CONSIDER APPROVAL OF "l.'IIE MINUTES OF FEBRUARY 9, 1999 REGULAR MEETING. - The Commission reviewed the minutes of February 9, 1999 Regular Meeting, Bob Randolph moved, seconded by Bill Ellison to approve the minutes, a vote on the motion was recorded as follows.- Ray Haynes -- Yes Bob Randolph _. -des Larry Helton ® Yes Bill Ellison - Yes The motion carried 4-0. 4, Vacation of Flat - Forest Drive Industrial Park (Twisters) - A request to vacate Lots 3, 4, & 5, and Reserve "A" of the Forest Drive Industrial Park addition, The subject property is located on the west side of the Owasso Expressway, north of E 76`'' Street N and is further described as a tract of land located in the NE /4- SE4 of Section 30, T -21-N, R -14- E, Tulsa county, Oklahoma, This item was table at the February 9, 1999 meeting. Ray Haynes moved to approve the vacation of plat request, subject to the above staff and TAC reco endations o Bob Randolph seconded the motion. Yes Larry Helton - Yes Bill Ellison Yes The motion carried 4 -0a 5a Site Flag -- Twisters - A request to review a site plan_ for Twister, a motion picture theater on property currently described as Lots 3, 4, & 5, and Reserve "A" of the forest Drive Industrial bark, The subject site is located on the west side of the Owasso Expressway, north of E 76" Street No This item was table at the February 9, 1.999 meeting 1) That the applicants submit an application for a development permit, 2) That this application be accompanied by all required stag and federal permits 3) Acceleration/deceleration lanes and sidewalks to be shown on a revised site plan and be reviewed by the Planning Commission. Ray Haynes moved to approve the site plan request with the above staff and TAC recommendations, Larry Helton seconded. Annexation ..::... x l err and Colleen _ still -- A request for the annexation of property located in the east half of the east balf (l ,/2 E /2) of Section 179 T-21-N, R-44-E, Tulsa County, Oklahoma, 'T "loo subject property is further described as a 4.72 acre tract, more or less, located on the west side:; of N 129" E Avenue, north of E 96`h Street N. The subject property is surrounded on three sides by portions of the Johnson property an is zoned AG (Agriculture) in Tulsa County and would be zoned AG (Agriculture) upon annexation into the City of Owasso, The subject property lies in Washington County Rural Water District 3. Notification of this request was published in the Owasso Reporter on February 18, 1999. This will also be published two consecutive weeks on March 4 and March 11, 1999 in able to notify the public of City Council action regarding the request. Final Flat A request for review of a final plat for Nottingham Estates III, a 17.15 acre, 27 lot subdivision located south of E 96 " Street N, west of N 145' E Avenue. The subject property is described as a subdivision containing a part of the NE /4 if Section 21, T'21N, R14E, Tulsa County, Oklahoma. Theron. Warlick presented the item to the Commissioners. The drainage system for this property is constructed in this phase of the development. The Owasso 'Technical Advisory Committee reviewed this plat at their February 24, 1999 regular meeting. The applicant has made all of the changes requested by 'TAC. Steve Compton, the applicant, was present to address drainage concerns. Theron Garlick presented the case and described the subject property, The Owasso 'technical Advisory Committee reviewed the final plat on February 24, 1999 regular meeting and, had several co eats, all of which have been addressed on this final plat, The applicant withdrew his request for a variance of the Owasso Subdivision Regulations, Mr. Steve Compton with Tyann Development addressed the Commissioners to explain the variance request and also explain the withdraws He stated that he will comply with Section 3,4 of the Owasso Subdivision Regulations. Although- he would like to stag that he would like to see the same treatment for. all developers of Owasso subdivisions regarding sidewalks, which are required according to the above Section, to be on loth sides of all streets. Yes Bob Randolph - Yes The motion carried 4-0. 90 Site Plan - German Corner Gymnastics - A request for review of a site plan for a gymnastics facility located on the southwest corner of E 1161` Street N and N 971, E Avenue (Mingo Road), The subject property is described as Lot 1, Bloch 1, Hillside Estates Addition. OWASSO PLANNING COMMISSION March 99 1999 Page No. 5 located approximately 900 feet to the crest of the property, PSO asked that the pine trees on the perimeter of the site be moved out of the casements. OPWA requested a more detailed drainage plan. This detailed drainage plan will need ,vpproval prior to issuance of a building permit, There was discussion regarding the congestion of traffic in the area, Ray Haynes suggested the possibility of a sign or a caution light be installed 1-0 slog traffic down, If a caution light is installed, it wrind only need to be on during class hours Bob Randolph moved to approve the site plan, subject to the above stall recommendations, Ray Haynes seconded the moti ®n and added to the motion that due to the congestion in the area, si nag, or a caution light should be installed, A rote on the motion was recorded as follows Ray Haynes - Yes Larry Helton - Yes Bill Ellison - Yes Bob Randolph - es The motion carried 4-0. 100 Lot S -olit OLS -99 -01 - A request for a lot split on unplatted land located on the south side of E 966' Street N, between the ONG building and Owasso Expressway. The subject property is described as a part of the NE /4 of Section 20, ` 21N, R14E, Tulsa County, Oklahoma, Ray Haynes Fh seconded the motion.
