APRIL 9, 1990
On Monday, April 9, 1990 the Owasso City Council met in a
special session in the Council Chambers at the Community Center
per the Notice of Public Meeting and Agenda posted on the City
Hall bulletin .board at 4:00 p.m, on Thursday, April 5, 1990.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 5:30 p.m. with Mayor Marlar
presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Mayor Marlar.
ITEM 3: ROLL CALL.
PRESENT: Patricia K. Marlar, Mayor
Mark Thompson, Vice Mayor
Von E. Stockier, Councilman
John P. Phillips, Councilman
Rodney J. Ray, City Manager
Ronald D. Cates, City Attorney
Jane Buchanan, City Clerk
ABSENT: Stacy P. Lamb, Councilman
A quorum was declared present.
ITEM 4: REQUEST COUNCIL AUTHORIZATION TO SOLE SOURCE PURCHASE
50 000 BIODEGRADABLE COMPOST BAGS AND SLEEVES FROM
NORTH AMERICAN PLASTICS IN THE AMOUNT OF $9,750.00.
Mr. Ray stated this request is to designate the North American
Plastics Company as the "sole provider" of the bags and packaging
specified by the City for use in its yard-waste separation
program. The price is 19.5 cents per bag, for a total purchase
price of $9,750.00. This is the only company that meets all the
specifications and criteria in the bags and packaging.
He asked for authorization to sole source the purchase.
Mayor Marlar stated all the detailed information has been
supplied the Councilmembers and interested parties and asked if
there was any discussion or comments.

A motion was made by M. Thompson, seconded by V. Stockler, to
authorize the sole source purchase of 50,000 biodegradable
compost bags and sleeves from North American Plastics in the
amount of $9,750.00
AYE: Thompson, Stockler, Phillips, Marlar
NAY: None
MOTION: Carried 4-0
ITEM 5: ADJOURN.
With there being no further business to be brought before the
Council, Mayor Marlar asked for a motion to adjourn.
A motion was made by V. Stockler, seconded by J. Phillips, to
adjourn.
AYE: Stockler, Phillips, Thompson, Marlar
NAY: None
MOTION: Carried 4-0
Meeting was adjourned at 8:33 p.m.
