Owasso Public Works Authority October 3, 2000 Page 3 Adjournment, OWASSO PUBLIC WORKS AUTHORITY MINUTES OF REGULAR MEETING Tuesday, September 19, 2000 The Owasso Public Works Authority met in a regular session on Tuesday, September 19, 2000 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, September 15, 2000. ITEM 1: CALL TO ORDER Chairman Williams called the meeting to order at 7:04 p.m. ITEM 2: FLAG SALUTE The flag salute was held during the City Council meeting preceding this meeting. ITEM 3: ROLL CALL PRESENT ABSENT H C "Will" Williams, Chairman Mary Lou Barnhouse, Vice Chairman Randy Brogdon, Trustee Melinda Voss, Trustee STAFF Tim Rooney, Assistant City Manager Ronald D Cates, Authority Attorney Marcia Boutwell, Authority Secretary A quorum was declared present. ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATINGIQ-A EB—QU—EST FOR APPROVAL OF THE CONSENT AGENDA. A. Approval of the Minutes of September 5, 2000 Regular Meeting. B. Approval of Claims. The consent agenda included minutes of the September 5, 2000 regular meeting, by reference made a part hereto. Item B on the consent agenda included the following claims: (1) Owasso Public Works Authority $69,576.28; (2) OPWA Capital Improvements $260,122.01; (3) ®P IA Sewer Line Extension $23,000.00; (4) Payroll $40,743.49. Ms Barnhouse moved, seconded by Ms Voss, to approve the consent agenda. AYE: Barnhouse, Voss, Brogdon, Williams NAY: None Motion carried 4-0. Owasso Public Works Authority September 19, 2000 Mr Roberts said that the Public Works Department Water Distribution Division contains funds for the purchase of a new backhoe loader, Water distribution and wastewater collection are now sharing a 1997 :Ford backhoe. Specifications were developed, and included two alternate items to the base bid - four -wheel drive with limited slip differential, and a trade -in allowance for existing equipment. Five bids were received, with the low bid being within the funded amount, Therefore, the trade in was not considered, 'rhe low bidder also complied -with all specifications. Mr Erogdon moved, seconded by Ms Toss, to award a contract to Keystone Equipment Company, Tulsa, Ok in the amount of $53,779.00 for the purchase of a current product model 4 - wheel drive John Deere Model 31.OSE backhoe loader (base bid plus alternate h1l). AYE: Brogdon, Voss, Barnhouse, Williams NAY: None !lotion carried 4-0. HONORABLE CHA-'R'R AND TRUSTEES OWASS O PUBLIC WORKS AUTHORITY CHRIS ROBERTS PUBLIC WORKS FIELD OPERATIONS MANAGER AUTHORIZATION FOR TRAILER-MOUNTED SEWER CLEANER PURCHASE - WASTEWATER COLLECTION The FY 00-01 Public Works Department Wastewater Collection Division Budget includes provisions for the purchase of a new trailer - mounted sewer cleaner. This equipment will replace an existing sewer cleaner which was purchased approximately 10-years ago. The existing unit has become less reliable due to age and deteriorating mechanical condition. The unit remains suitable for light-duty cleaning applications and can be utilized for emergency backup purposes. During design of the specifications, Wastewater Collection Division personnel requested the new unit be equipped with specific mechanical, operational and safety features that are not available with the existing unit. Therefore, staff prepared specifications that included the following priorities: Water Pura Ca acity f40 QPM �at 2000si Existing equipment includes a 35 GPM pump capable of producing only 1500 psi. Increased operating pressure is needed to remove difficult sewer line blockages. 1007Gallon Water Tank Existing unit is equipped with a 600-gallon water storage tank. An additional 100 - gallons of storage capacity is advantageous to reduce operating down time associated with refilling. Page 2 Wastewater Collection Sewer Meaner RotatinSafet Dose fZ��l A hose reel capable of rotating 190 - degrees allows easy access to all manhole locations without the need for repeated trailer backing movements. A rotating reel allows the cleaning hose to travel straight. This feature will extend hose life by reducing wear and /or damage associated with binding. ,auto level Hose Wind � w The automatic level wind minimizes operator need to contact hose. With existing equipment, the operator is required to manually wind hose, Manual winding increases the potential for operator injury and is unsanitary. PRIME BIDDER RESPONSIBILITY - If final delivery of the equipment includes the use of services of another company, the Owasso Public Works Authority will hold the bidder responsible for those outside services. 8.
