On Tuesday, February 6, 1990 the Owasso City Counc it met in a
regular session in the Council Chambers at the Community Center
per the Notice of Public Meeting and Agenda posted on the City
Hall bulletin beard at ~:OU p.m. on Friday, February ~, 199u.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:OU p.m, with Mayor Mariar
presiding.

The flag salute was led by Mayor Marlar.

Manor Marlar requested confirmation of Ms. Sherry Lambert, City
Treasurer, to rep face Mr. Crowe on RMUA.
A motion was made by hi. Thompson, seconded by V. Stoc~.ier, to
confirm the Mayors appointment of Ms. Sherry Lambert to RMUA
replacing Mr. ~~rowe.

ITEM 7: REQUEST FOR COUt~lCIL APPROVAL GF THE SuLICITATI~~~N OF
BIDS FOR THE PURPOSE OF REPLACING THREE HEATING UNITS
LOCATED IN THE LOWER SECTION iFIRE DEPARTMEhJT) OF CITY
HALL.
Mr. Rav stated the units are a~ -least fourteen years old and are
estimated to costs approximately $i,u0u.u0 to repair. He also
stated due to the nature of the situation with only one unit now
working, he directed staff to advertise for bids and asked for
approval of the solicitation.
A mc;tion was made by P~. Thompson, seconded by 'v. Stockier, to
approve the solicitation of bids as requested.

ITEM 8: REQUEST COUNCIL ACTION ON ORDINANCE iVO. 41~. AN
ORDINANCE AMENDING THE CITY COLE FOR THE PURPOSE OF
PROVIDING FGR THE ENFORCEMENT OF TRAFFIC LAWS ON ALL
STREETS OPEN TO THE USE PRIVATE STREETS OPEN TO PUBLIC
USE.
Mr, Ray presented this item stating the current ordinances define
"street" or "highway" as the "entire width between the boundary
lines of every way publicly maintained when any part thereof is
open to the use of the publ i c for the purposes of vet-~i cul ar
traffic". The use of the term "publicly maintained" effectively
restricts the enforcement of our City traffic laws from these
streets that are open to public use but. are not dedicated public
streets. This amendment wi11 remove the words "publicly
maintained" and would allow enforcement in "general use" areas.
After discussion, a motion was made by M. Thompson, seconded by
J. Phillips, to approve Ordinance No. 412.

ITEM 9: REGtUEST FOR COUNCIL AWARD OF A CONTRACT IN THE AMOUNT
OF $234.850.00 TO YATES CONSTRUCTION COMPANY OF
SHAWNEE Ok;LAHOMA FOR THE PURPOSE OF COhJSTRUCTING
DP,AINAGE IMPROVEMENTS UNDER 76TH STP,EET NORTH AND
CERTAIN SERVICE ROADS.
Mr. Ray presented this item to Council stating bids were opened
on January 29, 1990 and have been reviewed by staff members and
Mr. John McElhennev with INCOG. Four bids were received. The_v

Construction by J. D. Inc.....$290,695
Yates Construction Co.........$234,t350
Mr. Ray recommended the Council award a contract to 'Yates
Construction in the amount of $234,8F0.00 and that the Mayor be
authorized to execute the necessary documents.
A motion was made by M. Thompson, seconded by J. Phillips, to
award the contract to Yates in the amount of 8234,850.00 and
authorize the Mayor to execute documents.

Mr. Ray stated this policy statement camel with the opinion or
staff that with our increased salary -levels should be accompanied
by corresponding increases in the qualif~cat;ons of tl'ie persons
we will accept as potential employees.
A motion was made by V. Stockier, seconded by J. Phillips, to

Mr. Ray and Mr. Cates presented this item to Council stating the
time frame for specific action under the condemnation proceedings
is beginning to draw near. Neither property owner has requested
a jury trial, therefore the price is set at $:~,SGG and ~4,uC1u per
acre and cannot be contested further.
After discussion, a motion was made by M. Thompson, seconded by
J. Phillips, to purchase the property ~r~i its entirety at the
commissioners price.

Mr. Paui Pickle who resides at 7705 North 1~~nd East Ave.
addressed Councii with a drainage problem that exists behind his
house. He ask:.ed for some assistance ,n curing the problem.
