HomeMy WebLinkAbout1989.01.17_City Council MinutesOWASSO CITY COUNCIL PAGE ONE JANUARY 17, 1989 On Tuesday, January 17, 1989 the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, January 13, 1989. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:00 p.m. with Mayor Lamb presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Mayor Lamb. ITEM 3: ROLL CALL. PRESENT: Stacy P. Lamb, Mayor Patricia Marlar, Vice Mayor John P. Phillips, Councilman Von E. Stockler, Councilman Mark Thompson, Councilman Rodney J. Ray, City Manager Ronald D. Cates, City Attorney Jane Buchanan, City Clerk ABSENT: None A quorum was declared present. ITEM 4: REQUEST FOR APPROVAL OF THE MINUTES OF JANUARY 3. 1989. A motion was made by M. Thompson, seconded by V. Stockler, to approve the minutes, as written, by reference made a part hereto. AYE: Thompson, Stockler, Marlar, Phillips, Lamb NAY: None MOTION: Carried 5-0 ITEM 5: REQUEST FOR APPROVAL OF THE WARRANTS. A motion was made by J. Phillips, seconded by M. Thompson, to approve the warrants as follows: (1) General Fund $14,662.49 (2) Ambulance Service Fund $110.00 (3) Capital Improvements $20,358.37 and (4) Revenue Sharing $194.00 (5) Wastewater Treatment Plant Construction $2,168.34 (6) Community Center $661.50 (7) Revenue Bond Project Fund $358.10 and (8) General Fund Payroll $58, 157.15. ~. OWASSO CITY COUNCIL PAGE TWO JANUARY 17, 1989 AYE: Phillips, Thompson, Marlar, Stockler, Lamb NAY: None MOTION: Carried 5-0 ITEM 6: PRESENTATION OF CERTIFICATE OF APPRECIATION TO REPRESENTATIVES OF THE OWASSO HIGH SCHOOL MARCHING BAND. Mayor Lamb introduced a group of band members and their parents. He then presented to the Band President the Certificate of Appreciation on behalf of the entire city. ITEM 7: REPORT TO THE COUNCIL RELATING TO THE ACTIVITIES AND PROGRAMS OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY. Mr. Bob Bumgarner and Mr. Tom Kimball gave the Council a brief report. ITEM 8: REQUEST TO AUTHORIZE THE MAYOR TO ENTER INTO A CONTRACT WITH CUMMINS CONSTRUCTION COMPANY FOR THE PURPOSE OF IMPROVING AND WIDING PORTIONS OF 86TH STREET NORTH. Mr. Kirby Crowe reviewed the bid documents and engineers recommendations. He stated Cummins Construction Company was the low bidder on all combinations of the bid. He recommended the contract be awarded to the low bidder in the amount of $2,161,927.00. for the "base bid" portion of the project. After discussion and questions, a motion was made by J. Phillips, seconded by M. Thompson, to award the contract to Cummins Construction Company in the amount of $2,161,927.00 for "base bid" work. AYE: Phillips, Thompson, Stockler, Marlar, Lamb NAY: None MOTION: Carried 5-0 ITEM 9: REQUEST TO AMEND THE CITY'S "CLEAN AIR POLICY" FOR THE PURPOSE OF ALLOWING THE SMOKING OF TOBACCO PRODUCTS IN CITY FACILITIES WHEN SUCH FACILITIES ARE RENTED FOR THE PURPOSE OF CONDUCTING PRIVATE MEETINGS NOT OPEN TO THE GENERAL PUBLIC. Mr. Ray presented this item to Council requesting Section B - Subsection 7 be added to the policy. A motion was made by P. Marlar, seconded by M. Thompson, to amend the "Clean Air Policy" as requested. A written report was given to Councilmembers. ITEM 11: REPORT FROM CITY ATTORNEY. Mr. Cates gave a report on the written opinion he had sent to Council on the relocation of Wood's Energy Products, Inc. with regard to the $800,000.00 promissory note to the Owasso Industrial Authority. He stated there is no clause that would call the note due and payable upon relocation. ITEM 12: UNFINISHED BUSINESS FROM PREVIOUS MEETING. None ITEM 13: NEW BUSINESS. None. ITEM 14: ADJOURN. With there being no further business to be brought before the Council, Mayor Lamb asked for a motion to adjourn. A motion was made by P. Marlar, seconded by V. Stockler, to adjourn.
