Committee and the Owasso City Council was conducted in e Lower Level
Conference Room at City Hall. At that meeting, former Mayor Mark Wilken

The Mayor and City Council requested the Capital Improvements Committee
review two items. First, an extensive review of the identified capital improvement
ent
projects was conducted. The second item for review and discussion was the
identification of possible funding mechanisms or sources in order to fund the
previously identified improvements.
The following report is an overview of the findings of the CIP Finance Committee.
Additionally, 3i e' to generate discussion was a Project List
and construction estimates for those improvements. That list is also attached for
your information and review. In order to be as clear and succinct as possible, all
of the above referenced funding alternatives will be reviewed individually.
A fee of 1 to residential customers alone would generate $6,250 per month, or
approximately ly 75,000 per year, This fee would not require a vote of the people,
but rater could be implemented by a vote of the City Council.
The type of projects that this could he utilized for include the recent drainage way
improvements nts that were completed along the west service road of the Owasso
Expressway, dredging of the pond at Elm Creek Park as well as the pond at the
Bailey Ranch Golf Course.

This item was discussed briefly, with the Committee identifying that traditionally
increases to the utility rates (water and sanitary sewer), have been implemented

In reviewing the passibility of a sales tax, the committee felt that it was important
to review the sales tax figures of other cities in the Tulsa Metropolitan Area.
Those city sales tax rates, combined with the State and County sales taxes, are

counties is attached for your additional information and review. While opinions of
those attended the CIP Finance Committee differed, a majority of those
attendees agreed that a sales flax increase, specifically earmarked for roads, was
a possibility worth looking into°
The committee was of the opinion, for the most part, that the selling of a sales tax
increase specifically for arterial street improvements was feasible but not without
effort. The group pointed to the recent success of the "4 to Fix the County" sales
tax and - success enjoyed 9A 1997 election that it could
be attributed to many neighborhood

The City of Owasso's net assessed valuation for FY 99 -00 was $106,876,945.
Examples of what the rates would be for a $10,000,000 General Obligation Bond,
as well as possible annul taxes for various home values, is attached for your
information and review. The last property tax voted on by residents of the City of
Owasso was in 1973 for a period of 20 years. Funds from that tax constructed
the swimming pool and recreation center (YMCA), the current city hall, and
equipment for the fire station.
Nevertheless, • erty taxes as , source of revenue that
the City should explore. Mr. Keith McDonald is planning on being available on
Tuesday evening to answer any questions you may have "" i r ' General
Obligation Bonds.
The City of Owasso currently has no form of x hotel/motel tax. At the time that
there was only one hotel in Owasso, a 1 % hotel/motel tax would generate
$10,000 per year. Most hotel/motel taxes are in the 3% range, which would
generate approximately 0 . 0 0 0 per year.

Impact Fees — a fee or required infrastructure that can be typically applied to the
developer of property — were also reviewed. Oklahoma law is generally not
supportive of the implementation of this type of -Fee.
The City of Owasso has been successful, however, in obtaining assistance from
developers in certain areas. For example, the hark Development Surcharge on
building permits that is applied to every building permit (75 per dwelling, plus
25 per bedroom) and the Acceleration /Deceleration Lanes that is required for
any development are examples.
The City of Norman has adopted several different ordinances relating to the
"payback" for improvements to water, wastewater, and arterial street construction
and presenting a formula for that payback. Those ordinances are attached for
your information and review, and are also being reviewed by Mr. Cates.
Note that if these "impact fees" could be implemented, it certainly would reduce
the pressure on the City of Owasso to Improve arterial streets, but by no means
would it reduce the need to identify a funding source for the eventual widening of
those streets.

Certainly, an increase in sales tax was discussed, at length, more than any of the
other items outlined. The general consensus of the committee was that this
should be something that is looked into, but with caution. By no means was this
an issue that was unanimously supported by the committee and those that
attended the meetings.

OVITIM
1. WHEREAS, the City Council of the City of Norman, Oklahoma, has identified a need for an
equitable distribution of the cost of improvements to arterial streets; and
2. WHEREAS, current City of Norman policies require new development to improve abutting
arterial streets to city standards; and
3. WHEREAS, current City of Norman policies do not provide for - arterial streets to b*
improved until such time as the abutting property is developed, riesulting at tim es, m
piecemeal roadways which reduce capacity and safety; and.

5. WHEREAS, any such improvements will increase the value and marketability of
undeveloped abutting properties; and
60 WHEREAS, any such improvements should provide for recoupment of all associated costs
from the benefitted abutting property at the time the abutting property is improved or
developed.
NOW, THEREFORE, BE IT ORDAINED BY 'THE COUNCIL OF THE CITY OF NORMAN,
OKLAHOMA.
7. That new sections will be added to the City of Nonnan Code of Ordinances, Chapter 16,
PUBLIC EVIPROVEMENTS, which will read as follows-,
CHAPTER 16, PUBLIC IMPROVEMENTS.
ARTICLE VI. Streets, Curbs, Driveways, Intersections.
Seca '16-601. Arterial Street Construction-. Improvement Responsibilities.
A property owner(s) is responsible for all costs of improvements to ' all arterial streets
abutting their property in compliance with the City of No Street Standards and
Subdivision Regulations, as amended.
