PRESTON LAKES

BACKGROUND.
The developers of the Preston Lakes Addition have approached the City of Owasso regarding the
possibility of dedicating anticipated parr space adjacent to that addition to the City of Owasso for
public use, rather than beep it as a private parr. The parr area encompasses nearly 80 acres running
from the southwest comer to the northeast corner of the Preston Lakes area and would contain 4 ponds
and over a mile of concrete walking trail. The Owasso Subdivision Regulations allow for either the
donation of land for a public park or the assessment of a park development fee to be charged to each
residential structure within the addition, This fee is 75 per dwelling, plus an additional $25 per
bedroom, and generally averages about $150 per dwelling,
Staff has conducted two meetings with the developer about the possibility of accepting land for a
public parr. During those meetings, budgets were discussed, expectations were outlined, and the
possibilities of achieving what both parties want were examined.
While staff is excited about the possibility of another large park with walking trails that would be
concrete (currently this is not offered in any of our public parks), the manpower and equipment of the
Parks Department is prohibitive in our ability to install such an amenity. The developer, on the other
hand, has the type of equipment needed to install such a feature and would likely get a much more
competitive price on concrete than the City. Both the City and the developer would anticipate the cost
of installing the walking trail to be in the $ 1009000 range.
Rather thanthe City accepting the land and then biddingout the construction of the walking trail, thus
delaying the eventual use of the park, staff has reviewed the potential for the developer to make the
improvements and then dedicate the park to the city with a 5-year payback on the construction costs of
the improvements. The developer has agreed to allow the City to continue to assess building permits
in that addition with the Park Development Fee, providing it is earmarked to pay for the park
improvements. The total number of residential structures that would be build is 570, thus generating
$85,500 (570 x $150), toward the purchase of the park improvements. Staff is looking at structuring
an agreement that would restrict final payment to the developer until the Preston Lakes Addition is at
build-out.
Staff views this as an excellent opportunity to obtain additional park area within our city limits, as well
as implementing a major component of the 2010 master Land Use Plan. While this is quite likely the
most affordable manner in which the City can obtain a developed park area, please be advised that
manpower in the Parks Department is limited to thr -ee full -time employees at this time and the City
will likely have taken over two additional park areas for maintenance prior to December 31 st of this
year. Additional manpower in the barks Department will likely be included in the FY 2001 -2002
budget.
Maps containing the proposed park area and layout of the walking trails will be presented to you on
Tuesday evening and a memorandum containing those items that staff views as vital to any park
acceptance is attached for your inf rmation. and review.

The Oklahoma Deparmtnet of Commerce )ODOC) has issued an invitation to the
City of Owasso to apply for funding under the State's FY-00 CDBG program.
Funding in the amount of $67,132 has been established for the City of Owasso
in the FY 2000 CDBG State Plan.
A Resolution requesting funding from ODOC has been prepared and is attached
for your use. Approval of this Resolution will allow the CDBG Application to be
submitted for review by ODOC.
Also attached for approval is a Citizen Participation Plan that will be incorporated
as part of the application package to be submitted to ODOC. A separate public
hearing should be scheduled prior to a City Council meeting in September.
REQUESTED AGENDA ITEMS:
1) Discussion/Approval of a Resolution requesting assistance from the
Okalhoma Department of Commerce and authorizing the Mayor ot sign
application documents for a FY 2000 request in the amount fo $67,132
for the Small Cities Program.

NOTICE OF CDBG PUBLIC HEARING
A Public Hearing has been set for September 19, 2000, at 6:00 p.m. at the City Council
Meeting Room at the Community Center, 301 S. Cedar, in the City of Owasso,
Oklahoma, to receive recommendations on community development needs within the
City of Owasso. These recommendations will be considered by the Owasso City Council
in developing and approving an application to be submitted to the Oklahoma Department
of Commerce for funding consideration under the FY-00 Community Development
Block Grant Program. The City of Owasso is expected to receive an allocation of
$67,132 under the State's Small Cities set aside.
Citizens are requested to participate in the Hearing and express their view on community
development needs. The Owasso City Council will incorporate any comments or
proposals, where feasible, in the FY 00 CDBG Application to be sumitted to the
Oklahoma Department of Commerce.

WHEREAS, "Title 1 of the Housing and Community Development Act of 1974, Public
Law 93-383, as amended, authorised the Secretary of Housing and Urban Development, as
representative of the United States of America, to grant to the State of Oklahoma funds and
administrative responsibility for the "Small Cities Community Development flock Grant"
program; and
WHEREAS, the Oklahoma DepartmeDt of Commerce, pursuant to designation by the
Governor as the administer.°i_ng agency of the Community Development Block Grant Program for
Small Cities in Oklahoma, is directed to frrxther the purposes of community development in the
State, and is authorized and empowered to accept funds from the Federal Government or its
agencies and to enter into such contracts and agreements as are necessary to carry out the
functions of the Department; and
WHEREAS, the City of Owasso is a local unit of general purpose government and has
provided opportunity for input by residents in determining and prioritizing community
development needs through its written Citizen Participation Plasm
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OWASSO, OKLAHOMA that the City of Owasso, Oklahoma desires to obtain
assistance in community development and hereby requests the Oklahoma Department of
Commerce to provide assistance under the policies, regulations, and procedures applicable to
local communities in. Oklahoma.
BE IT FURTHER RESOLVED that the City of Owasso, Oklahoma affirms its
commitment to take all action within its power to facilitate the receipt of the assistance of
community development Hands if the City of Owasso, Oklahoma is awarded a Community
Development Block Grant and, upon receipt, to achninister said grant by the rules and regulations
established by the United States of America, the State of Oklahoma, and all empowered agencies
thereof.

CITY OF OWASSO CITIZEN PARTICIPATION PLAN
The City of Owasso intends to implement a citizen participation program for its 2000 application
process to accomplish the following objectives:
Provide for and encourage citizen participation, particularly by low and moderate-income
persons who reside in areas where CDBG funds are proposed to be used.
This will be accomplished by:
1. Providing frequent and timely public notices of CDBG program activities by posting at City
Hall and by advertising in the local newspaper.
2. Adopting a comprehensive CDBG Statement of Needs
3. Conducting a Special Public Hearing to inform citizens of the proposed CDBG project and
authorizing the Mayor to sign a CD BG application in a formal City Council Meeting,
Ensure that citizens will be given reasonable and timely access to local meetings, information,
and records relating to proposed and actual use of funds, including, but not be limited to:
1. The amount of CDBG funds to be made available for the current fiscal year, if the proposed
project is approved.
2. The range of activities that may be undertaken with those funds.
3. The estimated amount of those funds proposed to be used for activities that will benefit low
and moderate-income persons.
4. The proposed CDBG activities likely to result in displacement and any anti-displacement and
relocation plans developed by the City of Owasso in accordance with Section 104(d)(1) and
(2) of the Act.
5. The basis on which the City of Owasso may provide technical assistance to groups
representative of persons of low and moderate income that may request assistance in
developing proposals. The level and type of assistance to be provided is at the discretion of
the City of Owasso and does not necessarily include providing funding to such groups.
6. This requirement will be accomplished by discussing the CDBG proposal during regular City
Council meetings and in one formal public hearing prior to the submittal of the CDBG
application. During the hearing the five (5) items listed above will be explained to the
public. Records of the CDBG project will be maintained in the City Hall of the City of
Owasso by the Clerk and will be available upon request for review by the public. A brief
summary of the proposed CDBG project will be available for public view after the City
Council has made its final selection.

Provide for a minimum of two (2) public hearings; one (1) prior to submissions of the application
for funding of the project for the purpose of obtaining citizen views and formulating or
responding to proposals and questions, and the other end of the grant period if the City of
Owasso receivees funding, that disucsses the City of Owasso's accomplishments in relation to
initial plans. The application stage haring will incude discussion of CDBG needs, and the
development of activities being proposed for CDBG funding. There will be reasonable notice of
all hearings, which will be scheduled for times and locations convenient to the potential and
actual beneficiaries and which will accommodate the handicapped.
This requirement will be met through scheduling a Special Public Hearing to discuss the City of
Owasso's 2000 CDBG proposal. At this hearing, the proposed project will be reviewed for the
public and further citizen input will be solicited. Notice will be given seven (7) to ten (10) days
in advance of this hearing in the City of Owasso by posting at City ahll and other normal posting
locations within the community. The Hearing will be held in the early evening so that citizens
who work may attend. A second hearing will be held at the end of the grant period as the City of
Owasso completes project activities authorized in the 2000 CDBG process.
Meet the needs of non-English speaking residents in those instances where a significant number
of non-English speaking residents can reasonably be expected to participate. The City of
Owasso does not currently have a significant population of non-English speaking citizens.
However, every effort will be made to accommodate the needs of any non-English speaking
citizens who wish to participate.
Provide citizens with reasonable advance notice of, and opportunity to con -anent on, proposed
activities not previously described in the City of Owasso's funding request and on activities that
are proposed to be deleted or substantially changed in terms of purpose, scope, location or
beneficiaries.
The proposed seven (7) to ten (10) day notice for all public meetings and hearings in connection
with the City of Owasso's 2000 CDBG applicatin process is believed by the City of Owasso to
afford citizens with reasonable advance notice. In addition

By formally adopting this Citizen Participation Plan, the City of Owasso City Council accepts
the responsibility for implementing its provisions. The City Council farther charges all
employees and contractors with the responsibility of implementing this plan and luring Lip to the
spirit of the citizen participation requirements of the 2000 CDBG program.

For over 13 years, Dave has been working with communities throughout
the United States as both a public sector and private sector planner.
In these positions, he has participated in activities entailing comprehensive
and strategic planning, land-use planning, urban design, code enforcement,
development review, zoning administration and community participation
facilitation.
Dave has managed the development of several downtown planning and
urban design projects, all of which have involved extensive community
participation programs. Many of these projects have addressed riverfront
development and transit issues. He was the project manager of the consultant
team responsible for the development of the FOCUS Kansas City
Comprehensive and Strategic Plan, which was the recipient of the 1999
National Award for Planning from the American Planning Association.
Dave's downtown planning expertise lead him to be invited to present on
"Downtowns in the Heartland" at the recent 2000 American Planning
Association National Conference in New York, and he was invited to lead a
panel on central city neighborhood planning at the 1999 National APA
conference. Dave has also been a featured speaker at events sponsored by
the Kansas Chapter of the APA and has led training sessions for planning
Commissions.

Conceptual plans were prepared for 2.5 mile length segments of Main Street
and Historic Route 66, including highway landscaping and beautification,
new sidewalk paving, lighting, landscaping, and parking improvements. The
plan also addresses pedestrian connection between train depot and Main
Street by removal of a deteriorated building and creation of a plaza.

Subsequent to preparation of the Streetscape Concept, Howell Sr Vancuren,
Inc., has been selected as the consultant for design and construction obser-
vation of a five block segment with a $600,000 budget funded by an ISTEA

Town of Skiatook. Due to the rapid growth of the area, additional future
burial space was required. The plan addresses overall layout, prat spacing,
vehicular access, and pedestrian circulation. Grading and drainage plans
were a critical portion of the master plane The phased plan, which addresses
runoff and detention concerns, will be used to guide future incremental
development, lighting and site amenities, special gates and fencing, and

Extensive landscape and irrigation improvements were designed for a 60
acre regional office site in Tulsa, Oklahoma. The design reflected the owner's
desire to create a uniquely inviting, supportive environment for building
users and visitors. The firm's responsibilities included enhancement of an
outdoor dining area, water feature, parking lots, building entries, and street
approaches. Rowell & Vancuren Inc. was responsible for design and con-
struction documentation of all hardscape, site lighting, and landscaping for
this $850,000 project.

Site planning and landscape design for an 8,000 seat sports arena. Responsi-
bilities included parking and vehicular circulation design, site grading
concept, pedestrian access, and landscape design. The arena location, which
had been determined by the firm as a part of the Tulsa Campus Master Plan,
is near the university's existing football stadium, Integration of the new
arena with existing components prodded an opportunity for the design of a
lame entry plaza to serve both facilities. By using attractive portable fence
panels, a lame secured area adjoining the stadium is available for concession
vending and other game -day activities. The project, currently under con-
struction, is estimated at an overall cost of $30,000,000. The firm is provid-
ing construction observation services.
