competitive bidding under 'title 60, Section 176(Iq) of the Oklahoma Statutes, and authorize
the :hair to execute the acceptance of a proposal from Sludge Technology Inc, Muskogee,
O K for the hauling of liquid sludge at a cost not to exceed $30,000 through June 30, 2000.

The Owasso Public Works Authority mot in regular session on Tuesday, March Ig 2000 in the
Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, March 3, 2000.

ITEM 5: CONSIDER AND APPROPRIATE ACTION RELATING TO THE AWARD OF A
BID FOR THE CONSTRUCTION OF PHASE IIA IMPROVEMENTS TO THE
WASTEWATER TREATMENT PLANT.
Mr Carr said that the existing wastewater treatment facility was constructed in 1986. Phase I
improvements to meet changes in water quality criteria were completed in 1998, Phase IIA will
consist of construction of sludge dewatering facilities, sludge digestion, and modifications to the
influent structure, untraviolet disinfection system and main lift station, lids were received on
February 14, 2000 from six bidders, with the apparent low bidder being Crossland Heavy
Contractors, Columbus, KS in the amount of $1,965,950. The low bid is $544.050 below the
engineer's estimate and $14,050 below the next lowest bid. Funds will be received through the
State Revolving Fund loan program for this project, and must be approved by the Oklahoma
Water Resources Board. Final award of the construction contract cannot be made until such time
as the loan is closed by the OW . Pending transfer of needed documents from the contractor,
engineer, and city staff, it is anticipated that the loan will be closed sometime in March. Dr Rode
moved, seconded by Ms Barnhouse, to award a contract for Wastewater Treatment Plant
Improvements Phase IIA to Crossland Heavy Contractors Inc, Columbus, KS in the amount of
$1,965,950, and authorization for the Chair to execute the contract, contingent upon final
authorization from the Oklahoma Water Resources Board.

SUBJECT- SLUDGE HAULING/DISPOSAL

BACKGROUND:
The existing City of Owasso wastewater treatment facility was constructed in 1986. Phase I
improvements to moot changes in water quality criteria were completed in 19980 plant
improvements consisted primarily of construction of oxidation ditch aeration, external clarifiers,
and additional sludge drying beds. At present, the plant is designed to treat an average daily
four of 2015 million gallons per day ( GD)a
Due to the recurring nature of this plant operating condition, Garver Engineers were requested to
evaluate alternatives. Attachment 1 is a letter report by Garver that indicates approximately
500,000 gallons of sludge (at 2 percent solids) needs to be removed from the system as soon as

possible. Solids need to be removed from the treatment system to reduce the accumulation in the
aeration basin and clarifiers.
Two alternatives for removal and disposal were presented by Garver as follows:
I - Lease portable belt press, dewater sludge and haul to landfill
Phase IIA Improvements to the plant include construction of a belt press for
sludge dewatering. In the interim, a leased unit could be used. Total estimated
costs for rental, labor and chemicals to operate and landfill disposal is estimated
to be $48,500.00.
2- Contracting for hauling liquid sludge and land application
Land application of liquid sludge is a common disposal practice. A contract for
liquid sludge hauling and disposal at a permitted site operated by the contractor
disposal is a viable alternative. A quote was received to provide this service for
$0.0594 per gallon. Total estimated cost for 500,000 gallons is $29,700.00.
Based on the above alternatives, the most timely and cost - effective solution is to contract for
hauling and disposal of liquid sludge
HAULING/DISPOSAL CONTRACTORS:
Removal of the sludge is imperative to successfully meeting plant effluent discharge criteria.
Continued sludge removal is needed to achieve adequate process control.
Time constraints will not afford an ability to prepare specifications, advertise and award a bid.
Quotes for transporting liquid sludge have been received. Therefore, staff is re guesting Trustees
declare an emergency and waive competitive bidding requirements in conformance with Title 60,
Section 176(M) of the Oklahoma Statutes.

As per your request we have reviewed the operation of the treatment plant with regard to the
accumulation of sludge in the treatment process.
The existing drying beds cannot keep pace with the plant's sludge production. Consequently sludge
has accumulated in the digester, clairifiers and in the oxidation ditch,
Based on our calculations approximately 500,000 gallons of sludge (at 2. % solids) needs to be wasted
beginning as soon as possible.
In our opinion the two best alternatives for removal and disposal of the sludge are as follows:
1, Lease a portable belt press, dewater° the sludge and haul to a landfill.
2. Contract with a sludge disposal specialist to haul and land apply the sludge as a
liquid.
The approximate cost of each alternative is as follows:
