RE: APPLICATION # OA -05 -06 (See attached notice)
Subject: Rebuttal of the notice given by the Owasso Planning Commission to be held on
September 12, 2005.
To Whom it may concern,
I am extremely opposed to the proposed revision of the "2015 Land Use Master Plan" for
the following reasons:
* This is a fast growing residential area. There should be changeless building restrictions
to maintain property value and to keep noise and traffic to a minimum. No mobile homes,
moved -in- homes, low income housing additions or apartments should be allowed to be built.
* The property in question has a high value for residential development and the only
reason for this commercial re- zoning request is monetary value for the owners. This request has
no regard for the existing homeowners who surround the property.
* There are ample commercially zoned properties available to the north and south of this
property. Several of them already have vacant buildings that can be used. It would be in the best
interest of everyone involved to make use of these buildings for commercial development.
I am a new homeowner in this area. If I would have known that the property in question
was being considered for commercial zoning, I would have never invested in my home. I am not
entirely opposed to this property being annexed into Owasso, but I strongly oppose this revision.
This property should remain a single - family residential area.
Sincerely,
Mike Cohen

RE: APPLICATION #OA -05 -06 (*See attached notice for legal description)
Subject: Rebuttal of the notice given by the Owasso Planning Commission to be held on September 12,
2005
Dear Sir or Madam:
I am deeply opposed to the proposed revision of the "2015 Land Use Master Plan" for the following
reasons:
➢ This is a fast growing single- family residential area and should remain just that. There should be
strict building restrictions on homes to be built in order to maintain good property values
➢ No mobile homes, moved -in homes, low - income housing additions or apartments should be
allowed to be built
➢ In regard to the commercial zoning request, there are ample properties available just 1/3 miles
north and 1/2 mile south of this property with several buildings that have been vacant for a long
time. Renovate and make use of these buildings for commercial purposes. Owasso and
surrounding areas do not need commercial developments on every available corner. The
development of the "German Corner" and its surrounding area is sufficient enough for this area.
There are still a lot of "already- zoned" commercial sites that still have not been developed, use
those!
➢ The property in question has a high value for residential development and the only reason for this
commercial re- zoning request is strictly for monetary value for the owners with no regard for the
homeowners who surround this property
I do not oppose this property being annexed into Owasso, but I do strongly oppose the revision of the
112015 Land Use Master PIan ", as this property should remain a single - family residential area.
Sincerely,
Mike Henley

A LOOK AT THE BUSINESSES AT GERMAN CORNER
Vines Properties built a strip shopping center prior to 1980 plus a mini- storage unit on the west
side of Garnett, south of 1160' St. North. Walmart built a store along with Super H Grocery
Store during this time. Walmart became Bud's and sold Walmart merchandise retums and other
depressed items but closed around 1995. The store sat idle until Atwoods took possession
around 2003. Vines Properties have had a BBQ Restaurant, becoming a car lot which is now
closed. The shopping center houses Vines Offices and the Donut Shop are long term occupiers.
The Barber Shop was a dog grooming shop, the Tag Agency location was vacant a tong time in
the mid 1980's, Moffets Video Store was there for about a year. The current Motorcycle and
Taxidermist location was operated as several different restaurants. The current Day Care Center
has housed a Dentist office and other medical clinics, closing in 1989 and remained closed until
the day care center occupied the building. The liquor store has been the only tenant to stay open
sine 1986, other store locations have not had tenants on a long tam basis. Prior businesses have
been a Vacuum Sales and Service store, Health Food Store, Computer Repair shop and a Flower
Shop.
Legends BBQ occupies a location south of Vines Center, this site has been a brick yard, several
car lots and a car repair garage. Legends moved from across the street to this location a few
years ago because of needing more space.
Perry's Restaurant closed in 1989, had another restaurant for a short time then later rented to a
church.
German Acres Shopping Center has never had full occupancy at one time since it was built on
the east side of Garnett, south of 116* St. N. Barbers opened a convenience store in 1982, closed
in 1985 and sublet the store from 1986 through 1989. Loretta's Video Store opened 6 months later
than. sold to Moffet's in 1990. Mot's moved to Vines Center and the store was vacant until
reopened as a convenience store in 1992 and operated for about a year. A church was there
about 3 months then Gallery Video Store rented the space and has been there for about a year.
The current Denture store replaced a Frame Shop and Starr's Sandwich. Shop. That particular
location has been occupied for the past 19 years.
A Beauty Supply/Nu Image Beauty Shop was there in 1986 but moved to Tulsa in 1989 and sub-
leased the location to a. Church.
The Tanning Salon was proceeded by a Silly plower Sbop which closed in the late 80's.
A dance Studio opened in 1990 and closed before one year, now the site is a Real Estate Offiice.
A laundromat opened in 1989 and closed before one year, followed by a gym/body builders
business then a copier machine and offlce equipment storage unit and is now a satellite store.
Stand Alone Buildings in area;
The Smoke Shop and Dray Care buildings are new business ventures within the past 5 yews, prior
to that this location was a vacant field. The Cabinet Shop was a tire stone that was vacant in
1986.
Dairy Qum occupied the next building before 1986, then it was Larry's Fried Chicken which
moved to Owasso in 1989, then Starr's Sandwiches after moving from German Acres, then
Puzzles Restaurant, Legends B-B -Q which moved across the street and lastly, an Italian
Restaurant that has since closed. The building was closed several months between each
occupant.
Hale's Consignment Shop closed this year, the owner works part time in Owasso.
The oldest businesses on this corner are Quik Trip and Jo -Jo's Pet Stone. Quik Trip had ,good
business but nothing life the new location at Hwy 169 and Highway 20. The pet store moved
into the first QT location in February 1989 when Quik -Trip built the larger building on the
corner.
North of 116' St. No. along Garnett is an old service station which has been a used car lot for a
number of years, a small strip shopping center occupied by small church groups and the beer
joint.
As you can see, the variety of businesses has been numerous and very many have not succeeded,
therefore, we are very concerned as to what type of business would occupy the land north of
1160' St. No. With two automobile repair shops at 12e St. North and a new mini- storage unit
plus the multitude of empty store fronts in the immediate area, there seems to be a reasonable
doubt in our minds that this request for a zoning, change is unnecessary.
The area is residential on both sides of this strip of ground and we would like it to remain
residential.

RE: APPLICATION #OA -05 -07 ( *See attached notice for legal description)
Subject: Rebuttal of the notice given by the Owasso Planning Commission to be held on September 12,
2005
Dear Sir or Madam:
I am deeply opposed to the proposed revision of the "2015 Land Use Master Plan" for the following
reasons:
➢ This is a fast growing single - family residential area and should remain just that. There should be
strict building restrictions on homes to be built in order to maintain good property values
A No mobile homes, moved -in homes, low - income housing additions or apartments should be
allowed to be built
➢ In regard to the commercial zoning request, there are ample properties available just 113 miles
north and '/z mile south of this property with several buildings that have been vacant for a long
I do not oppose this property being annexed into Owasso, but I do strongly oppose the revision of the
"2015 Land Use Master Plan ", as this property should remain a single - family residential area.
Sincerely,
Mike Henley

side of Garnett, south of 116th St. North. Walmart built a store along with Super H Grocery
Store during this time. Walmart became Bud's and sold Walmart merchandise returns and other
depressed items but closed around 1995. The store sat idle until Atwoods took possession
around 2003. Vines Properties have had a BBQ Restaurant, becoming a car lot which is now
closed. The shopping center houses Vines Offices and the Donut Shop are long term occupiers.
The Barber Shop was a dog grooming shop, the Tag Agency location was vacant a long time in
the mid 1980's, Moffets Video Store was there for about a year. The current Motorcycle and
Taxidermist location was operated as several different restaurants. The current Day Care Center
has housed a Dentist office and other medical clinics, closing in 1989 and remained closed until
the day care center occupied the building. The liquor store has been the only tenant to stay open
since 1986, other store locations have not had tenants on a long term basis. Prior businesses have
been a Vacuum Sales and Service store, Health Food Store, Computer Repair shop and a Flower
Shop.
Legends BBQ occupies a location south of Vines Center, this site has been a brick yard, several
car lots and a car repair garage. Legends moved from across the street to this location a few
years ago because of needing more space.

church.
