cost of the project for the purpose of main lift station modifications, more specifically,
retrofitting the old existing wet well with two submersible pumps and all appurtenances
thereto, and an increase in the contract time of 30 days.

The Owasso Public Works Authority met in a regular session on Tuesday, November 21, 2000 in
the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, November 1. 7, 2000.

The consent agenda included minutes of the November 5, 2000 regular meeting, by reference
made a part hereto. Item E on the consent agenda included the following claims: (1) Owasso
Public Works Authority $55,086.13; (2) ®PWA Capital Improvements $169,963.649 (3) ®P TA
Sever Line Extension $23,0009 (4) Payroll $35,061.33. Ms Voss moved, seconded by

ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
CONTRACT FOR THE PURCHASE OF A FLATBED TAG TRAILER.
Mr Roberts said that the Water Distribution Division budget contains funds for the purchase of a
flatbed trailer, which is needed to reduce the transport time for off-road equipment to and from
work sites, In September, bids were advertised and were also mailed to three prospective
bidders, Subsequent to the bid opening, staff identified a discrepancy in the specifications, The
equipment was advertised as a PAG,trailer, when the description should have been TAG (tag-a-
long) trailer. No vendor inquiries were made regarding this error, so staff contacted the three
bidders that documents were mailed to in order to ensure consistency in the bidding process,
Each vendor indicated that the misspelling does not misrepresent the equipment specified and
should not create an improper interpretation by any prospective bidder. Ms doss moved,
seconded by Ms Barnbouse, to award a contract to Overbilt Trailer Co, Drumright, CIS, for the
purchase of a 20,000 lb GV I flatbed TAG trailer consistent with bid specifications at a cost of
$8190

WASTEWATER TREATMENT PLANT IMPROVEMENTS

BACKGROUND-
A construction contract with Crossland Heavy Contractors, Inc. for the Wastewater Treatment
Plant Phase III, Improvements in the amount of 1,965,950.00 was approved by the Trustees at
the March `i, 2000 meeting. Work to be performed in this phase of construction consists of
constructing a now sludge digester and belt filter press and modifications to the plant headworks,
ultraviolet disinfection and Maim Lift Station.
Change Larder No, 1 was approved on September 19, 2000 in the amount of $29,296.45. At the
present time, funds have been obligated on the project in the amount of $1,935,246045 (the
total contract ward of $1,965,950 less the remaining $30,703.55 project allowance).
Funding for the project has ,
Board (OWRB). The loan (totaling $2,581, 100) includes, in part, $1,965,950 for constructi
and $98,275 for contingencies. I
Conditions in the vicinity of the Fain Lift Station have compounded the inability of the
collection system to adequately carry the flows High wet well levels have been maintained at the
lift station as a result of full storm holding lagoons. These conditions have caused upstream

gravity lines to surcharge (reach over - capacity) during extreme rain events and at some times
during normal flog conditions.
The hydraulic profile of the flow equalization basins, control structure and wet well (copy
attached) severely limits the ability to return water from the basins once the basins are full. The
eater surface elevation of the basins dictate the wet well operating elevation and,, most
importantly, the elevation of water in the collection system. In addition, the gravity sewer ties
directly to the wet well at a flow lime elevation of 56905 -feet. The basins are full at
approximately elevation 585 feet, 'Therefore, ender the present mode of operation and system
design, the collection system will surcharge until a lower profile elevation is achieved.
The following alternatives were considered to alleviate this problem°
l o Construct a new duplex submersible pump station on the gravity lime and pump
the wastewater to the existing pump station.
20 Retrofit the old existing wet well (adjacent to the wet well `yin use ") with two
submersible pumps and pump to the existing influent structure. ('The old wet well
is 5± feet deeper than the existing wet well which will permit the water level to be
lowered,) The lime between the old and 66in use" wet wells will be plugged,
3. Provide temporary pumping and postpone the work until Phase IIB,
Detailed plans for Alternate No. 1 were prepared by our consulting engineer. The present Phase
IIA contractor (Crossland Heavy Contractors) provided a cost proposal of this alternate in the
amount of $175,000,00°
Alternate No. 2 was also detailed by our consultant, Crossland Heavy Contractors cost proposal
for this alternate is $97,687000,
Alternate Igloo 3 is not practical, Phase III3 may be one (1) to three (3) years from the start of
construction,
CHANGE NUMBER 2
A Change Order has been submitted for Trustees approval for Alternate No. 2 to retrofit the old
existing wet well with two submersible pumps. Mork includes purchase and installation of two

(2) new pumps, two (2) aluminum hatches, one (1) valve vault, one (1) manhole; miscellaneous
piping; and demolition. Total cost of the work is $97,687, In addition, Crossland has requested
an. additional. 30-days be added to their contract.
Graver Engineers ineers have reviewed the change order proposal and believe the costs are acceptable
for this work.
FUNDING SOURCE.
Staff recommends the Trustees authorization of Change Order No. 2 to the Wastewater
`treatment Plant Phase III Improvements with Crossland Heavy Contractors, Ingo for Main Lift
station modifications in an amount of $97,687000 and an increase in the contract time of 30 days.

This letter is in response to your letter of November 28, 2000 concerning the proposed Change
Order No. 2 for additional work at the Main Pump Station located at the wastewater plant,
The f-bllowing information is provided in response to your request.

The Main Pump Station, which is an integral component of the overall treatment plant site,
receives raw sludge from a series of force mains and one gravity line. The wet well level
required for the proper control of the plant backs raw sewage up in the gravity line causing
customers complaints and occasional overflows.
In the past few years, more frequent and repeated instances of collection system bypasses in the
vicinity of the Main Lift Station (located adjacent to the old lagoons) have had to be reported to
the Oklahoma Department of Environmental Quality (ODEQ). In addition, population growth
and excessive inflow/infiltration conditions in the collection system have directly affected
abilities of the existing collection system to carry wastewater flow.
Conditions in the vicinity of the Main Lift Station have compounded the inability of the
collection system to adequately carry the flow. High wet well levels have been maintained at the
lift station as a result of fill storm holding lagoons. These conditions have caused upstream

gravity lines to surcharge (reach over - capacity) during extreme rain events and at some tires
during normal flow conditions,
Expansion of the Main hilt Station is included in Consent Order 98-288 with ODEQ, In
conformance with the schedule of improvements, constriction at this location is to be initiated
by October 2001. Preliminary engineering has already been completed; however, staff asked the
design engineer (Garver Engineers) to re- evaluate methods to eliminate surcharging the gravity
system leading to the station.
Alternatives and Cost - effective Anal sus
'rho following alternatives were considered to alleviate this problem.
1. Construct new duplex submersible pump station on the gravity line and pump the
wastewater to the existing pump station.
2. Retrofit the old existing Bret well (adjacent to the wet well "in use ") with two
submersible pumps and pump to the existing influent structure. (The old wet well
is 5 _feet- deeper than the existing vet well which will permit the water level to be
lowered.) The litre between the old and "in use" wet wells will be plugged.
3. Provide temporary primping and postpone the works until Phase II .

Alternate No, 3 is not practical, Phase IlB may be one (1) to three (3) years from the start
of construction,
We therefore request your approval of Change Order No. 2 which is based on Alternate No. 20
This alternate is the cost effective and best solution to the problem.
