ITEM 4:
Mr. Stephenson presented the Monthly Building Report for July.Mr. Stevens presented
the Public Works Status Report.Ms. Bishop commented that sales tax had not been
reported by the Tax Commission as of the start of the meeting. Ms. Levo advised that
arrangements are being finalized for a tour of the Tulsa Tech Owasso Campus and
she will keep Trustees informed of confirmed date and time for such tour.

ITEM 8:Consideration and appropriate action relating to a request for an executive session for
the purpose of discussion a proposal to entice a business to locate in the City of Owasso;
such request pursuant to title 25 O.S. § 307-C10.
Dr. Thomas moved to enter into executive session, seconded by Mr. Enzbrenner. At 10:40am, the
Trustees, Mr. Lehr, Ms. Levo, and Rickey Hayes, Retail Attractions, entered into executive session.
At 12:02 PM, Trustees returned to open session.

BACKGROUND:
Retail development has made Owasso a destination community over the last ten years. Owasso
has become a collection point for consumers over a 4,300 square mile area. This consumer draw
from a strategically aligned highway system isfamiliarly known as “the funnel”and createsa
customer base of over 410,000 for businesses and retailers. Owasso’s retail growth has made the
city top the state charts in sales tax per capita.
In the last few years, Owasso’sprimary economic development focus has turnedto creating
primary, qualityjobs. Job growth offering high salaries and benefits will helpsustain the retail
development, diversify the housing market and increase quality of life. While we remain
steadfast in thatpursuit, we recognize opportunities still exist in retail areas which need to be
addressed.
Such an opportunity surfaced last year.A substantial retail prospect with a large customer draw
approached the city through Retail Attractions, a retail developmentconsultant. The prospect
indicatedthey will not advance in their consideration ofOwassoas the location of their
developmentunless the city is under contract with Retail Attractions.On August 7, 2012 the City
Council approved entering into a one-year contract with Retail Attractionsfor the amount of
$48,000.
PROSPECT DEVELOPMENT:
Retail Attractions is an economic development firm that specializes in retail development.
Rickey Hayes, CEO isintimately familiar with the dynamics of development. Retail Attractions
brings experience, network of contacts and aconcentrated approach to bear immediately on
behalf of the client.
At the onset of entering into the contract with Retail Attractions, there wasno guarantee the
aforementioned prospect will locate/developin Owasso. However,in order to comply with the
prospect’s request to work only through Retail Attractions, staff believedit wasnecessary to
pursue a contract with Mr. Hayes and Retail Attractions.
Following a year under contract with Retail Attractions, staff believes this prospect is still a
valuable pursuit and would like to continue to work with this consulting firm.
Some accomplishments of note follow:
Provided the city up-to-date market data from two national sources. Market data was
just updated for the third time since the City of Owasso has contracted with Retail
Attractions. The very latest 2013 [qtr 1 of 2013] data is in place.
Provided information and data on Owasso development sites. Traveled to meetings with
202 development groups across the countrydiscussing the Owasso market.
Hostedmeetings and traveled to meetings with 121 different retailersand 42 different full
service restaurants discussing Owasso market and retail prospect.
Over the past year’s scope of work,Retail Attractions has represented the City of Owasso
at three ICSC (International Council of Shopping Center Events) in Las Vegas, Dallas, and
Oklahoma City, as well as one Retail Live! event in Austin, TX.
Hosted meetings with 6 groups of outlet developers: Paragon, Horizen, Taubman, Tanger,
Simon, and Woodmont.
The staff views this contract as a calculated investment that could produce an excellent return
for the citizens of Owasso in terms of both sales tax and additional shopping opportunities.
Additionally, a development of this nature would significantly expand the already large amount
of out-of-town shoppers creating an even larger ratio of sales tax revenue-to-population. A lot
of ground work has been laid on this project. Relationships are built and in order to land this
prospect, staff believes it is necessary to continue the contract with Retail Attractions.
FUNDING:
Funding has been appropriated in the FY 2013-2014budget (in the Economic Development
portion of the Hotel Tax Fund).
RECOMMENTATION:
The proposed ContractAgreement exceeds the City Manager’s spending authority and would
require City Council approval. Staff recommends trustee action to recommend to the Owasso
City Council to renewa one-year contract with Retail Attractions in order to secure a major retail
prospect.

PROJECT STATUS REPORT

E. 106TH Street North and Garnett Road Intersection Improvement Project
Funding for the construction of this project is a result of a “matching grant”; 80%
-
ODOT funding and 20% City funding.
ODOT awardedconstruction contract to Paragon Contractors in the amount of
-
$1,952,952.
A Public Meeting was held on June 27, 2013, with representatives from PSA
-
Dewberry, ODOT and the contractor constructing the improvements on hand to
review the intersection improvements and to provide a preview of the
construction schedule. The meeting was well receivedwith approximately 30
citizensin attendance. Those attending were afforded the opportunity to ask
questions related to the project andview construction plans.
Construction started onJuly 8, 2013with final completion expected in January
-
2014.
-Last week, the contractor completed the relocation ofthe city water line.
-Contractor is in the process of starting relocation of the rural waterline. However,
utility issueswith Cox Cable and AEP haveslowed progress.The contractorand
public works staff arepresently working with AEP and Cox to alleviate the issues.
Three Lakes Stormwater Channel Improvements
Project includes widening and shaping ofthenorth/south channeleastof US
-
Hwy 169, from to 83rdStreet North southward to the end of the existing concrete
channel.
The engineering design is being performed by the City of Owasso’s Engineering
-
Division. Currently, the design is 100% complete.
In April 2012, AT&Tmobilized and completed the relocation of their utility.
-
December 2012, Council awarded a construction contract to Tri-Star
-
Construction in the amount of $623,882.
Approximately 1,600ft of concrete footing and blocks have been installed as
-
well as800linear ft of concrete mat.
Currently,the project is95% complete with anticipated completion in early
-
September.
E. 76th Street North Widening (from U.S. Hwy169 to N. 129th East Avenue
In October 2010, the City received notice that INCOG selected the project to
-
receive federal funding in the amount of $2,090,000 for engineering, right-of-way
and utility relocation costs. A 20% required match will be funded through the
City of Owasso’s Capital Improvement Fund.
In October 2011, the City received notice that INCOG selected the project to
-
receive federal funding in the amount of $3,470,000 for construction and
administration costs. A 20% required match will be funded through the City of
Owasso’s Capital Improvement Fund.
In February 2012, ODOT officials informed City staff of funds available in the
-
Federal Surface Transportation Fund for the planning phase of E. 76Street North

Widening Project.
In March,INCOG presentedthis project to itsmembers for consideration to
-
receive funding in2012 for the engineering design.Project was approvedby the
Technical Advisory and Transportation Policy Committees.
In April 2012, the project was approved byINCOG Board of Directors
-
Engineering Consultant interviews wereheld on January 16, 2013.

Ranch Creek Sanitary Sewer Improvements
May 2012, City Council awarded an engineering agreement in the amount of

Finalplansare being reviewed by staff and will be sent to ODEQfor review and

approvalin June2013.
As part of an OWRB requirement, aPublic Hearing over the environmental

document washeld on June 13, 2013 at the Owasso Librarywith approximately
10 citizens in attendance. City staff as well as representatives from Blackshare
Environmental Solutions and Kellogg Engineering Inc. wasavailable to answer
citizen questions regarding any environmental concerns.Brian Kellogg of
Kellogg Engineering presented the engineering drafts of the proposed
interceptor alignment for review by meeting attendees.
Plans and alignment have been revised to comply with property owner’s
-
request.
Plans and specifications will be submitted to ODEQ in August.

Bid advertisement for this project is expected to occur in September2013 with
-
construction scheduled to commence by January 2014.

A Public Meeting for the Garnett Wideningprojectwas held June 27, 2013with

comments regarding the design.Those attending were afforded the opportunity
to ask questions related to the project and view conceptual plans.The meeting
was well attended with nearly 30 citizens in attendance.

of replacement. The estimated cost for such improvements is$200,000.
Plans have been submitted to ODEQ for review.Bid advertisement will occur

once ODEQ has approved the permit to construct.
Hale Acres offsite Sanitary Sewer Line Improvements
Sanitary sewer project is funded in the FY 2012-2013 Wastewater Collection

Sam’s Club continuesconstruction at the NE Corner of 96

The outparcels will be Raising Cane’s Chicken Fingers, Whataburger, Hideaway,
Heartland Dental and two unannounced parcels. The store will open on October 24,
2013.
Sear’s opened a mattress and appliance store in Smith Farm Market in the former Dress
Barn location.
HEALTH CARE UPDATE
Senior Suites, afull service nursing facility continues constructionon land to the south of
the St. John Owasso medical campus.They could open next month.
A memory center is planned for the Bailey Medical Campus.
EDUCATION UPDATE
The Tulsa Tech Campus hasOwasso opened for classes.
