STAFF COMMENTS: The project took approximately one year and four
months to complete from the time the contracts were initiated until the
final community vision document was adopted by the City Council in
March 2011. The project involved 6 open public workshops and an on -line
interactive survey, which was hosted by Harris (Wikiplanning) out of
Charlotte, North Carolina for a period of 3 months. The final plan report is
to be used as a policy document that establishes guiding development
principles for the City of Owasso and may be viewed on the city's
website. In addition, a hard copy of the report is available at the Owasso
Library and City Hall. The final invoice received from Alaback Associates
was dated April 13, 2011 at which time 100% of the project was
completed. The contract amounts for the project were $113,960 for
Alaback Associates and $4,750 from Ryan Harris (Wikiplanning). The total
amount spent on the project was $118,710. There were no change orders
associated with the project. City staff is already utilizing the document in
crafting some changes to current development regulations and in making
decisions on the allocation of resources.
