Information and discussion relating to the following issues is planned for the City Council work
session on Tuesday, February 13th at 5:30 p.m. in the City Hall Lower Level Conference Room.
1, Discussion Regard in Public Fireworks_ Display - Pastor Aavle Knight and/or a
representative of the Owasso Assembly of Clod Church will discuss a city-wide fireworks
display to be sponsored by the church.
2. Discussion &ding, Water faster Plan - Mr Garr will discuss the Water faster Plan as
prepared by Montgomery Watson, and a proposed resolution adopting the plan as a policy
statement of the OPWA.
3, Peport from CIP Financing Committee a Mr Looney will present a report from the CIP
Financing Committee relating to the identification of alternate funding mechanisms for
capital improvements. See attachment #4.
4. Review of Security System -Rids °- Bids for the proposed security system at the new city
hall /police station will be opened Friday afternoon, February 9"'. Mr McElrath & Chief
Green will discuss the bids received.
5. Review of Bids for Play _ °ound Equp) eq-t anfA�acni "f abler m Bids for picnic tables and.
playground equipment for city parrs were opened on February 5th, Mr Looney will discuss
the bids received and staff recommendation for the award of those bids.
'I. Discussion Relating to Landco Land Purchase Proposal - This proposal was first presented
at a work session in July 2000, Landco wishes to purchase the area of the sewer lagoon
ponds south of the wastewater treatment plant to construct a building for their business. At
that time, no further action was taken. Alan Blaksley has asked Mayor Williams to again
place this proposal in front of you for discussion. See attachment #8

On September 14, 1999, a joint meeting of the Owasso CaCommittee and the Owasso City Council was conducted in the Lower Level

needs expressed concerns regarding upcoming capital improvement
The Mayor and City Council requested the Capital Improvements Committee
review two items. First, an extensive review of the identified capital improvement
projects was conducted. The second item for review and discussion was the
identification of possible funding mechanisms or sources in order to fund the
previously identified improvements.
The following report is an overview of the findings of the CIP Finance Committee.
Additionally, one of the tools utilized to generate discussion was a Project List
and construction estimates for those improvements. That list is also attached for
your information and review. In order to be as clear and succinct as possible, all
of the above referenced funding alternatives will be reviewed individually.
This item was discussed briefly, with the Committee identifying that traditionally
increases to the utility rates (water and sanitary sewer), have been implemented
in order to pay for improvements necessary in the particular system ... water rate
increases fund water system improvements and sewer rate increases fund sewer
system improvements.
With the recent completion of the Water Master Plan and the improvements
identified within that document, as well as scheduled improvements to the I
wastewater +..
In reviewing the possibility of a sales tax, the committee felt that it was important
to review the sales tax figures of other cities in the Tulsa metropolitan Area.
Those city sales tax rates, combined with the State and County sales taxes, are
as follows-

counties is attached for your additional information and review, While opinions of
these attended the CIP Finance Committee differed, a majority of those

the consensus of the Committee was to implement this form of tax as early as
Impact Fees — a fee or required infrastructure that can be typically applied to the
developer of property — were also reviewed. Oklahoma law is generally not
supportive of the implementation of this type of fee.
The City of Owasso has been successful, however, in obtaining assistance from
developers. For example, the Bark Development Surcharge on building permits
that is applied to every building permit (75 per dwelling, plus $25 per bedroom)
and the Acceleration /Deceleration Lanes that is required for any development are
examples.
The City of Norman has adopted several different ordinances relating to the
46 payback" for improvements to water, wastewater, and arterial street construction
and presenting a formula for that payback. Those ordinances are attached for
your information and review, and are also being reviewed by Mr. Cates.
Dote that if these "impact fees" could be implemented, it certainly would reduce
the pressure on the City of Owasso to improve arterial streets, but by no means
would it reduce the need to identify a funding source for the eventual widening of
those streets,

CLOSING THOUGHTS.
Certainly, an increase in sales tax was discussed, at length, more than any of the
other items outlined. The general consensus of the committee was that this
should be something that is looked into, but with caution, By no means was this
an issue that was unanimously supported by the committee and those that
attended the meetings.

Shortly after arriving in early March, Alan Plaksley approached my office with aproposal to acquire
the City's yardwaste disposal site located south of Fifth Avenue, directly across from the Recycling
Center. The initial offer from Landco to purchase the 1$,90 acres was presented to the City Council
on April 11, 2000 and received general support from Mayor Wilken and the Council. Since that
date, City staff and Landco representatives have worked diligently to structure a contract for sale.
Most of the transaction details have been addressed and mutually agreed upon by the respective
parties. :Despite the progress made to date, the City of Owasso is having some difficulty in verifying
utility locations between the subject property and the Wastewater Treatment Plant, A recent survey
completed by Carver & Associates failed to accurately pin point whether or not the City's sanitary
sewer line crossed the 18.90 -acre site that Landco desires to purchase.
Given the unexpected time delays encountered over the past thirty days, Landco has requested that
the City of Owasso consider signing a Letter of Intent, which generally commits the parties to the
property transaction, Landco, Alan Blaksley, has already incurred considerable expenses that
include, legal fees, property appraisal fees, and land surveying costs. The City has agreed to split the
$2,400 property appraisal fee and upended an additional $2,500 for the utility survey work.
RECOMMENDATION:
Staff recommends that the OP WA Trustees enter into the agreement and authorize the Chairman to
sign the proposed Letter of Intent, We believe that the terms and conditions set forth in the letter
:fairly represent the understanding of the parties. We also think that the remaining utility issues can
be satisfactory resolved within the 45 day time frame established in point #3 of the letter,

Included in the FY 2000-01 budget was an anticipated expenditure of $20,000
from the Park Development Fund in order to purchase two playground structures;
one small structure for Ator Park, and one large structure for Elm Creek Dark.
Bid packets were developed and all bids received were opened on February 5,
2001. Included, as portions of the bids, were alternates for the construction of
the equipment, the installation of the equipment, the safety fall zone, and the

INCOG and was secured by former Representative Phil Ostrander.
While the money could be used to offset the playground equipment purchase for

concern the installation of a sidewalk to the playground.

County lease of McCarty Dark — thus returning management of the park to the
