The Owasso Public Works Authority islet in regular session on Tuesday, April 4, 2000 in the
Council Charnbers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4 :00 p.m. on Friday, March 319 2000.

The consent agenda included minutes of the March 21, 2000 regular meeting, by reference made
a part hereto. Item B on the consent agenda included the following claims: (1) Owasso Public
Works Authority $142,892.77; (2) OPWA Capital Improvements $31,179.31; (3) OPWA Sales
Tax $124,828.75; (4) Payroll $30,739.33. Mr Williams moved, seconded by Ms Voss, to
approve the consent agenda.

Ms bishop said that in December 1999 the City Council and the OPWA 'Trustees approved
agreements with Rural Water District 4,45, Rogers County and with Rural Water District 10,
Washington County,, listing shared responsibilities for utility operations in areas within the city
limits of Owasso that are served by a rural water district, The agreements state that the rural
water districts will be responsible for billing and collections of the City's utility charges for
sanitary sewer, sanitation, and ambulance subscription services. OPWA Resolution #2000-01
creates a lump sum charge for all city utilities, including an administrative fee to be retained by
the rural water district, and establishes brackets for ranges of water usage to set sanitary sewer
fees. The amounts set in the resolution for each utility are based on the current rates for all
customers residing inside the city limits. Dr Bode moved, seconded by Ms doss, to approve
OPWA Resolution #200001, establishing utility rates for rural water district customers residing
inside the corporate limits of the City of Owasso.

Mr Allan Brooks, Bond Counsel for the OPWA, presented the item. The Oklahoma Water
Resources Board (OW ) operates the State Revolving Fund (S ) loan program and Financial
Assistance Program (FAP). These programs provide low interest financing for eligible projects.

The OPWA currently has three notes with the OWRB. The OPWA applied, and has been
approved, for a Clean Watcr State Revolving Fund loan. On February 15, 2000, the OPWA
Trustees accepted a getter of Binding Commitment from he OWRB for an interim construction
loan for an amount not to exceed $2,620,000 at 4.25% :interest, plus an administrative fee of
0.5% on the outstanding balance. The loan matures not later than two years following the
completion of construction, at which time permanent financing will be arranged with the OWRB.
OPWA Resolution 4.2000 -02 authorizes an interim construction loan with the OWRB, approves
the issuance of a promissory note and loan agreement, and approves and authorizes various other
documents and actions necessary to complete the financing. The resolution authorizes an
amount not to exceed $2,260,000, however, the final amount will most likely be $2,581,000. Mr
Williams moved, seconded by Ms Moss, to approve OPWA Resolution #200002.

MEMORANDUM
SUBJECT- EXTENSION OF WATER SERVICE INSTALLATION
CONTRACT
DATE. April 12, 2000
BACKGROUND:
Public Works staff contacted Cunningham Plumbing on April 4, 2000 to determine their
intentions concerning rates for the period of August 1, 2000 to July 31, 2001. Cunningham
Plumbing responded on April 12rh with their intent to remain at the same rate. Service from
Cunningham has been satisfactory.
Since there is no rate increase proposed for water meter installations for the contract period of
August 1, 2000 through July 31, 2000, staff recommends that the contract with Cunningham
Plumbing Company be extended for a successive one-year term.

EAST 96TH STREET NORTH ROADWAY IMPROVEMENTS
(U. S. Highway 169 overpass to 450 feet west of N. 119'1'E. avenue)

BACKGROUND:
Development of the Owasso Market (East 96th Street North at U.S. Highway 169) necessitates
roadway infrastructure improvements. A traffic study was commissioned through the developer
for the East 96'1, Street Forth corridor from North 129th E. Avenue to North Garnett Road. The
study was completed in November 1999 and has served as the basis for roadway improvements.
Data used in the study included existing and projected traffic counts based on land use. 'The
study area is bounded to the north at approximately North 101" Street and extended south along
the west side of U.S. Highway 169 to North 16t1' Street Traffic counts were projected for 10-
years to the year 2009.
.Attachment 1 details projected lane geometry in the vicinity of Owasso Market as a result of the
traffic study. At the present tune, improvements have been designed from the northbound ramp
at U.S. Highway 169 to a point approximately 450 feet west of North 119th E. Avenue.
The Oklahoma Department of Transportation (ODOT) has reviewed the design and have
indicated the minimum portion of this project that will need to be completed prior to opening
Owasso Market (see Attachment 2). Additional designed improvements will be needed on East
96th Street North within the next five (5) years.
Engineering estimates have been prepared for the designed improvements as follows:
Minimum roadway construction (required by ODOT) $213,204
Traffic signal at Highway 169 northbound ramp 76.956
Total estimated minimum roadway improvements $290,160

Authorization to Bid
On January d -, 2000, the OPWA approved two (2) agreements with the developer of Owasso
Marlwt relating to construction of public infrastructure necessitated by the development. These
agreements are in the amounts of $75,000 for traffic signal improvements at the Highway 1.69
northbound ramp, $150,000 for street improvements and $15,000 for the traffic engineering
study. Therefore., a total of $225,000 has been agreed to be contributed by the OPWA toward the
construction of roadway improvements. In a letter dated April 10, 2000 (see Attachment 3),
SEAYCO has agreed to contribute the cost of engineering design of the roadway (by Sack and
Associates in the amount of $35,000) and the traffic signal design.
Development on the south side of Past 96th Street North is included in the project design.
Roadway construction west of the Highway 169 ramp has been estimated to be approximately
$30,000, which has been agreed to be contributed by the developer ofR.CB Center.
A summary of agreed upon construction contributions is as follows:

Total construction contributions $255,000
The City of Owasso is looking to SEAYCO to contribute any additional funds toward this
portion of construction. Upon acceptance of bids for the project, actual costs can be determined
and the need for additional funds can be better determined.
In order to eliminate future construction disruption and provide a means to achieve economy of
construction in this area, the roadway improvements have been designed to include all work
identified in the traffic study. Additional lanes have been included on both the north and south
sides of East 96th Street Forth. Previous discussion with staff and the Trustees identified the
desire to construct infrastructure that will provide for both existing and future needs.
An engineering estimate for the total project was prepared in an amount of $324,359. In
addition, traffic signals at the Highway 169 ramp and N. 121" E. Avenue are to be included.
'therefore, construction funds are need for the following:
Additional public roadway construction $111,155
Traffic signal at N. 121 St E. Avenue 75.000
Total additional $186,155
RCB Bank has agreed to contribute funds toward the traffic signal using a payback agreement.
