The agenda for the regular meeting was posted at the north entrance to City Hall on December
17, 2003 at 12:00 PM.
1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 PM
and declared a quorum present.
2. ROLL CALL
3. CONSIDER APPROVAL OF THE MINUTES OF DECEMBER 8, 2003 REGULAR
MEETING - The Commission reviewed the minutes of December 8, 2003 Regular
Meeting, Dewey Brown moved, seconded by Dale Prevett to approve the minutes. A vote
on the motion was recorded as follows:

The motion carried 3 -0.
4. OLS O4 -01 (Old First Baptist Church) - A request from Owasso Land Trust for the
approval of a Lot Split of approximately 6.75 acres located in the southeast corner of N.
125' E. Ave. and E. 86"' St. N.
The Chair introduced the item and Duane Cuthbertson gave the staff review. The
applicant is requesting a lot split which will create two lots of fairly equal sizes so that
Owasso Land Trust may purchase the northern half currently occupied by the church
facility. The Owasso Technical Advisory Committee reviewed the request at their
December 30, 2003 regular meeting. No conditions were noted. Staff recommends
approval of OLS 04 -01.
Ray Haynes moved to approve the lot split request, seconded by Dale Prevett. A vote on

5. OPUD 18 -A (Coffee Creek Amendment) - A request from Owasso Land Trust for the
review and approval of an amendment to the Coffee Creek PUD - 18 to incorporate an
additional 0.94 acres into the to rezone approximately 15.00 acres, more or less from AG
(Agricultural General District) to RS -3 (Residential Single Family High Density District).
The subject property is located on the south side of E. 116'h St N. approximately 1700
feet east of the E. 116`' St. N. and N. Garnett Rd. intersection.
The Chair introduced the case and Duane presented the item. The surrounding land use
and surrounding zoning was described. This parcel of property is surrounded by the
Coffee Creek Planned Unit Development also being developed by Owasso Land Trust.
The applicant desires to incorporate the subject property into the Planned Unit
Development already established for the surrounding Coffee Creek area. Staff published
legal notice of the annexation petition in the Owasso Reporter and mailed notices to
property owners within a 300' radius of the site. Staff has received no phone calls or
correspondence in opposition. Staff recommends approval of OPUD 18 -A to incorporate
the subject property into the Coffee Creek PUD 18.
Dale Prevett moved to approve OPUD 18 -A, Dewey Brown seconded the motion. A
vote on the motion was recorded as follows:

6. Preliminary Plat - (Chelsea Park)- A request from Tulsa Engineering and Planning
Associates, Inc. for the review of a preliminary plat for the proposed Chelsea Park
residential subdivision containing 106 lots on 6 blocks within 25.59 acres located '/a
mile south of E. 116'h St. No. on the west side of No. 145`h East Avenue.
The Chair introduced the case and Duane gave staff review. He described the
surrounding land use and the surrounding zoning. The preliminary plat proposes 106 lots
on six (6) blocks and meets all requirements set forth in the Owasso Zoning Code except
where specified in the Technical Advisory Committee comments. The City of Owasso
will provide residential sewer service, while the rural water district #3 of Washington

County will provide water service. Mr. Tim Terrel with Tulsa Engineering was present
to answer any questions. Mr. Terrel presented a conceptual plan for stormwater
drainage. The 30' reserve area on the west side of the property was discussed.
The Owasso Technical Advisory Committee reviewed the plat and had the following
conditions:
1. Community Development - Establish provisions for accel /decel lanes along N. 145'
E. Ave. into the subdivision.
2. Community Development - Ensure that sidewalks are located along the subdivisions
parameter adjacent to N. 145" E. Ave. and along all reserved areas in the subdivision
abutting streets.
3. Community Development - The Elm Creek Sanitary Sewer fee and the Storm Siren
fee of $1580.00 per acre and $16.00 per acre respectively must be paid before a final
plat is approved and released.
4. Public Works - Drainage details for the subdivision must be submitted for city review
and approval before building permits may be released.
5. Fire Marshal - A fire hydrant must be placed in the southwest corner of the proposed
addition.
6. Washington County Rural Water - Establish a 15' Utility Easement along the front of
all residential lots.
7. Washington County Rural Water - Show existing water line on N. 145"' E. Ave.
Ray Haynes moved to approve the Preliminary Plat subject to the above staff and TAC
recommendations, Dewey Brown seconded the motion. A vote on the motion was
recorded as follows:

7. Preliminary Plat (Garrett Creek Center) - A request from Paragon Development
Group for the review of a preliminary plat for the proposed Garrett Creek Center
containing seven (7) lots on two (2) blocks within 9.65 acres of commercial property
located in the southwest corner of U.S. Hwy 169 and E. 116' Street North.
The Chair introduced the item and Duane reviewed the staff report. The applicant is
requesting approval of the Garrett Creek Center preliminary plat so that they may plat and
eventually develop the property as a commercial shopping center. The developer would
like to divide the property into seven (7) lots on two (2) blocks. Access to and from the

properties will be limited along East 116`x' Street North as a `Limit- of -No- Access' will be
established along the entire northern property line of the proposed plat with the exception
of Lot 1 in Block 1, two mutual access easements and the proposed service road. Traffic
control by way of access easements was discussed. Mr. Alan Blaksley was present to
address any concerns.
The Owasso Technical Advisory Committee reviewed the plat and had the following
conditions:
1. Name the service road: North 135' East Avenue
2. Show addresses on the plat as follows:
Block 1, Lot 1: 13302 East 116' Street North
Block 1, Lot 2: 13308 East 116th Street North
Block 1, Lot 3: 13314 East 116' Street North
Block 1, Lot 4: 13318 East 116' Street North
Block 2, Lot 1: 11507 North 135' East Ave
Block 2, Lot 2: 13506 East 116" Street North
Block 2, Lot 3: 11503 North 135``' East Ave.
3. Show a 50' building setback line from East 116`'' Street North and U. S.
Highway 169 on the plat.
4. Provide sidewalks along N. 116'h St. N.
5. Show the width of the Sewer Force Main Easement on the plat.
6. Provide site detention details to Public Works
7. Provide covenants that detail responsibility of maintenance and utility
provisions.
8. Drainage facilities must be approved and in place before any building permits
are approved.
Ray Haynes moved to approve the preliminary plat for Garrett Creek Center subject to
TAC and Staff recommendations and subject to a `Limit of No Access' is established on
Lot 1, Block 2. Dale Prevett seconded the motion. A vote on the motion was recorded
as follows:

8. Final Plat ( Owasho of Owasso) - A request from Kellogg Engineering for the review
and approval of a final plat for the proposed Owasho of Owasso containing one (1) lot on
one (1) block consisting of approximately 0.65 acres of commercial property located '/z
mile north of E. 86' Street North on the east side of N. 145" East Avenue.

The Chair introduced the case and Duane gave review. The owner is proposing to
purchase and develop 0.68 acres consisting of a portion of lots two (2) and three (3) of
block 11 in the existing Preston Lakes Addition. Staff recommends approval of the
Owasho of Owasso Final Plat subject to the successful executive of the TAC conditions.
Mr. Chad Williams with Kellogg Engineering was present to answer questions.
Discussion was held regarding the 5' drainage easement on the northern boundary. A
letter was presented to the Commissioners regarding an agreement to legally tie together
the remaining portion of Lot 2 into Lot 1, Block 11 in order for the property to be utilized
and buildable (copy of letter attached).
Ray Haynes moved to approve the Final Plat of Owasho of Owasso subject to TAC and
Staff recommendations, Dewey Brown seconded the motion. A vote on the motion was
recorded as follows:

9. Site Plan ( Owasho of Owasso) - A request from Kellogg Engineering for the review and
approval of a site plan for the proposed Owasho of Owasso Car Wash facility located 1/2
mile north of E. 86thfor the review of a site plan for the Storage Source containing
approximately 1.89 acres, more or less. The subject property is described as Lots 12 and
13, Block 5, Hale Acres Addition and is located on the west side of N. Garnett Rd.
approximately 200 feet north of the N. Garnett Rd. and E. 112"' St. N. intersection.
The Chair introduced the item and Duane reviewed. The developer proposes to construct
a five (5) manual bay and one (1) automatic bay car washing facility. There is one
entry /exit provided to the site from N. 145" E. Ave. There already exists space for
automobile acceleration and deceleration on the arterial. An additional 5' drainage
easement is required to accommodate a drainage way on the northern side of the site.
Storm water run -off and detention is accommodated by a regional detention facility to the
east of the site however the site's specific detention plans must still be finalized and
approved by Public Works. Mr. Chad Williams with Kellogg Engineering was present to
address concerns. The Technical Advisory Committee reviewed the site plan and
submitted the following comments:
1. Community Development - Pay the City of Owasso $1074.40 for the Elm
Creek sewer extension before the Final Plat or Building permit is released.
2. Community Development - Pay $10.88 City of Owasso Storm Siren fee.

3. Public Works - Adjust the site paving so as to leave the 5' drainage
easement on the northern boundary unobstructed.
4. Public Works - Detention plans must be approved by the Owasso Public
Works Department before any building permit may be issued.
Ray Haynes moved to approve the site plan for Owasho of Owasso subject to the above
TAC and Staff recommendations and subject to an additional 5' drainage easement to
accommodate a drainage way on the northern side of the site. No development or paving
will be allowed on the drainage easement so that the channel may be kept clear of
obstruction. Dale Prevett seconded the motion. A vote on the motion was recorded as
follows:

10. Site Plan (Dirty Dawg Mini - Storage) - A request from D. J. Gall for the review and
approval of a site plan for the proposed Dirty Dawg Mini - Storage facility located in the
southeast corner of N. 109' E. Ave. and E. 116' St. N.
The Chair introduced the item and staff review was given by Duane. The proposed site is
zoned IL (Light Industrial). The applicant proposes to build a 12,750 square foot
building containing a mini - storage facility on .94 acres. The applicant, Mr. D. J. Gall,
was present to address any concerns. Detailed drawings of the facility were presented to
the Commissioners. The Technical Advisory Committee reviewed the site plan at the
October 29`'' and at the December 30"' regular meeting and submitted the following
comments:
1. Pay $50.00 per water tap to the Washington County Rural Water District
#3.
2. Locate a fire hydrant on site or in accordance with the Owasso Fire
Marshal.
3. Detention plans must be approved by the Owasso Public Works
Department before any building permit be issued.
Dale Prevett moved to approve the Site Plan for the Dirty Dawg Mini - Storage subject to
the above Staff and TAC conditions and subject to a properly sized drainage pipe, under
the paved road, to assure acceptable water flow. Ray Haynes seconded the motion. A
vote on the motion was recorded as follows:

will be "tied together" and hereafter conveyed together as a combined tract.
