HomeMy WebLinkAbout1990.05.01_City Council MinutesOWASSO CITY COUNCIL MAY 1, 1990 On Tuesday, May 1, 1990 the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hali bulletin board at 4:00 p.m. on Friday, April 27, 1990. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:00 p.m. with Mayor Marlar presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Mayor Marlar. ITEM 3: ROLL CALL. PRESENT: Patricia K. Marlar, Mayor Mark Thompson, Vice Mayor Stacy P. Lamb, Councilman Von E. Stockler, Councilman John P. Phillips, Councilman Rodney J. Ray, City Manager Ronald D. Cates, City Attorney Jane Buchanan, City Clerk ABSENT: None A quorum was declared present. ITEM 4: REQUEST APPROVAL OF THE MINUTES FOR THE REGULAR MEETING OF APRIL 17. 1990. A motion was made by M. Thompson, seconded by V. Stockler, to approve the minutes, as written, by reference made a part hereto. AYE: Thompson, Stockler, .Phillips, Lamb, Marlar NAY: None MOTION: Carried 5-0 1 OWASSO CITY COUNCIL MAY 1, 1990 ITEM 5: REQUEST FOR APPROVAL OF THE WARRANTS. A motion was made by V. Stockier, seconded by approve the warrants as follows: (1) General Ambulance Service Fund $62.90 (3) City Garage Cemetery Care $75.90 (5) Revenue Bond Project (6) General Fund Payroll $59,367.56 and (8) C $2,649.35. M. Thompson, to Fund $17,180.65 (2) $2,257.78 (4) Fund $52,396.17 and ity Garage Payroll AYE: Stockier, Thompson, Phillips, Lamb, Marlar NAY: None MOTION: Carried 5-0 ITEM 6: A REQUEST TO RZONE PROPERTY LOCATED NORTH OF THE NORTHEAST CORNER OF 129TH EAST AVENUE AND 76TH STREET NORTH. CASE NO. OZ-81. Mr. Steve Compton reviewed the case with the Council stating the Planning Commission voted 5-0-0 to recommend approval of this request. This is a vacant, unplatted tract of land containing approximately 3.1 acres and is zoned Commercial Shopping (CS). The request is to rezone the CS portion to Residential Single- Family High Density (RS-3) District zoning for a proposed single family use. After discussion, a motion was made by V. Stockier, seconded by S. Lamb, to approve the request to rezone the tract to RS-3. AYE: Stockier, Lamb, Phillips, Thompson, Marlar NAY: None MOTION: Carried 5-0 ITEM 7: REQUEST FOR APPROVAL OF A REPEAT OF COPPER MEADOWS I SPECIFICALLY RELATING TO LOTS 3 4 5 & 6 OF BLOCK 5. Mr. Compton presented this item to Council stating the applicant is making this request to correct the property lines at the Southeast corner of Phase I. Some easements have been changed from the original plat. Mr. Compton stated the Technical Advisory Committee reviewed this request and recommended approval subject to certain standard replatting conditions. The Planning Commission concurred with the TAC and recommends approval subject to conditions. 2 ,~ OWASSO CITY COUNCIL MAY 1, 1990 Mr. Compton stated he recommends approval subject to the conditions recommend by the Planning Commission being incorporated into the plat prior to final execution of the documents. A motion was made by J. Phillips, seconded by V. Stockler, to approve the replat of Copper Meadows I suject to all conditions being met propr to final execution of documents. AYE: Phillips, Stockler, Thompson, Lamb, Marlar NAY: None MOTION: Carried 5-0 ITEM 8: PRESENTATION OF FINAL REPORT FROM THE CAPITAL IMPROVEMENTS COMMITTEE. Councilman Phillips chaired this committee and gave a brief overview to the Council on the goals of committee. "~`"`~ Mr. Ray then reviewed the report with the Council stating the report recommends a special meeting be called for the purpose of conducting a public hearing on the recommendations. After a hearing, the Council could take final action so the approved recommendations could be included in the 1990-91 budget. Mayor Marlar called a special meeting for Tuesday, May 8, 1990 at 7:00 p.m. for a Public Hearing on the report. ITEM 9: NOTIFICATION OF THE CANCELLATION OF THE REGULARLY SCHEDULED CITY COUNCIL MEETING OF MAY 15 1990 AND SUBSEQUENT RESCHEDULING OF THAT MEETING FOR 7.00 P M ON_MONDAY. MAY 14. 1990. NOTICE GIVEN OF THIS CHANGE IS AMDE PURSUANT TO "TITLE 25 OS SECTION 311 SUBSECTION 8". Mayor Marlar stated there is a meeting of state legislators in Oklahoma City on the evening of May 15th for the expressed purpose of allowing our City Council members and eight cities to visit with these elected officials. She feels this is a unique opportunity and is rescheduling the council meeting. ITEM 10: SPECIAL PRESENTATION OF APPRECIATION AND RECOGNITION TO COUNCILMAN STACY LAMB. 3 OWASSO CITY COUNCIL MAY 1, 1990 Mayor Marlar presented Councilman Lamb with a gift of appreciation for his term of office and Mr. Ray read a list of Council accomplishments during his three year term. ITEM 11: REPORT FROM CITY MANAGER. A written report was given to Councilmembers. ITEM 12: REPORT FROM CITY ATTORNEY. None ITEM 13: UNFINISHED BUSINESS FROM PREVIOUS MEETING None ITEM 14: NEW BUSINESS Mayor Marlar Proclaimed the week of May 13-19, 1990 as Osteoporosis Prevention Week. ITEM 15: ADJOURN. With there being no further business to be brought before the Council, Mayor Marlar asked for a motion to adjourn. A motion was made by V. Stockler, seconded by J. Phillips, to adjourn.
