MINUTES OF REGULAR MEETING

The agenda for the regular meeting was posted in the Owasso City Hall, 207 S Cedar, on
February 29, 2000 at 9;00 AM.
1. CART, TO ORDER -- Chairperson Pay Haynes called the meeting to order at 7:00 PM
and declared a quorum present.
2. ROLL CALL
1 CONSIDER APPROVAL OF THE MINUTES OF THE FEBRIJARY 8, 2000
EGU -LAR MEETING.
Bill Ellison moved to approve the minutes on the February 8, 2000 meeting. Bob
Randolph seconded the motion. The vote on the motion was as follows:

Bob Randolph - Yes
Bill Ellison -a Yes
Tarry Felton - Yes
The motion carried 4 -0.
Tim Rooney presented the item and described the property. Mr. Rooney also explained
that the property would be abutted to the north by a 273" strip of RS -2 zoning to serve as
a buffer. This proposed zoning would create additional commercial development at the
Owasso Market Center. He also explained two concerns regarding this request. The first
concern being traffic in the area and the second concern is ensuring that there is an
adequate buffer for the residential development. Letters were sent to property owners

within 300' and notification was published in the Owasso Reporter. Staff has received no
calf regarding; this request. Tyr. Haynes requested comments from the Commissioners or
the meeting attendees. Mr, Charles Norman presented a brief report stating that this site
would be back in front of the Commissioners for site plan review. Mr. Ellison requested
a review of the property owners that were notified. Mr, looney read off the list of
homeowners and described their location.
Ray Haynes moved to approve the rezoning request subject to the coy cents from staff`
being; net. Bob Randolph seconded the motion. The vote on the motion was as follows:

5. Annexation - -- Theresa 5. � - A request for annexation of property described as
portions of the S/2 SW/4- SW/4 of Section 17, T -21 -N, R-14-E. The subject property is
located on the northeast corner of E 96 "' Street N and Garnett Road and contains 8.25
acres more or less.
Ray Haynes moved to approve the annexation request, Bill Ellison seconded the motion.
The vote on the motion was as follows:

6. Final Plat -,Nott hq� _y - A request for review of a final plat for Nottingham V, a 44
lot, 24.5 acre subdivision described as a portion of the W/2 NE /4 of section 21, T-21--N
-14 -E. The subject property is located south of E 96" Street N and west of N 145"' E
Avenue.
Tim Rooney presented the item to the Commissioners. The preliminary flat for
Nottingham V was approved inlay of 1996. The Technical Advisory Committee
reviewed the final plat at their February 23, 2000 meeting. The following
comments /corrections were recommended;
1. PSO requested back to back (59 & 5') at various locations, plat provided to
the engineer.
1 ONG requested the installation of 4" PVC on cul-de-sac crossings on
139`h, 3 to 4 feet south of Lot 12, Block 5 and Lot 18, Flock 5.
3, .Addresses were provided
4-- OPWA commented that additional detention was likely to be required.
Engineer noted that the plat was part of the overall drainage scheme (ponds
adjacent just to west of site ). Mr. Lutz noted that portions of the east
boundary and southeast corner were at lower elevations and probably
would not drain into the proposed pond. Also recommended interceptor
back to the west located between cul-de -sacs to convey street drainage.
All the above items have been addressed with the exception of Item #4.
Ray Haynes moved to approve the final plat subject to all the above Technical Advisory
Committee and staff evaluations being met, Larry Melton seconded the motion. The vote
on the motion was as follows:

7. Preliminary Plat -- The Lakes .at RaBley_ I1anch Ngrth _ -- A request for review of a
preliminary plat for the Lakes at bailey Ranch North, a q lot, 146,51 acre subdivision
described as a portion of the N/2 of Section 18, 'r-21--N, R- -14 -E. his subject property is
located on the south of E 1.06"1 Street forth and Nest of Garnett Road.,
Tun presented the preliminary plat request. The Technical Advisory Cornrnittee reviewed
the preliminary plat at their February 23, 2000 meeting. The following corrections were
recommended:
1. ONG noted that a line extension gas is required 11°orn the south and east.
Engineer suggested underground meeting to discuss details on this large --
scale project.
1 .Applicant's engineer suggested that additional platting and replatting would
be needed as the site develops, Doted that perimeter easements would be
provided at final platting of individual lots, Exact requirements for
easernents were unknown.
3. IPSO commented that 3 phase would be brought in from the east and north
4. SMBT commented that they would also like an underground meeting.
The above comments have been included in the preliminary plat.

m PrEteliniflinar y Plat ® Oakwood - A request for review of a preliminary plat for Oakwood,
a 53 lot, 15.42 acre subdivision described as a portion of the W/2 NW/4 SW/4 of Section
1, T -21 -N9 R -14 -E. The subject property is located on the east of Mingo Road, north of
E 106 "1 Street N.
Tim described the location. The 'Technical Advisory Committee reviewed the preliminary
plat on February 23, 2000. The following comments were recommended at that meeting:
1. PSO requested back to back (5' & 5') easements at various locations. flat
provided to the applicant.
2. Oakwood name is already in use in Tulsa County (Now Metro Heights)

3. A 20' pedestrian easement on the eastern side of the subject property for
trail's plan
4. Addresses were provided to the applicant
5. ONCE .- a 2,500 litre extension required to site.
6. Sanitary sewer will be available on the west side of the subject property
with Ranch Creek II line replacement. Water is at 96 "' and Mingo,
7. An additional drainage easement is needed on the south side of Lot 8,
Block 2.
The above comrnents have been noted on the metro Heights Preliminary Flat. Sidewalks
and acceleration/deceleration lanes will be required. DEQ has advised the City of
Owasso that they will not approve further sewer extensions in this area until Phase II of
the improvements to the Forth Owasso Interceptor are completed. Ray Haynes inquired
about fencing the back lots that back up to Mingo Load. Tim stated that fencing along;
Mingo would be up to the developer. There will be limits of no access and sidewalks will
be installed. Drainage in the area was discussed. lair. Haynes suggested a more detailed
drainage drawing be presented.
Ray Haynes moved to approve the preliminary plat subject to the requirements from staff
and TAC being met and subject to a more detailed drawing on drainage in the area.

9. Final Plat - Fairw� - A request for review of a final plat for Fairways VI at Bailey
Ranch, a 4.2 lot, 15.37 acre subdivision described as a portion of the W/2 NW /4 of
Section 19, T -21 -N, R- 14-E. The subject property is located east of Dingo Road, south
of E 96' Street N.
Tim presented the item to the Commissioners. The Technical Advisory Committee
reviewed the final plat at their February 23, 2000 regular meeting. The following
comments /corrections were recommended:
1. Street name change - from E 98 "' Ct N to N 98 "' E Ct
1 Add limit of no access along rear of lots that abut lingo Road
1 ONG requested and 8" conduit across E. 93" Street %1, 4" conduit across N. 98"'
E. Court.

The above comments have been addressed and are included on the final plat, Sidewalks
along Mingo road and acceleration /deceleration lanes are required.

property is located east of the Owasso ,Sports Parr, north of E 114"' ,Street N.
Ray Haynes moved to approve the plat alteration. Bob Randolph seconded the motion.

Ray Haynes moved to approve the preliminary plat for Cobblestone Business bark subject
to TAC evaluations and drainage plans being presented at the time of final plat review,
Larry Helton seconded the motion. The vote on the motion was as follows:
