The agenda for the regular meeting was posted in the Owasso City Hall, 207 S Cedar, on January
4, 2001 at 4:00 PM.
1. CALL TO ORDER - -- Chairperson Ray Haynes called the meetings to order at 7;00 PM
and declared a quorum present.

3. CONSIDER APPROVAL OF THE MINUTES OF THE DECEMBER 12, 2000
I ,GLTLAR MEETING.
Bob Randolph moved to approve the minutes of the December 12, 2000 meeting, Larry
Felton seconded the motion. The vote on the motion was as follows;

The motion carried 5 -0.
Donna presented the case to the Commissioners and described the property location. She
stated that the land is undeveloped and is approximately 26.5 acres. The PUD request is
calling for 2.2 acres of CS (Commercial Shopping) located on the northwest corner, 9.6
acres of RD (Residential Duplex) located on the south and east of the commercial area
and 15 acres of IL (Industrial bight) zoning located east of the drainage way. Notification
was published in the Owasso Reporter and letters were mailed to surrounding property
owners. This proposed rezoning is in compliance with the Comprehensive Plan.
Sidewalks will be required at the time of platting along all public rights -of -way within and
adjacent to the development. Design intent was discussed along with utilities and access
to the property. Construction of phase one will begin within the year 2001. The applicant

was present to answer questions. Staff recorxunends approval of OPUD-- 01 - -01 and OZ-
01-01 subject to the following conditions:
I. The provision of sidewalks shall be required along all public rights - -of -way within and
adjacent to the proposed development at the time of platting.
2. Provision for° the perpetual maintenance of, or the dedication upon acceptance by the
City of the preserved open spaces shall be provided at the time of platting,

Mr. David Charney made some brief comments on the request. He stated that the traffic
problems are due to the rapid growth of Owasso. With acceleration /deceleration lanes
installed this development could improve the traffic flow. Mr. Charney also stated that
this request is in compliance with the 2010 Land Use Master Plan. He spoke of the
demand in the Owasso area for IL (Light Industrial) zoning. Ray Haynes explained that
there would be no construction prior to this zoning approval and site plan approval. He
also stated that the site plan would come before the Owasso Planning Commission at a
later date.

Ray Haynes moved to approve OPUD -01 -01 and CZ -01 u01 subject to the above
conditions. Charles Willey seconded. The vote on the motion was as follows:

5. Easement Closure = Keith Bud - A request for review of the partial closing of a 20'
utility easement along the west boundary of Lot 1, Block 1, The Bradfords of Silvercreek
located at 14.102 E 86`" Court N. (Ward 3)
Ray Haynes moved to table the easement closure until the next meeting which would be
February 13, 2001 at 7:OOPM, Bob Randolph seconded the motion. The vote on the
motion was as follows:

6. Site Plan ® Dunaway Medical Cuter - A request for review of a site plan for Dunaway
Medical Center, a 0.60 acre site located north of E. 76 "' ,street N. and east of the Owasso
Expressway, and generally described as a portion of Lot 1, Block 1, Three Lakes
Industrial Park. (Ward 3)

Donna presented the item and described the location. The medical center will be 5075
square feet in area. She described the parking situation, stating that the total parking for
this building and the Optometrist office should equal 48 spaces including 2 handicap
accessible spaces of which one must be van accessible. Donna explained that the drainage
is directed to the east and detention will be provided within the parking area. The
I'echnical Advisory Committee reviewed the site plan with comments, which involved
coordination with public Works. Staff recommends approval of the Site Plan for
Dunaway Medical Center subject to the following conditions:
1. The total parking for the two buildings shall equal 48 spaces including 2 handicap
accessible spaces of which one must be van accessible.
2. Dumpster refuse collection, if required, shall not reduce the required parking and
shall be enclosed with opaque fencing.
Ray Haynes moved to approve the site plan subject to the above staff recommendations,
Bob Randolph seconded the motion. The vote on the motion was as follows:

7. Site Ilan - Owasso Industrial Dark West --- A request for review of a site plan for the
Owasso Industrial Park West, a 3 acre site located at the southwest corner of E. 51h
Avenue and S. Cedar and generally described as portion of the Northeast (quarter (NE /4)
of Section 31, Township 21 Forth, Lange 14. East. (Ward 4)
Donna presented the item and described the location. The total building area is 4.0,102
square feet. The applicant needs to provide 80 spaces including 3 handicap spaces. The
parking along with the proposed 70 spaces meets the parking requirement. The site plan
shows four loading births. Drainage is directed to the southeast and southwest corners of
the site. The Technical Advisory Committee reviewed the site plan at the December 27,
2000 regular meeting. The comments involved coordination with Public Works.
Staff recommends approval of the site plan for Owasso Industrial Park West subject to the
following conditions:
1. All vehicular circulation and parking within the subject property shall be paved.

2. All loading births shall meet the minin -ram standards set forth in the Zoning Code.
