The staff has completed the bidding process, reviewed the bids received, and will
recommend that the Trustees award a contract for Wastewater Treatment Plant
Improvements Phase IIA to Crossland Heavy Contractors Inc, Columbus, IBS in the amount
of $1,965,950.00; and authorization for the Chair to execute the contract, contingent upon
the loan closing.

The Owasso Public Works Authority met in regular session on Tuesday, February 15, 2000 in
the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City hall bulletin board at 4:00 p.m. on Friday, February 11, 2000.

The consent agenda included minutes of the February 1, 2000 regular meeting, by reference
made a part hereto. Item B on the consent agenda included the following claims: (1) Owasso
Public Works Authority $74,653.00; (2) OPWA Sewer Line Extension $23,000.00; (3) OPWA
Capital Improvements $11,640.00; (4) Payroll $30,664.31. Ms doss moved, seconded by Mr
Williams, to approve the consent agenda.

BACKGROUND:
The existing City of Owasso wastewater treatment facility was constructed in 1986. Phase I
improvements to meet changes in water quality criteria were completed in 19980 The plant
consists primarily of an oxidation ditch with external clarifiers, effluent ultraviolet light
disinfection and reaeration, and sludge drying beds. The plant improvements were designed to
treat an average daily flow of 2.15 million gallons per day (MGD).

The project was advertised for bids on January 13, 2000° A mandatory Pre -Bid Conference was
held on February 2, 2000 for all prospective bidders. Bids were received on February 14, 2000
from six ( ) bidders. A surnmary of the bids received is as follows:

Water Resources Board,
