The staff has completed the bidding process, reviewed the bids received, and will recommend
a contract be awarded to Midwestern Equipment Co, 'Tulsa, OK, for the purchase of a
hydraulic aluminum shoring shield consistent with bid specifications, at a cost of $7196.00.

The Owasso Public Works Authority met in a regular session on Tuesday, October 3, 2000 in the
Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Mall bulletin board at 4:00 p.m. on Friday, September 29, 2000.

B. Approval of Claims.
The consent agenda included minutes of the September 19, 2000 regular meeting, by reference
made a part hereto. Item B on the consent agenda included the following claims: (1) Owasso
Public Works Authority $250,018.48; (2) OPWA Capital Improvements $29,958.44; (3) OPWA
Sales Tax $120,765.41; (4) Payroll $33,003.33. Ms Barnhouse moved, seconded by Ms Moss, to
approve the consent agenda.

ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
TO AWARD A CONTRACT FOR THE PURCHASE OF A TRAILER MOUNTED
SEWER CLEANER.
Mr Roberts said that the Public Works Department Wastewater Collection Division contains
funds for the purchase of a new trailer mounted sewer cleaner to replace one purchased
approximately 10 years ago, The existing unit will be retained for light -duty cleaning;
applications and will be utilized as an emergency backup unit. Specifications were developed
that include additional mechanical, operational, and safety features that are not available on the
existing unit. Two bids were received, with the lour bid being within the funded amount. The
low bidder also complied with all specifications. Ms 'doss moved, seconded by Mr Brogdon, to
award a contract to Midwestern Equipment Company, Tulsa, Ok in the amount of $38,73 1.00 for
the purchase of a current production model trailer mounted sewer cleaner.

SUBJECT. AUTHORIZATION FOR HYDRAULIC SHORING SHIELD
PURCHASE - WATER DIVISION

The FY00-01 Public Works Department Water Distribution Division Budget includes funds in
the amount of $6,500.00 for the purchase of an aluminum hydraulic shoring shield w/extension
kit. The new shield will be used in conjunction with an existing shield to protect personnel
working in excavations in unstable soil conditions.
The existing shield is capable of adequately securing excavations at depths of six (6) feet. Many
water mains throughout the distribution system are located more than six (6) feet deep. An
additional shield with an extension kit is needed to stack on top of the existing shield to secure
deep excavations. In the event of emergency repair, the additional shield must be available
during off-hours when rental would be difficult.
In July 2000, Public Works Department staff completed a specification packet and bid
documents were mailed to prospective bidders. Subsequent to bid advertisement, staff identified
discrepancies in the specifications.
Staff prepared the initial proposal requesting bids for an aluminum static shoring shield. A static
shield is equipped with fixed struts and incapable of conforming to irregular, non-uniform
excavations. As a result of this design, attachment of the static shield to existing shoring
equipment would be difficult.
The existing shoring shield is equipped with hydraulic cylinders and capable of pivoting laterally
to conform to various trench widths. Therefore, an addendum to the specifications was
distributed to include hydraulic cylinders,

III ANALYSIS:
On August 17'1' bids were received from United Rentals Tulsa, OIL. and Midwestern Equipment,
Tulsa, OK. United Rentals submitted a bid. at $4,910000 for an aluminum static shield, which did
not comply with equipment specifications, United Rentals received the addendum to the
specifications, but was unable to provide a hydraulic model.
Midwestern. Equipment submitted a bid at $7,196.00 for an aluminum m hydraulic shield that met
the required specifications, The existing shoring equipment was purchased from Midwestern
Equipment in FY 99 -000 The equipment performs reliably and service from Midwestern has been
good,

The FY 00-01 eater Distribution Division budget (line item 61 -420- 54400) contains sufficient
funds for the shoring equipment,
RE COMMENDATION-
Staff recommends "Trustees approval of the purchase of a "Speed Shore " aluminum hydraulic
shoring shield rv/ extension kit from Midwestern Equipment Company, Tulsa, Oklahoma in the
amount of $7,196.00 and authorization for payment.

GENERAL DESCRIPTION
The following is a comprehensive list of specifications I.br a static aluminum - shoring shield to
be purchased for the Owasso Public Works Authority. Equipment shall be now, of current
production model and shall be provided with all standard equipment as provided by the
manufacturer.
GENERAL PROVISIONS
4. BIDS - The purchaser reserves the right to reject any or all bids and to waive any or all
technicalities, informalities, or other minor deviations from the bid document.
5. INSPECTION - An acceptance inspection shall be conducted between the supplier and the
Authority before delivery will be accepted. The inspection date shall be at the Authority's
convenience. All discrepancies noted during the inspection shall be remedied at the
supplier's prior to payment for this equipment.
6. PAYMENT - As with all public trust authorities in Oklahoma, payment must be approved
and signed on.a claims list by the proper Trust authority. Payment shall be made only after
complete and acceptable delivery of the equipment, in accordance with these specifications,
The Owasso City Council/Owasso Public Works Authority meets regularly on the first and
third TLiesday of every month.

services of another company, the Owasso Public Works Authority will hold the bidder
responsible for those outside services,
. PROPOSAL EXPENSES - Expenses for developing the proposal are entirely the
responsibility of the bidder and shall not be chargeable to the Owasso Public "works
Authority.
9. PRIOR INFORMATION all Any information which may have been released either orally or in
writing prior to the issuance of this bid request shall be deemed preliminary in nature and
bind neither the Owasso Public Works Authority nor the vendor,
10. VENDOR CONTACT - Any proposal accepted will be incorporated into the contract which
the Owasso Public Works Authority will enter into with the vendor.
11. PROPOSED COST w It is not the policy of the Owasso Public Works Authority to negotiate
the price after the vendor is selected. The supplied bid form. shall include one price for the
basic specified equipment. All bids delivered to the City /Authority shall be scaled and
