BACKGROUND-
The subject development is located north of 116"' Street North, immediately north of the
Westport addition (see attached location map). In July 1999, ODEQ construction permits
were issued for 7,371 LF of six-inch water lines and 2,160 LF of ten-inch and 8,525 LF
of eight inch sanitary sewer lines (see attached permit notifications).
RECOMMENDATION.

Enclosed is Permit No. L00007 990605 for the construction of 7,371 linear feet of six (6) inch
waterline and appurtenances to serve the Country Estates IV Waterline Project, City of Owasso,
Tulsa County, Oklahoma.
The project authorized by this permit should be constructed in accordance with the plans approved
by this department on July 29, 1999. Any deviations from the approved plans and specifications
affecting capacity, flow or operation of units must be approved, in writing, by the Department before
changes are made.
Receipt of this permit should be noted in the minutes of the next regular meeting of the City of
Owasso, after which it should be made a matter of permanent record.
We are returning one (1) set of the approved plans to you, sending one (1) set to your engineer and
retaining one (1) set for our files.

Dear Mr. Carr:
Enclosed is Permit No. SL000072990606 for the construction of 2,160 linear feet of ten (10) inch and 6,525
linear feet of eight (6) inch sewer line and appurtenances to serve the Country Estates IV Sewer Line Project,
City of Owasso, Tulsa County, Oklahoma.
The project authorized by this permit should be constructed in accordance with the plans approved by this
department on duly 29, 1999. Any deviations from the approved plans and specifications affecting capacity,
flow or operation of units must be approved, in writing, by the Department before change are made.
The sewer line serving this subdivision shall not be connected to the Owasso Sewer system until the North
Owasso Interceptor Project (106th Street Lift Station Elimination Project) is completed. The DEQ shall be
informed in writing before this connection is made. This letter will need to be addressed to Patrick Rosch,
P.E., District Engineer, DEQ.
Receipt of this permit should be noted in the minutes of the next regular meeting of the City of Owasso, after
which it should be made a matter of permanent record.

As you know, the west service road on Hwy 169 south of 76th St. N. has been raised above
the flood plain. I appreciate the state's help on this project.
We now in-List address the issue of safety at the 66th St. N. entrances on Hwy 169. 1 am
asking that ODOT close the west entrance at this location as soon as procedures allow.
'Residents and businesses on the west side of Hwy 169 now have uninterrupted access via
the service road.
I know we have looked at this before, but please check to see if it is possible to construct
slow down and speed up lanes on the cast side to serve 76th St. N. I would prefer to keep
that side open if at all possible, but am prepared to close it if that is the only way to provide
adequate safety for the heavy traffic on Hwy 169.
This is not an easy decision for anyone as some people and businesses will be
inconvenienced to a great extent. However; as I have shared with you before, I believe we are
placing too many people at great jeopardy on Hwy 169 with the 66th St. N. west entrance
open.
