HomeMy WebLinkAbout1999.01.12_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES F REGULAR MEETING Tuesday, January 12, 1999 Owasso Community Center 301 South Cedar, Owasso, Oklahoma MEMBERS PRESENT Ray Haynes Bob Randolph Larry Helton Charles Willey lhd Ellison MEMBERS ABSENT STAFF PRESENT Theron Wancck Marsha Hensley 'fhe agenda for the regular meeting was posted in the Owasso City Hall, 207 S Cedar, on January i, 1999 at 3;00 PMT L CALL TO ORDE R - Chairperson Ray Haynes called the meeting to order at 7;00 PM and declared a quorum present. 1 ROLL CALL 1 CONSIDER C PPROVA1., OF THE MINUTES OF DECEMBER , 1998 REGULAR MEETING. - The Commission reviewed the minutes of December 8, 1998 regular Meeting, Bob Randolph moved, seconded by Charles Tilley to approve the minutes, with the exception of Items 4 and 5 do to an error of the legal description on the December 8, 1998 Agenda these two items will need a revote. A vote on the rnotion was recorded as follows: Ray Haynes - des Bob Randolph - Yes Larry Helton - Yes Charles Willey - Yes Bill Ellison - Yes The motion carried 5-0. 'heron Warlick explained to the Commissioners that do to an error in the legal description on the December 8, 1998 agenda, this item has been referred back to the Planning Commission for action. Charles Willey seconded the notion. OPUD 16 -'the sakes at Bailees ranch - A request for approval of a planned unit development for Kourtis properties, LLC. The applicant has submitted the Lakes at Bailey Ranch, a mixed -use development plan for the north half (n /2) mad portions of the southwest: quarter (SW /4) of ,Section 18, T-21--N, R.44-E, City of Owasso, Oklahoma. The property is located between Mingo Road and. Garnett Road and E 96th Street N and E 106th Street No and contains 408.7 acres more or less, Due to an erroneous legal description presented in the December 8, 199€ Agenda, City Council has referred the items back to the Planning Commission for consideration and recommendation. Theron explained the error in the legal description which was on the December 8, 1998 agenda. Bob Randolph moved to approve the request, as so stated on the motion made at the December 8, 1998 regular meeting, with the change of the legal description. Ray Haynes seconded. Annexation Rg_quest__I_A_& W band Development - A request for the annexation of property for A & W Land Development, Incorporated. The subject property is described as a tract of land lying in Section 6, Township 21 North, Range 14 East, 'Tulsa County, Oklahoma containing 71.62 acres, more or less. The subject property is located to the northwest of N 109th E Avenue, adjacent to the Country Estates II subdivision. Theron Warlick presented the item. The subject property is zoned AG (Agriculture) in Tulsa County and would also be zoned AC upon annexation. Technical Advisory Committee reviewed the request on November 25, 1998. There was a lengthy discussion regarding the northern portion of the property lying in the Washington County Rural 'Mater District 3. Mr. hill Williams was present to answer questions. Ray Haynes moved to approve the annexation request, Bill Ellison seconded the motion, A vote on the motion was recorded as follows: Ray Haynes ... Yes Bob Randolph w Yes Harry Helton - Yes Charles Willey - Yes Bill Ellison - Yes The motion carried 5-0. 7. Revised Final l Plat -- Count Estates III - A request for review of a final plat; for Country ;states I11 a 17.37 acre, 61-lot subdivision. the subject property is zoned RS -3 (Residential Single - Family High Density) and is generally located west of the Country Estates 1 Addition. Theron Warlick presented this item to the Commissioners. The property lies between Country Estates Y & 11 additions to the east and Westport Addition to the west. The developer will be required to complete the construction of acceleration /deceleration lanes and sidewalks on E 116th Street North during the construction phase of the subdivision. The Technical advisory Committee reviewed the plat at the November 25, 1998 meeting and all recommendations have been incorporated into the final plat. Staff recommends approval of the revised final plat with the following condition: 1.
