OWASSO PUBLIC WORKS AUTHORITY MINUTES OF REGULAR MEETING Tuesday, July 3, 2001 The Owasso Public Works Authority met in regular session on Tuesday, July 3, 2001 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, June 29, 2001. ITEM 1: CALL TO ORDER Chairman Barnhouse called the meeting to order at 6:50 p.m. ITEM 2: FLAG SALUTE The flag salute was held during the City Council meeting preceding this meeting. REFUSE RATE INCREASE DATE- July 12, 2001 In May of 1986, the OP IA Trustees increased rates for the polycart refuse service from $5.50 to $6.50 per container per month. In September of 1995, rates were increased to $8.00 for residential and $10.00 for commercial service. Funds were earmarked for street repair and maintenance and for economic development activities. None of the funds from this rate increase were used to offset the cost of providing refuse collection services. The cost of operating the refuse collection system has increased significantly during the past fifteen years. That increased cost has not been passed on customers, but has been absorbed by the fund and has eroded the profitability of the OPWA operations. The fiscal 2002 budget approved by the OPWA Trustees includes increased revenues generated by a proposed rate increase of $2.00 per polycart per month. During the month of June, customers were billed for services for 6,091 polyearts. The proposed $2.00 rate increase would generate approximately $12,200 per month or $146,600 per year in new revenue. OPWA Resolution No 2001-08 would increase monthly rates per polycart to $10.00 for residential and multi-family customers and $12.00 for commercial customers. City of Owasso Resolution No. 2001-07 approves the rates established by the OPWA. .� ,Stiff recommends 'trustee approval of OPWA Resolution No. 2001-08 increasing rates for refuse service from polycart customers. SECTION THREE: The rates hereby approved shall become effective with the first billing in August 2001.
