HomeMy WebLinkAbout2012.09.04_City Council Minutes OWASSO CITY COUNCIL MINUTES OF REGULAR MEETING Tuesday, September 4, 2012 The Owasso City Council met in regular session on Tuesday, September 4, 2012 in the Council Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 6:00 p.m. on Friday, August 31, 2012. ITEM 1 CALL TO ORDER Mayor Bonebrake called the meeting to order at 6:34p.m. ITEM 2 INVOCATION The invocation was offered by Taud Boatman of First United Methodist Church ITEM 3 FLAG SALUTE Councilor Ross led the flag salute ITEM 4 ROLL CALL PRESENT ABSENT Doug Bonebrake, Mayor None Chris Kelley, Vice Mayor Jeri Moberly, Councilor Patrick Ross, Councilor Charlie Brown, Councilor A quorum was declared present STAFF Rodney Ray, City Manager Julie Lombardi, City Attorney ITEM 5 PRESENTATION OF THE CHARACTER TRAIT TRUTHFULNESS Lynn Johnson, Assistant Superintendent of Owasso Public Schools, presented "Truthfulness," the Character Trait of the Month for September 2012. ITEM 6 TULSA TECH - OWASSO COMPLEX CONSTRUCTION UPDATE Kent Inouye, Campus Director, presented a construction update and introduced new Superintendant Dr. Steve Tiger. ITEM 7 CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR COUNCIL APPROVAL OF THE CONSENT AGENDA A. Approval of Minutes of the August 21, 2012 Regular Meeting B. Approval of Claims Mr. Brown requested item B, Claims, be removed from the consent agenda for separate consideration. Mre Brown moved, seconded by Mr. Ross to approve item A, Minutes, of the consent agenda. Owasso City Council September 4, 2012 YEA: Brown, Ross, Kelley, Moberly, Bonebrake NAY: None Motion carried 5-0 ITEM 8 CONSIDERATION AND APPROPRIATE ACTION RELATING TO ITEMS REMOVED FROM THE CONSENT AGENDA Rodney Ray responded to questions relating to item B, Claims, on the consent agenda. After discussion, Mr. Brown moved, seconded by Mr. Ross to approve item B, Claims, of the consent agenda totaling $538,704.98. Also included for review were the healthcare self-insurance claims report and the payroll payment reports for 08/25/2012. YEA: Ross, Kelley, Moberly, Brown, Bonebrake NAY: None Motion carried 5-0 ITEM 9 CONSIDERATION AND APPROPRIATE ACTlON RELATING TO THE REQUEST TO APPROVE THE ANNEXATION OF PROPERTY KNOWN AS POWDERHORN RANCH, LOCATED ON THE WEST SIDE OF NORTH MINGO ROAD, APPROXIMATELY ONE- QUARTER MILE NORTH OF IObT" STREET NORTH Rodney Ray summarized the neighborhood meeting held on August 30, 2012 at the home of R.L. and Sandy Brown. Bronce Stephenson presented the item recommending approval of the annexation request for the property known as Powderhorn Ranch. After discussion, Mr. Kelley moved, seconded by Ms. Moberly to approve the annexation request, as recommended. YEA: Kelley, Moberly, Bonebrake NAY: Brown, Ross Motion carried 3-2 ITEM 10 CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE REQUEST TO PURCHASE EQUIPMENT FOR POLICE VEHICLES Chief Dan Yancey presented this item recommending approval to order equipment and authorization for installation services to outfit four 2013 Chevrolet Tahoes at a total cost of $37,792.80. After discussion, Mr. Ross moved, seconded by Mro Brown, to approve the equipment purchase, as recommended. YEA: Ross, Moberly, Brown, Kelley, Bonebrake NAY: None Motion carried 5-0 ITEM 1 1 REPORT FROM CITY MANAGER Roger Stevens provided a status update on various Public Works projects. Larry Langford provided a status update on the Owasso Skate Park project. 2 Owasso CityCouncil September4, 2012 Rodney Ray announced that the city's annual block parties will take place on Saturday, September 8. He also presented the Council with City Council Reapportionment maps created by INCOG and advised that an item would be included on the September worksession agenda for discussion. ITEM 12 REPORT FROM CITY ATTORNEY Julie Lombardi advised that a federal lawsuit has been filed by attorneys representing Brian Spradlin. ITEM 13 REPORT FROM CITY COUNCILORS No Report ITEM 14 NEW BUSINESS None ITEM 15 ADJOURNMENT Ms. Moberly moved, seconded by Mr. Ross, to adjourn the meeting.
