Information and discussion relating to the following issues is planned for the City Council work
session on Tuesday, July 11`h at 5;30 p.m. in the City Hall Lower Level Conference Room.
1 e Discussion Itelatin to Waterustoxnex 'Transfer Kr Kitchell will discuss with the
Council a proposal from two developers to exchange areas between Dural Water
District #3, Washington County and the City of Owasso relative to water usage.
Residential customers, as well as commercial areas would be affected by the exchanges
ISSN; The original proposal contemplated a straight residential customer exchange
between two developers (okolosky /Williams)° The latest correspondence from Dural
Water District #3, Washington County indicates that a small business park (Mines) is now
incorporated into the development proposal,

Blaksley approached the Council with a request that he be allowed to purchase the area
when yardwaste is now being dumped, Kr Kitchell will discuss a proposed Letter of
Intent. See attachment #30

City's delay in providing adequate; utility survey data, The City recently secured the sullrey
information needed to plot utility locations and can proceed with the valance of any
contractual matters that remain unresolved,
4. Discussion Relating to New Radio System® Chief Allen will brief the Council on the status
of the new radio system. See Attachment #S m memorandum from Chief Allen.
Discussion Relating to. Utili Billin Proposals ® Ms Bishop will discuss the proposals
received to outsource utility billing. If the discussion is favorable, an item for approval of a
vendor will be placed on the July 18 "' ®PWA agenda.
6. Demonstration of Emergency Preparedness Software - Mr Rooney will demonstrate the
software the City has received relating to area weather.

RE: Approximately 30 acres owned by D.M. Sokolosky and David Vines; and
approximately 30 acres owned by Buford Williams.
This letter is to inform you of the Board of Directors for Washington Co. RWD #3
decision. The Board agrees to a trade between the two developments. The two pieces of
property are approximately the same size in acreage,
Buford Williams has asked for his property to be released from the district and to
be served by the City of Owasso regarding water services. The new area to be a new
phase of Country Estates.
D.M. Sokolosky has asked if the District would be willing to serve water to his
and David Vines properties, located between 106 and 11641 Street North on the east side
of 971h East Ave. (Mingo Rd.), to be released from the City of Owasso to Washington
Co. RWD #3.
The Board of Directors has approved this trade pending the approval of Rural
Development, District Engineer, Dennis odo; City of Owasso and any legal paperwork
necessary.

LETTER OF INTENT
This of intent into this of June, 00 by and between the
L.L.C. City of Owasso/Owasso Public Works Authority and Landco Construction Company,

1m The panties agree that ,;arndco is desirous of purchasing and the City of
Owasso/ A is desirous of selling what are known at sewer lagoon ponds
1 and U2. The parties agree that the purchase price for the property is
$200000 per acre.
2. The parties agree that certain due diligence is required by each in order to
verify certain facts, including ownership, legal descriptions and future
planning.
3. The panties agree that each shall have a reasonable time, not to exceed 4
days, within which to complete due diligence.
o The panties agree to execute a contract for sale of the property upon
completion of due diligence at the agreed upon price in accordance with the
terms and conditions more fully set out therein as negotiated®

In July 1998 a contract for services for a police and fire communication systems was awarded to
EIS Communications. The following is a list of the scope of services:
1, Complete the application process that will be required for filing and acquisition of
frequencies.
2e Select site(s) for radio system towers.
3. Prepare the bid specifications -- to include warranty coverage.
4e Organize and facilitate a pre -bid meeting with interested vendors.
5e Determine the exact modifications and specifications that will be needed for the dispatch
center,
6. Participate in the selection process of a final bidder for the selection of equipment
and services,
7e Train police and fire personnel on the use and operation o6°the radio system.
8, Assist with the programming and setup of the new system:
90 Oversee the installation of the system to insure that quality worlmanship is used.
10. Train a person designated as the radio system manager to tape care of the internal
programming and operating of the radio system,
11. Insure all components of the proposed communications system are completely operative,
To date all of the services have been completed. As listed in Item 6, the bidder selected to
provide the equipment was Total Radio Inc. Total Radio was awarded their contract on February
16, 1999 in the amount of $167,293.00 for 50 hand held, 50 mobiles, new repeaters, and all
installation and labor. As of June of this year, all 800 MHz radios have been installed in both
Police and Fire Departments and the system is working above our expectations.

Currently, our radio tower is the 100-foot water tank just south of the new Wal-Mart. This site
provides adequate coverage, but we have experienced a few areas where no radio communication
can be received or transmitted. However, as you are aware, this year the City of Owasso has
signed an agreement to allow a 250-foot tower to be constructed next to the 100 -foot water tank.
The new tower will eliminate any areas of non - communication and extend our coverage area.

1. Determine additional equipment needs,
2. Design the new dispatch (new City Hall &. Police Building).
3, Establish mutual aid radio communication with surrounding departments.
4. Develop a radio Incident Management System.
5. .Approve any internal programming that is required.
The 450 MHz system that was removed from the Police and Fire Departments and is currently
being stored at the Fire Department, Robert Carr is in the process of installing the 450 MHz radio
in his Departments assigned vehicles.
