Adjournment MEMORANDUM TO: THE HONORABLE MAYOR AND COUNCIL CITY OF OWASSO FROM: TIMOTHY D. ROONEY ASSISTANT CITY MANAGER SUBJECT: CAPITAL PROJECTS PLANNING QUALITY OF LIFE INITIATIVE PROPOSAL PRESENTATIONS DATE: February 4, 2009 BACKGROUND: At the January 6, 2009 regular meeting, the City Council unanimously approved Resolution No. 2009-01, a resolution adding two additional projects as Capital Improvement priorities for FY 2008-09. Those projects were the Capital Projects Design and the Highway 169 Service Roads. The action taken by the City Council at the January 6, 2009 regular meeting followed a unanimous recommendation by the Capital Improvements Committee on November 20, 2008 to include both projects, as well as a Public Hearing conducted before the City Council on December 2, 2008. In anticipation of this action by both groups, staff developed a Request for Proposals for a Quality of Life Initiative. Copies of the RFP for the Quality of Life Initiative, as well as the proposals received, were previously given to the Council for the January work session. QUALITY OF LIFE INITIATIVE: The RFP for the Quality of Life Initiative was developed in order to conduct a comprehensive review of capital improvement priorities, obtain citizen input and/or requests regarding recreational planning, design guidelines, the use and development of greenbelts, as well as a streets component. The product of the project will be the development of a Capital Improvements Priority List. The selected consultant would meet with the project steering committee on a regular basis, conduct a series of public meetings or workshops for the purpose of obtaining citizen input, as well as develop an online public survey. Ali executive summary, including findings and recommendations would be the end result of these efforts. Requests for RFP's were solicited from seven different vendors: Alaback Design of Tulsa; Guy Engineering of Tulsa; Pittman Poe & Associates of Broken Arrow; PSA — Deberry Inc. of Tulsa; Red Oak Consulting, a Division of Malcolm Pirnie of Charleston, SC; Willdan Consulting Services of Anaheim, CA; and WSP Sells of Charlotte, NC. The deadline for the submittal of proposals was Friday, December 19, 2008. Capital Projects Planning — Proposal Presentations February 4, 2009 Page 2 of 2 A total of three firms responded by submitting proposals — Alaback Design/Guy Engineering of Tulsa, Pittman Poe & Associates of Broken Arrow, and PSA Dewberry/WSP Sells of Tulsa/Charlotte. Staff has reviewed those proposals and invited both Alaback Design/Guy Engineering and PSA Dewberry/WSP Sells to make presentations to the City Council based upon their submittals. Both groups will be asked to make a 15-20 minute presentation to the Council, followed by a 10 minute time frame in which to answer and address any questions the Council may have regarding their presentation and qualifications. hi order to assist the Council in the decision making process, staff has prepared a list of strengths for each firm for your review and reference. The list of strengths for each firm is not intended to be all inclusive, but is meant to provide a quick reference for each. Alaback Design of Tulsa/Guy Engineering • Local project experience includes Conceptual Plan for Owasso Downtown Development District and Owasso Main Street Streetscape Project • Other project experience includes Tulsa Centennial Park, Mohawk Park Plan, St. John Hospital — Owasso, and South River Parks Trail Extension • Guy Engineering has provided engineering services for the E. 86`h Street North widening from 1290' E. Avenue to N. 145`h E. Avenue as well as several intersection projects • Both Alaback Design and Guy Engineering have operated in the Tulsa area since the mid-80's PSA Dewberry/WSP Sells • PSA Dewberry is one of the Top 50 A/E firms in the United States with offices in Texas, Virginia, Massachusetts, Illinois, and Oklahoma • Extensive focus on public input process outlined within proposal submitted, as well as a detailed action plan. • Specific project experience relating to a tournament sports complex • Project Manager is former City Planner for City of Owasso and provided first Land Use Master Plan for the City of Owasso in over 20 years RECOMMENDATION: Based upon input received from the City Council and review by staff, a recommendation for the firm to be selected to provide the services outlined in the Quality of Life RFP will be presented to the City Council at the February 17, 2009 meeting. TO: HONORABLE MAYOR AND CITY COUNCIL FROM: JULIANN STEVENS ADMINISTRATIVE ASSISTANT SUBJECT: APPOINTMENTS TO BOARDS AND COMMISSIONS DATE: February 5, 2009 BACKGROUND: Pursuant to authority contained in Article 2, Section 2-4, subsection (e) of the Charter of the City of Owasso, the City Council has established rules and procedures that provide, generally, for the Mayor to appoint members to various boards, commissions, trusts, and committees; such appointments subject to confirmation by the City Council. In order to continue citizen participation on the Sales Tax Watchdog Committee and Capital Improvement Committee, discussion regarding appointments to fill current vacancies is needed. Following Council discussion at the January worksession regarding the two vacancies on the Sales Tax Watchdog Committee, staff received resignations from two more individuals, for a total of four vacancies. Additionally, staff has received one additional talent bank application within the past week. SALES TAX WATCHDOG COMMITTEE: There are four vacancies on the Watchdog Committee. Dr. Mark Callery held a Citizen At Large position, Mr. Randy Cowling, held the Media Representative position, Mr. Bob Buss, held the Service Business position, and Ms. Donna Pepper held the Recreation position. The Sales Tax Watchdog Committee was originally formed as part of the 1988 Sales Tax Extension for the purpose of monitoring the use of the designated third penny of local sales tax. Ordinance No. 763 and 766, approved by the Council in 2004, assured the continuation of the Watchdog Committee and the oversight responsibility given to its members The committee is charged to report to the public that funds from the "third penny" are spent in a manner consistent with the Capital Improvement Project priorities. This Committee meets at least twice per year on the fourth Monday of January and July. Subsequent meetings may be called if necessary. Members must be a resident within the Owasso fenceline and/or the Owasso School District and are appointed indefinitely or until resignation or events cause termination as defined by the committee policy. Members to this committee may not serve in any other elective or appointed position within the City of Owasso. February 5, 2009 Appointments to Various Boards and Committees CAPITAL IMPROVEMENTS COMMITTEE: There are two vacancies on the Capital Improvements Committee. Mr. Mike Ames has resigned his Citizen at Large position. Additionally, the Planning Commission Representative has been vacated by Mr. Duane Coppick. The Capital Improvements Committee meets three to four months in late winter and early spring to review Capital requests and recommend action to the City Council. This committee also adopts a revised Capital Improvements Plan each year for recommendation to the Council. UffT3.NITUM TO: HONORABLE MAYOR AND CITY COUNCIL CITY OF OWASSO FROM: SHERRY BISHOP ASSISTANT CITY MANAGER SUBJECT: SUPPLEMENTAL APPROPRIATION CAPITAL IMPROVEMENTS FUND DATE: February 6, 2009 BACKGROUND: The 2008 Sales Tax Note to fund capital projects was issued for more than the amount projected in the FY 2009 budget; therefore those additional funds should be appropriated to the current projects. The current budget for the Capital Improvements Fund includes appropriations for expenditure in the amount of $13,647,514. The budget includes: ® New appropriations for FY 2009 of $7,373,000, and ® Carryover appropriations from FY 2008 of $6,274,514. The budget is based on estimated revenues of: ® Proceeds of debt (2008 Sales Tax Note) of $5,850,000, and o Interest revenue of $200,000. The 2008 Sales Tax Note was issued for $7,680,000 and provided proceeds of $7,462,000 creating additional revenue (more than budgeted) of $1,612,000. However investment interest rates are currently very low, so the amount of projected interest revenue should be reduced. The anticipated net increase revenue is $1,500,000. That $1,500,000 is recommended to be used to increase the current appropriation for two street projects, the 86`h Street widening project (Main to Memorial) and the 106`h and Garnett intersection improvement project. RECOMMENDATION: Staff will recommend an increase in estimated revenue and an increase in the appropriation for expenditures of $1,500,000 in the Capital Improvements Fund. MEMORANDUM TO: HONORABLE MAYOR AND CITY COUNCIL CITY OF OWASSO FROM: SHERRY BISHOP ASSISTANT CITY MANAGER SUBJECT: SUPPLEMENTAL APPROPRIATION HOTEL TAX FUND — STRONG NEIGHBORHOODS DATE: February 6, 2009 BACKGROUND: On August 26, 2007, the Owasso voters approved an increase in the Hotel tax to be designated for the Owasso Strong Neighborhoods Initiative. The tax increased from 3% to 5% effective October 1, 2008 and the City began receiving the proceeds of the tax increase in November. For the three months reported to date, $18,176 has been collected. Estimated revenue for this fiscal year (through June 2009) is $46,000. Interviews are ongoing for the position of Strong Neighborhoods coordinator. The position is expected to be filled by March 1. Estimated costs for the salary and benefits and other program expenditures through the end of the 2009 fiscal year are $35,000. The program will be budgeted as the Economic Development Department — Strong Neighborhood Program within the Hotel Tax Fund. RECOMMENDATION: Staff will recommend approval of a supplemental appropriation increasing estimated revenues by $46,000 and increasing the appropriation for expenditures by $35,000 in the Hotel Tax Fund, Economic Development Department — Strong Neighborhood Program. t . __ ►11' "Col 480 a SUBJECT: 13f BACKGROUND: HONORABLE CHAIR AND TRUSTEES OWASSO PUBLIC WORKS AUTHORITY SHERRY BISHOP ASSISTANT CITY MANAGER OWRB DEBT REFINANCING February 6, 2009 The Oklahoma Water Resources Board (OWRB) operates the State Revolving Fund (SRF) loan program and the Financial Assistance Program (FAP). These programs provide low interest financing for eligible projects. Since 1993, all of Owasso's water and wastewater projects have been financed by the OWRB. Working with the OWRB, our Financial Advisor, Keith McDonald, and Bond Counsel, Allan Brooks, have determined that three of the OPWA variable rate notes could be refinanced at a significant interest savings. They are working to create a pool of borrowers to participate in an OWRB refunding bond issue. The three OPWA notes that could be included in the refinancing are — Outstanding Principal Balance Series 1999B $406,700 Series 2001E $1,297,000 Series 2001C $712,000 Total $2,415,700 These three notes are part of a pool of OWRB variable rate debt that is re -marketed every six months. The rate is then set for the next semi-annual interest period. Over the past ten years of the 1999 note, the rate has ranged from a low of 1.75% to a high of 4.972%. The rate for the current period (September 2008 through March 2009) is 3.05%. Our advisors have recommended that this is a good time to replace this type of variable rate debt with a fixed rate debt. Because the current debt has a variable interest rate, assumptions must be made in order to estimate the amount of savings that could be achieved. If interest on the variable rate debt was 4% until final maturity of the current debt in 2022, the interest savings would be about $200,000. All costs and fees for the refinancing would be included in the principal of the new debt. RECOMMENDATION: The OWRB requires action by the OPWA Trustees before they will proceed with plans to the refinance this debt. Therefore, staff will recommend approval of an application for refinancing at the February 10, 2009 meeting.
