HomeMy WebLinkAbout1990.03.06_City Council MinutesOWASSO CITY COUNCIL MARCH 6, 1990 On Tuesday, March 6, 1990 the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, March 2, 1990. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:01 p.m. with Mayor Marlar presiding. ITEM 2: FLAG SALUTE. The flag salute was led by the Osage Service Unit from Owasso of the Magic Empire of Girl Scouts. ITEM 3: ROLL CALL. PRESENT: Patricia K. Marlar, Mayor Mark Thompson, Vice Mayor Von E. Stockler, Councilman John P. Phillips, Councilman Stacy P. Lamb, Councilman Ronald D. Cates, City Attorney Jane Buchanan, City Clerk ABSENT: Rodney J. Ray, City Manager A quorum was declared present. ITEM 4: REQUEST APPROVAL OF THE MINUTES FOR THE REGULAR MEETING OF FEBRUARY 20 1990 AND THE SPECIAL MEETING OF MARCH 1, 1990. A motion was made by M. Thompson, seconded by J. Phillips, to approve the minutes, as written, by reference made a part hereto. AYE: Thompson, Phillips, Stockler, Lamb, Marlar NAY: None MOTION: Carried 5-0 1 OWASSO CITY COUNCIL MARCH 6, 1990 ITEM 5: REQUEST FOR APPROVAL OF THE WARRANTS. A motion was made by V. Stockler, seconded by M. Thompson, to approve the warrants as follows: (1) General Fund $45,631.15 (2) Ambulance Service Fund $38.00 (3) City Garage $761.49 (4) E-911 $2,057.33 (5) Revenue Bond Project Fund $211,168.03 (6) General Fund Payroll $58,068.21 and (8) City Garage Payroll $2,610.41. AYE: Stockler, Thompson, Phillips, Lamb, Marlar NAY: None MOTION: Carried 5-0 ITEM 6: PRESENTATION TO THE MAYOR MAKING HER AN HONORARY GIRL SCOUT. The Osage Service Unit from Owasso of the Magic Empire of Girl Scouts made a presentation to the Mayor making her an honorary Girl Scout. ITEM 7: REQUEST FOR COUNCIL ACTION ON ORDINANCE NO. 413. A REQUEST BY THE FIRST UNITED METHODIST CHURCH TO CLOSE THE SOUTH 90 FEET OF A UTILITY EASEMENT GENERALLY LOCATED BETWEEN LOTS 3 AND 6 BLOCK 7 ORIGINAL TOWN OF OWASSO. ALSO KNOWN AS 201 NORTH MAIN OWASSO OKLAHOMA. Mr. Steve Compton, Community Development Director, presented this item to Council this would allow the church building to be expanded. The easement presently contains a sanitary sewer line serving only the church. The Technical Advisory Committee and the Planning Commission recommend approval. He stated the church will also have to carry out legal action to foreclose on the city's right to reopen the easement. The applicant has been informed that when the easement is closed, the sanitary sewer line located within it becomes the responsibility of the church. A motion was made by J. Phillips, seconded by S. Lamb, to approve Ordinance No. 413. AYE: Phillips, Lamb, Thompson, Stockler, Marlar NAY: None MOTION: Carried 5-0 ITEM 8: REPORT FROM CITY MANAGER. A written report was given to Councilmembers. 2 OWASSO CITY COUNCIL MARCH 6, 1990 ITEM 9: REPORT FROM CITY ATTORNEY. None ITEM 10: UNFINISHED BUSINESS FROM PREVIOUS MEETING. None ITEM 11: NEW BUSINESS Mr. Ron Ogan, a property owner, addressed the Council with his concerns over the lack of progress with regards to the construction of a golf course in Owasso. He voiced his opinion that the course needed to be built on the west side of Owasso. Mayor Marlar thanked Mr. Ogan for addressing the Council and gave a brief review of the OPGA's current actions. ITEM 12: ADJOURN. With there being no further business to be brought before the Council, Mayor Marlar asked for a motion to adjourn. A motion was made by V. Stockler, seconded by J. Phillips, to adjourn.
