick Ross, Councilor A quorum was declared present STAFF Rodney Ray, City Manager Julie Lombardi, City Attorney ITEM 5 PRESENTATION OF THE CHARACTER TRAIT ALERTNESS Warren Lehr, Character Council Member, presented "Alertness," the Character Trait of the Month for June 2012. ITEM 6 PRESENTATION FROM THE PUBLIC SERVICE OF OKLAHOMA Carrie Rowland of PSO presented a check to the city for participation in the Model Cities Program, Owasso City Council June 5, 2012 ITEM 7 CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR COUNCIL APPROVAL OF THE CONSENT AGENDA A. Approval of Minutes of the May 15, 2012 Regular Meeting B. Approval of Claims C. Acceptance of an "Agreement for Urban Engineering Services" with Tulsa Engineering & Planning Associates, Inc., Senior Suites-Owasso, located on Lot 2, Block 2, "Owasso Medical Campus", a subdivision in the City of Owasso, Tulsa County, Oklahoma according to official recorded plat No. 5862, as filed in the records of the Tulsa County Clerk D. Approval of Ordinance No. 1007, an ordinance approving zoning application number OZ-12-02 changing the zoning of property located in the Southeast Quarter of Section 17, Township 21 North, Range 14 East, Tulsa County, Oklahoma, from a CS (Commercial Shopping) District and an OL (Office Light) District to an RM (Multi-Family Residential) District E. Approval of Ordinance No. 1008, an ordinance approving Planned Unit Development Application PUD-12-01 for the development of a Multi-Family Residential Project on approximately 15.295 acres of property located in the Southeast Quarter of Section 17, Township 21 North, Range 14 East, Tulsa County, Oklahoma Mr. Brown requested item B be removed from the consent agenda for separate consideration. Mr. Brown moved, seconded by Mr. Ross to approve items A, C, D, and E of the Consent Agenda. YEA: Brown, Ross, Kelley, Moberly, Bonebrake NAY: None Motion carried 5-0 ITEM 8 CONSIDERATION AND APPROPRIATE ACTION RELATING TO ITEMS REMOVED FROM THE CONSENT AGENDA Mr. Rodney Ray responded to questions relating to item B, Claims, on the consent agenda. After discussion, Mr. Brown moved, seconded by Mr. Ross, to approve item B, Claims, totaling $241,885.93. Also included for review was the payroll payment report for 5/19/2012. YEA: Moberly, Brown, Ross, Kelley, Bonebrake NAY: None Motion carried 5-0 PUBLIC HEARING ITEM 9 THE CITY COUNCIL WILL CONDUCT A PUBLIC HEARING FOR THE PURPOSE OF RECEIVING CITIZEN COMMENTS AND INPUT RELATING TO THE PROPOSED FY 2012- 2013 BUDGET Mr. Rodney Ray presented the proposed budget for FY 2012-2013. Mayor Doug Bonebrake opened the floor at 7:25 p.m, to receive citizen comments and input relating to the proposed budget as noticed in the Owasso Reporter on May 24 , 2012. Nine people spoke and the Public Hearing was closed at 8:31 p.m. Owasso City Council June 5, 2012 ITEM 10 CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR APPROVAL OF ZONING MAP AMENDMENT OZ-12-03, CHANGING THE ZONING OF PROPERTY LOCATED IN THE SOUTHWEST QUARTER OF SECTION 16, TOWNSHIP 21 NORTH, RANGE 14 EAST, TULSA COUNTY, OKLAHOMA, FROM AN AG (AGRICULTURAL) DISTRICT TO A CS (COMMERCIAL SHOPPING) DISTRICT, WILLIS FARMS (SAM'S CLUB) This item was withdrawn prior to the meeting. ITEM 11 CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR APPROVAL OF ORDINANCE NO. 1005 APPROVING ZONING APPLICATION NUMBER OZ-12-03 CHANGING THE ZONING OF PROPERTY LOCATED IN THE SOUTHWEST QUARTER OF SECTION 16, TOWNSHIP 21 NORTH, RANGE 14 EAST, TULSA COUNTY, OKLAHOMA, FROM AN AG (AGRICULTURAL) DISTRICT TO A CS (COMMERCIAL SHOPPING) DISTRICT, AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH This item was withdrawn prior to the meeting. ITEM 12 CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR APPROVAL OF ORDINANCE NO. 1006; AN ORDINANCE AMENDING THE CITY OF OWASSO ZOINING CODE AS CODIFIED IN THE OWASSO CODE OF ORDINANCES, PART 12, PLANNING, ZONING AND DEVELOPMENT, CHAPTER 2, ZONING REGULATIONS, SUB-CHAPTER 15, TELECOMMUNICATION TOWERS AND SMALL WIND ENERGY SYSTEMS, BY ADDING SUB-SECTION 1530, SMALL WIND ENERGY SYSTEMS Mr. Karl Fritschen presented the item recommending approval of Ordinance No. 1006, amending Chapter 15 of the Owasso Zoning Code. After discussion, Mr. Kelley moved, seconded by Mr. Ross to approve Ordinance No. 1006, as recommended. YEA; Kelley, Moberly, Ross, Brown, Bonebrake NAY; None Motion carried 5-0 ITEM 13 REPORT FROM CITY MANAGER Mr. Rodney Ray said items 10 and 11 were withdrawn from the agenda due to failure to publish a map with the legal notice. Upon advice of counsel, it would not be in the best interest of the city to move forward with the items. It will be resubmitted to the Planning Commission and brought back to Council in appropriate form. Mr. Roger Stevens provided a Status Report on Public Works Projects. Mr. Larry Langford provided a Status Report Bailey Ranch Golf Club. ITEM 14 REPORT FROM CITY ATTORNEY No report ITEM 15 REPORT FROM CITY COUNCILORS No Report ITEM 16 NEW BUSINESS None Owasso City Council June 5, 2012 ITEM 17 ADJOURNMENT Mr, Ross moved, seconded by Ms. Moberly, to adjourn the meeting.
