TO: The Honorable Mayor and City Council FROM: Teresa Willson Information Technology Director SUBJECT: Website Content Management DATE: December 6, 2013 BACKGROUND: The current Information Technology budget includes a project to upgrade the City's website to include a full content management system, allowing greater flexibility for staff to interact with the site, as well as many features not currently available on the City's website resulting in greater transparency and more efficient citizen engagement. The current site was designed ten or more years ago. It is limited on features and functionality, when compared to other contemporary municipal websites. It does not include an effective means for staff outside of the site administrator to update information. At this time, few users other than the site administrator have access to post or update information. Funding for this project in the amount of $18,000 is included in the FY 2014 approved budget. PROJECT INFORMATION: There are several goals in this project. The most significant objectives include: • Ease of navigation • Improved citizen engagement • Increased transparency • Special features such as facility scheduling and agenda work flow Staff requested proposals from three providers of content management systems that include website design and hosting. Each vendor focuses on providing these services to local government agencies. Two vendors were selected based on recommendations from cities in Oklahoma. They are Civic Plus and Vision Internet. The third vendor, eGov Strategies, was selected as a result of a vendor contact. Each vendor has provided online demonstrations, references, and detailed proposals. At the conclusion of the evaluation process, staff anticipates presenting vendor selection and a recommendation to approve the Website Content Management Project at the regular meeting on December 17, 2013. Stephenson Director of Community Development SUBJECT: Final Plat - Maple Glen IV DATE: December 6, 2013 BACKGROUND: The City of Owasso received an application for review and approval of a final plat for Maple Glen IV. The property is located east of the existing Maple Glen development, approximately' /] mile north of E 106fh St North on Garnett on the east side of the road. Storm siren fee of 35 /acre Streets (public or rivate Public Streets ANALYSIS: The final plat for Maple Glen IV expands the Maple Glen single - family development to the east of its current boundaries. The applicant has requested a variance to the zoning code regarding the front yard setback. The first phases of the Maple Glen subdivision were developed under a PUD that allowed for a reduced front setback from 25 feet to 20 feet. The Maple Glen IV area falls outside of the original PUD and, therefore, must meet the 25 foot front setback for RS -3 lots. The applicant requested, and the Board of Adjustment subsequently approved, a reduction to the front setback to 20 feet to mirror development in the rest of the subdivision. In doing so, the applicant provides a larger backyard for the lots. There is no reduction in lot size, as they would still meet all RS -3 standards (width, depth, area). Additionally, there are no adverse impacts to utilities or parking. Essentially, a reduced front setback provides a larger backyard and there is a no net - gain or loss situation. Perimeter and interior utility easements will provide utility companies adequate access to provide service and maintain service to the proposed development. Any development that occurs on the subject property must adhere to all subdivision, zoning, and engineering requirements including but not limited to paved streets, landscaping, and sidewalks. The City of Owasso will provide sanitary sewer service with water provided by Washington County Rural Water District #3. TECHNICAL ADVISORY COMMITTEE: The Technical Advisory Committee reviewed the final plat for Maple Glen IV at their regularly scheduled meeting on October 23, 2013. All TAC comments have been addressed by the applicant. PLANNING COMMISSION: The Owasso Planning Commission reviewed this item at their regular meeting on November 11, 2013 and voted unanimously to recommend approval of the final plat for Maple Glen IV to the City Council, The Planning Commission also voiced support for the reduction of the front setback from 25 feet to 20 feet. TO: The Honorable Mayor and City Council City of Owasso PROM: Michele Dempster Human Resources Director SUBJECT: City Manager Search DATE: December 6, 2013 BACKGROUND: On August 20, 2013, the City Council approved an agreement with Strategic Government Resources (SGR) to assist and facilitate the search for a new City Manager. SGR created a position profile, and solicited applications for thirty days with an established deadline of November 4, 2013. On November 12, Mr. Holland met with City Council and the candidate pool was reduced from thirty -one applicants to ten semi - finalists. SGR notified the ten remaining candidates of their status and gave directions for completing an online interview and providing responses to a written questionnaire. On November 22, Semi - finalist Review books, with information about each candidate and responses to the written questionnaire were distributed to the City Council for their review, and a link to online interviews was provided. An Executive Session is included on the December 10 work session agenda for Mr. Holland to discuss the semi - finalists with the City Council. The goal of this discussion will be to determine the number of candidates continuing in the City Manager search process. Mr. Holland asked that each member of the City Council be reminded to bring their Semi - Finalist Review book with the completed "Triage Scoring" form and "Forced Ranking" form to the December 10 work session. He also reiterated the importance of maintaining the process agreed to by the City Council.
