ORDINANCE NO. 1017
AN ORDINANCE ACCEPTING, ADDING, AND ANNEXING TO THE CITY OF OWASSO,
OKLAHOMA, ADDITIONAL LANDS AND TERRITORY AND APPROVING ZONING
APPLICATION NUMBER OZ-12-04 CHANGING THE ZONING OF PROPERTY LOCATED
IN THE SOUTHWEST QUARTER OF, SECTION 8, TOWNSHIP 21 NORTH, RANGE 14 EAST
OF THE I.B. & M., TULSA COUNTY, STATE OF OKLAHOMA, ACCORDING TO THE U.S.
GOVERNMENT SURVEY THEREOF, PROVIDED THAT FROM AND AFTER THE PASSAGE
AND PUBLICATION OF THIS ORDINANCE THAT ALL OF THE REAL PROPERTY WITHIN
SAID TERRITORY HEREIN DESCRIBED SHALL BE A PART OF THE CITY OF OWASSO,
OKLAHOMA, AND FURTHER DECLARING THAT ALL PERSONS RESIDING THEREIN SHALL
BE SUBJECT TO THE JURISDICTION, CONTROL, LAWS, AND ORDINANCES OF THE CITY
OF OWASSO, OKLAHOMA ESTABLISHING THE SAME AS PART OF WARD ONE OF SAID
CITY AND DIRECTING THE FILING OF THIS ORDINANCE, AND REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.
WHEREAS, public hearings have been held regarding the request for annexation of the
property herein described, and
WHEREAS, the Owasso City Council has considered the recommendation of the Owasso
Annexation Committee, the Owasso Planning Commission and all statements for or against the
requested annexation and rezoning of the property referenced in application OA-12-02 and the
rezoning of the same property referenced in OZ-12-04.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OWASSO, OKLAHOMA,
THAT TO WIT:
A tract of land located in the East Half (E/2) of the Northeast Quarter (NE/4) of the
Southwest Quarter (SW/4) of Section Eight (8) of Township Twenty-one (21) North and
Range Fourteen (14) East of the Indian Base and Meridian (I.B.&M), according to the U.S.
Government Survey, thereof, Tulsa County, State of Oklahoma, being more particularly
described as follows:
Commencing at the NW corner of the SW/4 of Sec. 8, T-21-N, R-14-E, I.B.&M.; Thence
S 1°24'50" E along the west line of said SW/4 a distance of 1320.54 feet to the SW corner
of the NW/4 of said SW/4; Thence N 88°44'20" E a distance of 1985.228 feet to the SW
corner of the E/2 of the NE/4 of said SW/4 being the Point of Beginning; Thence N
1°19'22" W along the west line of said E/2 NE/4 SW/4 a distance of 990.03 feet; Thence N
88°44'59" E a distance of 662.27 feet to the east line of said E/2 NE/4 SW/4; Thence S
1°17'33" E a distance of 989.90 feet to the SE corner of said E/2 NE/4 SW/4; Thence S
88°44'20" W a distance of 661.74 feet to the Point of Beginning, and containing 15.05
acres, more or less.
be, and the same is hereby annexed to, made a part of, and added to the City of
Owasso, Oklahoma, and the corporate limits thereof be and are hereby extended to
include the above described territory and real estate and the same is hereby zoned from
AG (AGRICULTURAL) TO RS-3 (RESIDENTIAL SINGLE FAMILY) District
Section 1. That from and after the passage and publication of this Ordinance, the
real estate and territory described in Section 1 hereof shall be a part of the City of Owasso,
Oklahoma, and in Ward One thereof, and all persons residing therein, and all property situated
thereon, shall be and are hereby declared to be subject to the jurisdiction, control, laws, and
ordinances of the City of Owasso, Oklahoma, in all respects and particulars.
Section 2. All ordinances, or parts of ordinances, in conflict with this ordinance are
hereby repealed to the extent of the conflict only.
Section 3. If any part or parts of this ordinance are deemed unconstitutional, invalid
or ineffective, the remaining portion shall not be affected but shall remain in full force and
effect.
Section 4. The provisions of this ordinance shall become effective thirty (30) days
from the date of final passage as provided by state law.
Section 5. That there be filed in the office of the County Clerk of Tulsa County,
Oklahoma, a true and correct copy of this Ordinance and correct map of the territory annexed.

SUBJECT: Ordinance No. 1017, Annexation (OA-12-02) and Rezoning (OZ-12-04) of a 15-
acre tract of land located east of the Maple Glen subdivision
DATE: November 30, 2012
BACKGROUND:
The City of Owasso received a request for the annexation and rezoning of approximately 15-
acres of land to be used for an additional phase of the Maple Glen subdivision. Maple Glen is a
single-family subdivision that enters its fourth phase with this annexation and rezoning. The
subject property is approximately one-half mile east of N Garnett Rd and one-half mile north of E
106th St N. The applicant is requesting to annex the subject property into Owasso's corporate
limits and rezone the subject property from AG (agriculture) to RS-3 (small-lot single-family
residential).
ANNEXATION COMMITTEE:
The Owasso Annexation Committee met on October 31, 2012 and unanimously recommended
approval of the annexation request.
PLANNING COMMISSION:
The Owasso Planning Commission voted unanimously on November 12, 2012 to recommend
Council approval of the annexation request OA-12-02 and the rezoning request OZ-12-04 of the
subject property.
CITY COUNCIL:
On November 20, 2012, City Council considered these items and voted unanimously to approve
annexation request OA-12-02 and rezoning request 07-12-04 for the subject property. This
ordinance officially adopts the action taken by the City Council.
RECOMMENDATION:
Staff recommends approval of Ordinance No. 1017 for the annexation and rezoning of the
subject property, a 15-acre tract of land located east of the Maple Glen subdivision.
