ITEM 1: CALL TO ORDER Chairman Williams called the meeting to order at 6:55 p.m. ITEM 2: FLAG SALUTE The flag salute was given during the City Council meeting preceding this meeting. Owasso Public Works Authority O 1 1 HM WWWWWWA i August 15, 2000 Mr Latz said that the Northside project consisted of upgrading sanitary sewer service in the noilhwest quadrant of the city by installing a 15 -inch gravity line to replace the 106 "' St N Lift Station (just west of N Mingo Ind), and an undersized 8 -inch gravity line along the east side of Mingo Ind. The project extends from the tie-in to the existing Ranch Creek Interceptor north to 116 "' St N. Sapulpa frigging Inc was awarded the contract in ;lane 1999 in the amount of $374,000. A. Change Order in the amount of $245,437 to extend the 15 -inch interceptor from the original upstream limit at the old lift station north to 116 "' St N, increased the contract amount to $619,431. A final inspection was held on August 3, 2000 and all minor deficiencies have been corrected. Sapulpa Digging has provided a one-year maintenance bond. Ms Barnhouse moved, seconded by Mr Brogdon, to accept the work performed under the contract with Sapulpa Digging, and authorize final payment, including retainage, in the amount of $1,000.00. CHAIR AND TRUSTEES OWASSO 13UBLIC WORKS AUTHORITY FROM- SHERRY BISHOP FINANCE DIRECTOR, SUBJECT: WATER. RATE INCREASE DATE: September 1, 2000 ACC)UND: Since 1988, City of Owasso customers have seen equivalent rate increases passed on after Tulsa rate increases. In 19929 the Owasso Public Works Authority established an OPWA Capital Improvements Fund to finance water and sewer projects with earmarked rate increases. There have been no rate changes to fund increased operating costs for providing water services during the past twelve years, Montgomery Watson, consultant engineer, has provided the City Council and staff with a preliminary update of the Water Master Plan. Tentatively identified capital improvements needed to alleviate existing water system capacity problems are estimated to cost nearly $2,000,000. The adjusted water rates would generate approximately $106,000 in new water revenue, The new dollars would be used to pay for higher maintenance and operation costs associated with an expanding, as well as aging, water distribution system. Additional revenues would be required to service any debt payment obligation incurred as a result of the issuance of revenue bonds for capital improvements. SECTION TWO: The aforementioned rates, as well as rate applications, shall be effective for September 2000 usage as reflected by the October 2000 billing. SECTION THREE: Specific provisions adopted by the Authority contained in i3P`VJ"A Resolution #9901 are adopted by reference, incorporation thereof being made herein by reference thereto as a part of this resolution, and continue without change or interruption.
