The Owasso Public Works Authority met in a regular session on Tuesday, August 1, 2000 in the
Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, July 28, 2000.

details of the contribution of RCB Bank to the 961h Street North Roadway Improvements project,
as well as details of the loan from RC13 Bank to the OPWA. Ms Voss moved, seconded by
Mr Brogdon, to approve the agreement between RCB Bank Inc and the Owasso Public Works
Authority for signalization and street improvements along E 96`h St N, west of U.S. Highway

BACKGROUND-
The Owasso Public Works Authority has received Permit No. SL0000 72000557 ftorn the
Oklahoma Department of Environmental Quality for the construction of the Ator Sewer belief
Line. Receipt of this permit should be noted in the minutes of the OPWA.
Attached to this memorandum is a copy of the Permit to Construct., as well as a table showing the
preliminary cost estimates and a table with time lines listed tinder the Consent Order.
Staff recommends that the Trustees acknowledge receipt from the Oklahoma Department of
Environmental Quality of Permit No SL000072000557 Ator Sewer Relief Life (to eliminate Ator

inch PVC plus 2,500 linear feet of eighteen (1 8) inch [SIP sewer line, plus all appurtenances, to
serve the Ator Sewer Relief Line (to eliminate Ater Lift Station), City of Owasso, Tulsa County,
Oklahoma.
The project authorized by this permit should be constructed In accordance with the plans approved
by this department on June 23, 2000, Any deviations from the approved plans and specifications
affecting capacity, flow or operation of units must bb approved, in writing, by the Department
before changes are made.
Receipt of this permit should be noted in the minutes of the next regular meeting of the Owasso
Public Works Authority, after which it should be made a matter of permanent record.

NORTHSIDE WASTEWATER COLLECTION SYSTEM
IMPROVEMENTS
DATE: August 9, 2000
The contract was awarded to Sapulpa Digging, Inc., in June 1999 in the amount of
$374,000, In January 2000, a change order was issued in the amount of $245,437 to
extend the 15-inch interceptor from the original upstream limit (at the old lift station) north
to 116"' Street North. The change increased the contract amount to $619,437.
Beneficial occupancy was accepted on the south portion of the line in December 1999 and
the contract was held open in order to negotiate and issue the change order for the
additional work.
FINAL INSPECTION,
A final inspection on the north section (change order work) was conducted on August 3,
2000. Minor deficiencies were corrected on that date. The project is considered complete
and acceptable to the City.
The contractor has provided a one-year maintenance bond which will be effective upon
acceptance of the work (see attached).
FUNDING:
Project funding is provided by a 1992 Oklahoma Water Resources Board loan. Project
funding included in the FY99-00 budget, together with accrued interest, totals $684,473.
Total project costs to date (including easement acquisition, engineering fees and
construction) are $730,070 which leaves a deficit of $45,597. Overruns during
construction were mainly due to lengthening the bore under Mingo Road, removing
portions of reinforced concrete walls and slab at the old lift station and additional costs for
erosion protection at stream crossings. Staff proposes to male up the shortfall from the
C)PWA Capital Improvements account.
Staff recommends acceptance of the Northside Wastewater Collection System
Improvement project and final payment consisting of return of retainage in the arnount of
$1,000m.

The FY 00-01 Public Works Department Wastewater Treatment Plant Budget includes funds in
the amount of $7,000.00 for the purpose of converting the 1988 Ford Sludge Spreader Truck to
a dump truck. Converting the truck body will immediately allow more frequent hauling of solids
from the wastewater treatment system, as well as provide equipment needed to haul de-watered
sludge from the belt filter press currently under construction.
Phase IIA Improvements to the Wastewater Treatment Plant include the construction of a belt
filter press for sludge de-watering. Hauling and disposal of sludge processed through the press
will require a truck with a dump-style body. Converting existing equipment to meet sludge
disposal requirements is more cost-effective than purchasing new equipment.

CONVERSION COST.
In November 1999, Vehicle Maintenance personnel contacted two (2) potential vendors to obtain
prices for the FY 00-01 budget, In duly 2000, staff` contacted each vendor to verify the previous
quotes, Truk Quip confirmed their 1999 quote and Grant Manufacturing provided a revised cost.
The current costs are provided below:

Apparent low quote is from Truk Quip, The City has had previous experience with this company

FUNDING SOURCE-
The F'Y 00 -01 budget contains funds in the amount of $7,000.00 to convert existing body on
1988 Sludge Spreading Truck to a dumping body (lime item 61- 450 - 54550).
RECOMMENDATION:
Staff recommends Trustee approval of an expenditure in the amount of $6,692.00 to Truk Quip,
Tulsa, OIII for the conversion of the existing 1958 Ford Sludge Spreader Truck body to a dump
body.
