BACKGROUND:
Recently, Mr. Dominic Sokolosky, owner of BeHwether Properties, contacted me
concerning the intersection project that is nearing completion at 129th E Ave and 76th St.
N. Mr. Sokolosky donated the right~of~way on the northwest comer of the intersection
exchange for certain considerations from the City. Among these was the agreement that
the City would modify the construction plans on said northwest comer to include
WldergroWld drainage curb and guttering. Without this consideration. future
development planned by him for the property would in Mr. Sokolosky's opinion
been jeopardized. The City this consideration, as well as covered in an
additional agreement (attached) that stipulates that when the property is developed, the
City shall grant certain access points the property.
In addition to the above, the City also verbally agreed, according to Mr. Sokolosky, to
allow the upper surface of the Wlderground drainage box to serve as a sidewalk. The

intended. In fact, as the box nears the comer of the property, it is covered by up to 12 to
18 inches of soiL
While it is unfortunate that the box had to be constructed in its ultimate configuration, it
is my opinion that at when and if development should occur, the City of Owasso should
assume the responsibility and expense for ~e construction of the sidewalk on the portion
of the property lying directly over the drainage box. Such is also a satisfactory solution
to Mr. Sokolosky.
I have attached a draft of a possible letter that would be written in your name to
Bellwether Properties indicating the City's willingness to perfonn this action at the
appropriate time. If you agree that this is the best route to take, Mr. Sokolosky would
appreciate it if the letter of agreement could be acknowledged by the Council so that it is
a matter of record, since the development of the property could take place at some
distance in the future, when it is possible that either yourself or the members of the City
Council may no longer be in your current positions.

It is my understanding that fonnef City Manager JeffHanoock entered into a verbal
agreement with you concerning the intersection improvement project currently under
construction at 76th. St Nand N 129th. E Ave. the northwest comer ofwmch is owned by
Bellwethef Properties Inc. Apparently, Mr. Hancock in consultation with then Project
Engineer Dwayne Henderson agreed that whenever and if ever Bellwether should
develop the property, the top surface of the drainage box constructed during the
intersection project could be utilized as a sidewalk, thus eliminating for the.owner the
expense for this required amenity.
Unfortunately, as you are aware, actual site conditions prevented construction of the
drainage box in such a manner that it is feasible fOf use as a sidewalk. ofthis
fact, the City of Owasso agrees to assume the construction of the
sidewalk in a length corresponding to that of the drainage box, as indicated on the
attached construction document It is understood that the property owner will retain
responsibility for the proper construction of any additional fequired sidewalk on the
property.

Work on the contract (Horizon
Construction) includes installation a 5@foot by box culvert on the NW cOnlet
7f:/" Street North and 129&0 East Avenue. The culvert extends about 100 feet across the
Sokolosky property (roughly parnllel to 761h Street).
Some time in FY99-00~ the fonner City Manager and elF Manager made an agreement
with Mr. Dee Sokolosky that the top of the box could possibly used as a sidewalk

UTILITY RATE REDUCTION PROGRAM

BACKGROUND:
In 1980 the OPW A approved Resolution 80-09 reducing utility rates for Owasso's water
and sewer customers who met specific income criteria. The intent ofthis program was to
assist those who are financially challenged in meeting basic requirements and necessities
for a healthy home environment. In 1992, Resolution 92-03 provided for continuation of
the program. The 1992 resolution reduced the amount of the discount from 25% to 20%,
provided more detailed policies for implementation, and designated the Director of the
Community Center to handle applications for the program. Once again, if only to update
income criteria, it would seem to be appropriate to re-examine this program and its
policies.

the intent of the Trustees to help those citizens most truly in need of assistance, it is
necessary to adjust the OPW A guidelines to correspond with the Federal Guidelines,
since it is those that provide the comparison for approval for participation in the
program. In addition, in order to avoid having to continually update this program
simply on the basis of outdated income criteria, it would also be helpful to tie the
guidelines to the are

Cares", that exists solely for the relief residents who need help with utilities,
prescriptions, etc. It is funded by gifts, private donations, and the offering collected
by local churches in their annual Fomth of July Freedom Services. Also, Volunteer
Network Owasso has for a number of years administered the "Giving Tree" program

that is housed out ofRCB Bank. VNO's involvement in these two programs, as well
as its ongoing contact with residents inquiring about help of various kinds, has served
to place it in a good, perhaps unique, position to be aware of community needs. In
addition because VNO has in effect been utilized by the churches and other
organizations as a kind of "central clearing house", it has served to help avoid
duplication of efforts and also decreased the possibility of duplication of giving to the
same recipients by different groups. Finally, in its administration of the Owasso
Cares funds, VNO follows the same Federal Guidelines in determining the needs of
applicants as does the OPW A in the Utility Rate Reduction Program.
As can be seen by the history detailed above, VNO has assumed in the Owasso
community the role of being the single agency most in touch with the areas and levels
of need of Owasso residents. At the time that the Utility Rate Reduction program was
extended in 1992, the Director of the Community Center administered the Federal
Emergency Commodities program for the Owasso area. This program no longer
exists, at least in the TulsalOwasso area, with the result that the Director of the
Community Center no longer maintains the kind of awareness of those in need that
existed at that time. In addition, in recognition of this fact, when Mr. McElrath, who
was director of the Community Center in 1992, relinquished that position in order to
become Director of the Support Services Department, Rodney Ray, City Manager at
that time, asked Mr. McElrath to continue administration of the program due to the
personal awareness and expertise he had developed in this area. Also, by that time
the Community Center Director no longer administered the Commodities program
and no longer maintained simply by virtue of job position the former level of
awareness of those applying for assistance.
3. The third area that bears some consideration by the Trustees concerns that of
advertisement of the program to the public. Since 1992, other than through word.~of~
mouth, the program has received no public advertisement. And even this initial
advertisement consisted only of a one-time article in the Owasso Reporter. As a
. result, the number of persons participating in the program was initially fairly low and
has since dropped in number fiom about twenty to about
one Now that the possibility

would be placing such notices that venue. The latter would certainly serve most
directly to contact and notifY those who might be affected.

Trustee adoption of Resolution #2000-_continuing the effect of Resolution No 92-03
and specifying updated income eligibility guidelines, such guidelines to be further
updated annually on an automatic basis in accord with the issuance of updated Federal
guidelines in October of each year by the Federal Food Stamps Program. The current
aggregate income guidelines for all members of a given household which shall be used in
determining the eligibility are as set out below:

Reduced Utility Rates:
F. APPLICATION PROCESS
1. Applications may be picked up at City Han, at the office of Volunteer Network
Owasso. currently 301 S. Cedar, or at other venues designated by the City
Manager.
2. Applications must be returned to the office of Volunteer Network Owasso for
verification and approval. As a service to the OPW A and the City of Owasso,
each application shall be reviewed by the Director of Volunteer Network Owasso
for accuracy in reported income and household size.
3. Upon completion ofthe review, the Director of Volunteer Network Owasso shall
also determine the status of the application as to approval or disapproval. Once
the status has been determined, the application shall be immediately transmitted
the Utility Billing Supervisor. If the application is denied, a note shan be
included briefly outlining the reason(s) for denial. The Utility Billing Supervisor
shall have the responsibility to notify the applicant of the status of the application.

BACKGROUND:
Reduced utility rates for Owasso's water and sewer customers who met specific income criteria
have been offered since the adoption of Resolution 80-09 in 1980. Since that time, the income
criteria has been adjusted once to reflect changing economic conditions. Resolution 92-03
continues that program and again makes adjustments to income maximums and reduces the rate
to reflect a 20% discount. The changes in income maximums are consistent with the Department
of Human Services income guidelines for Food Stamps, Aid for Dependent Children and various
income assistance programs,

Owasso water district. Although many homes in the 74055 zipcode are not
in our water district, a large number of these are found in fairly affluent
neighborhoods. While this fact does not necessarily indicate the income of
the household, there would usually be a correlation.

To date all of the services have been completed. As listed in Item 6, the bidder selected
to provide the equipment was Total Radio Inc. Total Radio was awarded their contract
on February 16, 1999 in the amount of $167,293.00 for 50 hand held, 50 mobiles, new
repeaters, and all installation and labor. As of June of this year, all 800 MHz radios have
been installed in both Police and Fire Departments and the system is working above our
expectations.
NEW RADIO TOWER
Currently, our radio tower is 100 is a 100 foot water tank just south of the new Wal-Mart.
This site provides adequate coverage but we have expelienced a few areas where no radio
communication can be received or transmitted. However, as you are aware, this year the
City of Owasso has signed an agreement to allow a 250-foot tower be constmcted next to
the 100-foot water tank. The new tower will eliminate any areas of non-communication
and extend our coverage area.

additional revenue generated by this rate increase with the debt service for the projects is
presented in the following table.

BACKGROUND:
The U.S. Open will be held this June 11-17 at Southem Hills Country Club in Tulsa. Events of
this magnitude bring excitement, anticipation and activity for the Tulsa Metropolitan golfing
establishments. Southem I-Iills also hosted the 1994 PGA Championship (held in August),
during which Bailey Ranch averaged 180 rounds of golf per day. Taking the "Tiger Woods
Storm" into effect, not only will we be at capacity, rather most likely demand will crush the
supply of our outstanding facility. Golf Digest "Places You Can PlayH recently rated Bailey
Ranch a FOUR star facility (the highest ranking in the Metro area),
