AN ORDINANCE AMENDING PART 1, CHAPTER 2, OF THE CODE OF
ORDINANCES OF THE CITY OF OWASSO, OKLAHOMA, ESTABLISHING THE
BOUNDARIES OF THE WARDS OF THE CITY OF OWASSO, OKLAHOMA,
PROVIDING THAT FROM AND AFTER PASSAGE AND PUBLICATION OF THIS
ORDINANCE, ALL PERSONS RESIDING IN THE CITY OF OWASSO SHALL BE
ASSIGNED BY LOCATION OF THEIR RESIDENCE TO ONE OF THE FIVE WARDS,
AND DIRECTING THE FILING OF THIS ORDINANCE.
WHEREAS, Pursuant to the provisions of Title 11, Section 20 -101, et. Seq, of the Statutes of
the State of Oklahoma, the City of Owasso following each federal census shall review ward
boundaries and, if necessary, shall change the boundaries so that the wards are formed of
compact and contiguous territory and are substantially equal in population; and
WHEREAS, The City Council of the City of Owasso conducted such a review and found it
necessary to change ward boundaries;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OWASSO,
OKLAHOMA THAT;
Section one 111. That Part 1, Chapter 2, of the Code of Ordinances of the City of
Owasso, Oklahoma be amended to read as follows:

The boundaries of the wards of the City of Owasso, Oklahoma shall be as follows:

boundary lines of said Wards. In the event that the description of the Ward Boundaries

AN ORDINANCE AMENDING PART 1, CHAPTER 2, OFTHE CODE OF ORDINANCES OFTHE
CITY OF OWASSO, OKLAHOMA, ESTABLISHING THE BOUNDARIES OF THE WARDS OF
THE CITY OF OWASSO, OKLAHOMA, PROVIDING THAT FROM AND AFTER PASSAGE AND
PUBLICATION OF THIS ORDINANCE, ALL PERSONS RESIDING IN THE CITY OF OWASSO
SHALL BE ASSIGNED BY LOCATION OF THEIR RESIDENCE TO ONE OF THE FIVE WARDS,
AND DIRECTING THE FILING OF THIS ORDINANCE.
WHEREAS, Pursuant to the provisions of Title 11, Section 20 -101, et. Seq, of the Statutes of the
State of Oklahoma, the City of Owasso following each federal census shall review ward boundaries
and, if necessary, shall change the boundaries so that the wards are formed of compact and contigu-
ous territory and are substantially equal in population; and
WHEREAS, The City Council of the City of Owasso conducted such a review and found it neces-
sary to change ward boundaries;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OWASSO,
OKLAHOMA THAT;
Section one (1 ). That Part 1, Chapter 2, of the Code of Ordinances of the City of Owasso,
Oklahoma be amended to read as follows:
SEC 1 -202 WARD E301JNDARIES MAP
The boundaries of the Wards of the City of Owasso, Oklahoma as described in Sec. 1 -201 of this
Chapter are general in nature, and the Owasso Ward Boundaries Map of the City of Owasso

Establishing New City Council Ward Boundaries

BACKGROUND:
Ordinance No. 1015 would establish new City Council Ward Boundaries as required by State
Statute in Title 11 Section 20 -101 requiring that: "As soon as practical following each federal
census, the municipal governing body shall review the wards and ward boundaries of the
municipality. The governing body shall change the boundaries ... if necessary ... so that the
wards are formed of compact and contiguous territory, are substantially equal in
population and meet the requirements established by the Federal Voting Rights Act."
After detailed data from the 2010 Federal Census became available, city staff worked with
INCOG personnel to review the existing ward boundaries in relation to the population numbers
provided by the census. Based on that review, staff recommended new ward boundaries that
would reflect the population density changes and better distribute the city's population
throughout the five wards. The attached map shows the proposed new wards with populations
listed in the table below:

At the September 18, 2012 meeting, the City Council authorized the public notice of the
proposed change in ward boundaries. Notice was published in The Owasso Reporter on
September 27, 2012. No comments were received by the City Clerk's office during the required
30 day period.
If approved Ordinance No. 1015 would become effective December 6, 2012. The filing period
for city council will be February 4 -6, 2013 and the city council elections will be March 5 and April
2, 2013.
RECOMMENDATION:
Staff recommends City Council adoption of Ordinance No. 1015, establishing new City Council
Ward Boundaries as prescribed by State Statute and in accordance with Federal Census Data.
