HomeMy WebLinkAbout1990.10.16_City Council MinutesOWASSO CITY COUNCIL OCTOBER 16, 1990 On Tuesday, October 16, 1990 the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, October 12, 1990. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:00 p.m. with Mayor Thompson presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Mayor Thompson. ITEM 3: ROLL CALL. PRESENT: Mark Thompson, Mayor John P. Phillips, Vice Mayor Jason P. Gittelman, Councilman Patricia K. Marlar, Councilwoman Von E. Stockier, Councilman Rodney J. Ray, City Manager Ronald D. Cates, City Attorney Jane Buchanan, City Clerk ABSENT: None A quorum was declared present. ITEM 4: REQUEST APPROVAL OF THE MINUTES FOR THE OCTOBER 2. 1990 MEETING. A motion was made by J. Phillips, seconded by V. Stockier, to approve the minutes, as written, by reference made a part hereto. AYE: Phillips, Stockier, Gittelman, Marlar, Thompson NAY: None MOTION: Carried 5-0 1 OWASSO CITY COUNCIL OCTOBER 16, 1990 ITEM 5: REQUEST FOR APPROVAL OF THE WARRANTS. A motion was made by J. Phillips, seconded by J. Gittelman, to approve the warrants as follows: (1) General Fund $23,791.58 (2) Ambulance Service Fund $305.30 (3) City Garage $7,320.26 (4) Revenue Bond Project Fund $3,094.39 (5) General Fund Payroll $65,920.67 and (8) City Garage rayroll $2,757.42. AYE: Phillips, Gittelman., Marlar, Stockler, Thompson NAY: None MOTION: Carried 5-0 ITEM 6: REQUEST FOR COUNCIL APPROVAL OF A REQUEST TO SOLICIT BIDS FOR THE CONSTRUCTION OF IMPROVEMENTS TO THE SOUTH MAIN STREET DRAINAGE FACILITY PROVIDING FOR FENCI_N~ GUARD RAILS. AND WALKWAY PROTECTION. Mr. Ray presented this item to Council stating this project was funded in 1984 with a Community Development Block Grant. An open drainage structure was designed and built. Citizens living in the area have complained that there is no protection near the structure to prevent access by children or vehicles and that it is a safety hazard. He reviewed a staff proposal to correct the problem and asked approval to solicit for bids. After discussion, a motion was made by P. Marlar, seconded by J. Gittelman, to solicit for bids for the construction of improvements and funding for this project will be with existing revenues in the general fund. AYE: Marlar, Gittelman, Stockler, Phillips, Thompson NAY: None MOTION: Carried 5-0 ITEM 7: REQUEST FOR COUNCIL CONFIRMATION OF MAYORS APPOINTMENT TO THE OWASSO BOARD OF ADJUSTMENT. Mayor Thompson stated Mr. Robert Griffin has resigned from the Board. He requested Council confirm his nomination of Mr. James Smalley to fill this vacancy. A motion was made by M. Thompson, seconded by V. Stockler, to appoint Mr. James Smalley to the Board of Adjustment to complete the term of Mr. Robert Griffin. 2 OWASSO CITY COUNCIL OCTOBER 16, 1990 AYE: Thompson, Stockier, Marlar, Gittelman, Phillips NAY: None MOTION: Carried 5-0 Note: This term expires June 30, 1993. jb ITEM 8: REQUEST FOR COUNCIL APPROVAL OF ORDINANCE NO 419 AN ORDINANCE ATTACHING A TRACT OF LAND LOCATED NORTH OF THE NORTHWEST CORNER OF 86TH STREET NORTH AND 145TH EAST AVE. THIS PROPERTY IS OWNED BY THE NAZARENE CHURCH OF OWASSO. Mr. Steve Compton presented three Ordinances to Council stating these are all annexation requests made by the property owners. All necessary steps have been completed leading to the Council level of decision making. This piece of property is bounded on three sides by existing city limits, it is undeveloped and its annexation will help to straighten up one of our boundary lines. A motion was made by V. Stockier, seconded by P. Marlar, to approve Ordinance No. 419. AYE: Stockier, Marlar, Phillips, Gittelman, Thompson NAY: None MOTION: Carried 5-0 ITEM 9: REQUEST FOR COUNCIL APPROVAL OF ORDINANCE NO 420 AN ORDINANCE ATTACHING A TRACT OF LAND LOCATED ON THE RIGHT-OF-WAY OF U.S. HIGHWAY NO. 169 GENERALLY BETWEEN 76TH STREET NORTH AND 96TH STREET NORTH THIS PROPERTY IS OWNED BY THE STATE OF OKLAHOMA AND TULSA COUNTY Mr. Compton stated this is an annexation need we have had for some time. This action will bring the service roads along #169 between 76th Street and 86th Street into the corporate city limits. This will allow the City to do some mowing and beautification work along the expressway, but not require the city to do any maintenance work on the road surface. A motion was made by J. Phillips, seconded by V. Stockier, to approve Ordinance No. 420. AYE: Phillips, Stockier, Gittelman, Marlar, Thompson NAY: None MOTION: Carried 5-0 3 OWASSO CITY COUNCIL OCTOBER 16, 1990 ITEM 10: REQUEST FOR COUNCIL APPROVAL OF ORDINANCE NO, 421. AN ORDINANCE ATTACHING A TRACT OF LAND LOCATED EAST OF THE SOUTHEAST CORNER OF 116TH STREET NORTH. THIS PROPERTY IS OWNED BY THE CITY OF OWASSO. Mr. Compton stated this pertains to the 78 acres of land that the City purchased to construct a Sports/Plex. It is bounded by existing city limits on the east side of the property. A motion was made by J. Gittelman, seconded by P. Marlar, to approve Ordinance No. 421. AYE: Gittelman, Marlar, Stockier, Phillips, Thompson NAY: None MOTION: Carried 5-0 ITEM 11: REPORT FROM CITY MANAGER. A written report was given to Councilmembers. ITEM 12: REPORT FROM CITY ATTORNEY. None ITEM 13: UNFINISHED BUSINESS FROM PREVIOUS MEETING. None ITEM 14: NEW BUSINESS Mr. Maxwell David Simpson addressed Council concerning the traffic problems on N. Elm Street created by the street construction and detours. He asked for some relief to the traffic and speeding problems for the safety of the children in the neighborhood. After discussion, Council directed the City Manager and staff to take necessary steps to help control the problems there. 4 OWASSO CITY COUNCIL ITEM 15: ADJOURN. OCTOBER 16, 1990 With there being no further business to be brought before the Council, Mayor Thompson asked for a motion to adjourn. A motion was made by P. Marlar, seconded by V.
