APRIL 3, 1990
On Tuesday, April 3, 1990 the Owasso City Council met in a
regular session in the Council Chambers at the Community Center
per the Notice of Public Meeting and Agenda posted on the City
Hall bulletin board at 4:00 p.m. on Friday, March 30, 1990.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:05 p.m. with Mayor Marlar
presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Mayor Marlar.
ITEM 3: ROLL CALL.
PRESENT: Patricia K. Marlar, Mayor
Mark Thompson, Vice Mayor
Stacy P. Lamb, Councilman
John P. Phillips, Councilman
Rodney J. Ray, City Manager
Ronald D. Cates, City Attorney
Jane Buchanan, City Clerk
ABSENT: Von E. Stockier, Councilman
A quorum was declared present.
ITEM 4: REQUEST APPROVAL OF THE MINUTES FOR THE REGULAR MEETING
OF MARCH 20, 1990.
A motion was made by M. Thompson, seconded by J. Phillips, to
approve the minutes, as written, by reference made a part hereto.
AYE: Thompson, Phillips, Lamb, Marlar
NAY: None
MOTION: Carried 4-0

ITEM 5: REQUEST FOR APPROVAL OF THE WARRANTS.
A motion was made by M. Thompson, seconded by J. Phillips, to
approve the warrants as follows: (1) General Fund $30,770.98 (2}
Ambulance Service Fund $448.24 (3) Cemetery Care $69.99 (4) City
Garage $3,241.01 (5) E-911 $1,926.27 (6) Revenue Bond Project
Fund $70,331.52 and (9) General Fund Payroll $59,655.17 and (8)
City Garage Payroll $2,480.84.

MOTION: Carried 4-0
ITEM 6: APPEAL OF THE DECISION OF THE OWASSO PLANNING
COMMISSION WITH REGARD TO A ZONING DENIAL (OZ-80) ON
PROPERTY LOCATED AT THE NORTHEAST CORNER OF 123RD EAST
AVE. AND 86TH STREET NORTH OWASSO OKLAHOMA PROPERTY
OWNER IS OWASSO PROPERTIES ONE. INC.
This item was postponed until the April 17th meeting.
ITEM 7: REQUEST COUNCIL ACTION ON RESOLUTION NO. 90-02. A
RESOLUTION DISSOLVING THE COMMUNITY CENTER ADVISORY
BOARD.
Mr. Ray stated this board was established in 1978 to oversee the
operations of the Center. Since that time, a Director has been
hired and many of the duties of the Board has been incorporated
into the administrative offices of the city. Mr. Ray recommended
the approval of this Resolution.
A motion was made by J. Phillips, seconded by S. Lamb, to approve
Resolution No. 90-02.
AYE: Phillips, Lamb, Thompson, Marlar
NAY: None
MOTION: Carried 4-0
Mayor Marlar directed the City Manager to have letters sent to
all active members of the Board expressing the City's sincere
appreciation for their service.
ITEM 8: REPORT FROM CITY MANAGER.
A written report was given to Councilmembers.

None
ITEM 10: UNFINISHED BUSINESS FROM PREVIOUS MEETING.
None
ITEM 11: NEW BUSINESS
None
ITEM 12: ADJOURN.
With there being no further business to be brought before the
Council, Mayor Marlar asked for a motion to adjourn.
A motion was made by M. Thompson, seconded by S. Lamb, to
adjourn.

NAY: None
MOTION: Carried 4-0
Meeting was adjourned at 7:37 p.m.
