HomeMy WebLinkAbout2013.07.02_City Council MinutesOWASSO CITY COUNCIL MINUTES OF REGULAR MEETING Tuesday, July 2, 2013 The Owasso City Council met in regular session on Tuesday, July 2, 2013 in the Council Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 6:00 p.m. on Friday, June 28, 2013. ITEM 1 CALL TO ORDER Mayor Bonebrake called the meeting to order at 6:30 p.m. ITEM 2 INVOCATION The invocation was offered by Pastor John-David Meissner of New Heights Church ITEM 3 FLAG SALUTE Vice Mayor Kelley led the flag salute ITEM 4 ROLL CALL PRESENT ABSENT Doug Bonebrake, Mayor Chris Kelley, Vice Mayor Charlie Brown, Councilor Patrick Ross, Councilor Jeri Moberly, Councilor A quorum was declared present STAFF Warren Lehr, Interim City Manager Julie Lombardi, City Attorney ITEM 5 PRESENTATION OF THE CHARACTER TRAIT OF GENTLENESS Lyndell Dunn, Character Council Member, presented "Gentleness," the Character Trait of the Month for July 2013. ITEM 6 CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR COUNCIL APPROVAL OF THE CONSENT AGENDA A. Approval of Minutes of the June 18, 2013 Regular Meeting, June 21, 2013 and June 25, 2013 Special Meetings B. Approval of Claims C. Acceptance of Concrete Approaches, Sidewalk, and Fire Hydrant (Boyd Family Dentistry) Mr. Brown moved, seconded by Ms. Moberly to approve the Consent Agenda with claims totaling $375,640.72. Also included for review were the self-insurance claims report and the payroll payment report for 06/15/2013. YEA: Ross, Brown, Kelley, Moberly, Bonebrake NAY: None Motion carried 5-0 Owasso City Council July 2, 2013 ITEM 7 CONSIDERATION AND APPROPRIATE ACTION RELATING TO ITEMS REMOVED FROM THE CONSENT AGENDA No action required ITEM 8 PUBLIC HEARING: THE CITY COUNCIL WILL CONDUCT A PUBLIC HEARING FOR THE PURPOSE OF RECEIVING CITIZEN COMMENTS AND INPUT RELATING TO THE AMENDMENT OF CAPITAL IMPROVEMENTS PRIORITY LIST TO CHANGE THE MAIN POLICE STATION PROJECT TO MAIN POLICE STATION/CITY HALL Warren Lehr presented the item. Mayor Bonebrake opened the public hearing at 6:41 p.m. Five citizens spoke regarding the amendment proposal. Mayor Bonebrake closed the public hearing at 7:09 p.m. ITEM 9 CONSIDERATION AND APPROPRIATE ACTION APPROVING THE FY 2012-2013 STREET REHABILITATION PROGRAM REVISED SCOPE OF WORK AND AUTHORIZING THE PURCHASE OF ASPHALT Roger Stevens withdrew the item from the agenda. ITEM 10 REPORT FROM CITY MANAGER Roger Stevens presented the Public Works Monthly Status Report Larry Langford presented the Youth Sports Contract Update Warren Lehr announced Red, White, and Boom on July 3, 2013. ITEM 11 REPORT FROM CITY ATTORNEY Julie Lombardi presented an update on Huntley v. City of Owasso and Williams v. Townsend, et al settlement conferences. ITEM 12 REPORT FROM CITY COUNCILORS Mayor Bonebrake announced the attendance of Boy Scout Troop 26 from Tulsa, Oklahoma. ITEM 13 NEW BUSINESS None ITEM 14 ADJOURNMENT Ms. Moberly moved, seconded by Mr. Brown, to adjourn the meeting.
