HomeMy WebLinkAbout1996.04.02_City Council MinutesOWASSO CITY COUNCIL MINUTES OF REGULAR MEETING Tuesday, April 2, 1996 The Owasso City Council met in regular session on Tuesday, April 2, 1996 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, March 29, 1996. ITEM l: CALL TO ORDER Mayor Burris called the meeting to order at 7:00 p.m. ITEM 2: INVOCATION The invocation was given by Councilor Joe Ramey. ITEM 3: FLAG SALUTE The flag salute was led by Mayor Burris. ITEM 4: ROLL CALL PRESENT Charles Burris, Mayor Danny Ewing, Vice Mayor Mary Lou Barnhouse, Councilor Michael Helm, Councilor Joe Ramey, Councilor ABSENT STAFF Rodney J Ray, City Manager Ronald D Cates, City Attorney Marcia Boutwell, City Clerk A quorum was declared present. ITEM 5: READING OF MAYOR'S PROCLAMATION. Mayor Burris presented Brenda Lawrence with a proclamation naming Brenda Lawrence Realtors as Business of the Quarter for the Second Quarter of 1996. ITEM 6: REQUEST APPROVAL OF THE MINUTES OF MARCH 19. 1996 REGULAR MEETING. Ms Barnhouse moved, seconded by Mr Helm, to approve the minutes as submitted, by reference made a part hereto. ITEM 7: REQUEST APPROVAL OF THE CLAIMS Mayor Burris moved, seconded by Mr Ewing, that the following claims be approved: (1) General Fund $18,945.39; (2) Workers Comp Self-Ins $1,042.09; (3) Juvenile Court Fund $31.25; (4) Ambulance Service Fund $1,364.65; (5) City Garage $1,226.38; (6) Capital Improvements $9,715.91; (7) Capital Projects Grant $2,439.17; (8) General Fund Payroll $108,046.03; (9) City Garage Payroll $2,097.34. AYE: Burris, Ewing, Barnhouse, Helm, Ramey NAY: None Motion carried 5-0. ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO ORDINANCE #522 AN ORDINANCE INCREASING THE MAXIMUM FINE FOR NON-JURY TRIAL OFFENSES TO $200 The last session of the state legislature passed a law that allows cities to increase fines for non- jury trial offenses from a maximum of $100 to a maximum of $200. Ordinance #522 will allow the maximum fine for offenses such as shoplifting, driving with a suspended or revoked license, disturbing the peace, and other such offenses to be increased to $200. Mr Ewing moved, seconded by Mr Ramey, to approve Ordinance #522. AYE: Ewing, Ramey, Barnhouse, Helm, Burris NAY: None Motion carried 5-0. ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO ORDINANCE #523 AN ORDINANCE PROVIDING FOR THE CLOSING OF A PORTION OF A UTILITY EASEMENT LOCATED ON LOT 7 BLOCK 2 DOUBLE OAKS III ADDITION TO THE CITY OF OWASSO TULSA COUNTY OKLAHOMA. At the March 19, 1996 meeting, the City Council approved a request to close a portion of a utility easement located on Lot 7, Block 2, Double Oaks III. Ordinance #523 formally adopts that action. ITEM 10: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE PURCHASE OF A CAMCORDER. For several years the City has utilized video photography for special functions and training purposes. A video camera is borrowed from individual employees when it is needed. The city's rapid growth has increased the demand for video photography and staff recommended purchasing a commercial grade S-VHS camcorder with special editing modes. Bid documents were completed and mailed to three vendors. All three responded with sealed bids and all met the specifications. Funding would come from the Juvenile Court Fund and the Community Development Department Capital Outlay budget. Mayor Burris moved, seconded by Ms Barnhouse, to approve the expenditure of $2147 to TESI, Tulsa, OK, for the purchase of a Panasonic AG456U camcorder with standard accessories and one spare rechargeable battery; and authorization for payment. AYE: Burris, Barnhouse, Helm, Ramey, Ewing NAY: None Motion carried 5-0. ITEM 11: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE RENEWAL OF A CONTRACT FOR AUDITING SERVICES FOR FY 1995-96 AND AUTHORIZATION FOR THE MAYOR TO EXECUTE SUCH AGREEMENT. In May of 1995 the firm of Carlson & Cottrell, Shawnee, OK was awarded a contract to conduct an independent audit for FY 1994-95. Responses to Requests for Proposals for audit services had been received from seven accounting firms. The proposal received from Carlson & Cottrell included a fixed fee for each of three years. The proposed fee for fiscal year 1995-96 is $13,625, including expenses. Mr Helm moved, seconded by Ms Barnhouse, to award a contract to the firm of Carlson & Cottrell for the purpose of conducting an independent audit for the fiscal year ended June 30, 1996 for a fee not to exceed $13,625; and authorization for payment. AYE: Helm, Barnhouse, Ramey, Ewing, Burris NAY: None Motion carried 5-0. 3 Owasso City Council April 2, 1995 ,•~ ITEM 12: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE APPOINTMENT OF TRUSTEES TO THE OWASSO PUBLIC GOLF AUTHORITY. City Council members received a letter from the Owasso Public Golf Authority Trustees stating that they were resigning the position as Trustee effective at 7:00 p.m. on Tuesday, April 2, 1996. The letter was signed by all five of the Trustees. Mr Ewing moved, seconded by Mr Ramey, to accept the resignation of the OPGA Trustees, and that the City Council be appointed to serve as OPGA Trustees. The motion further stated that the Trust Indenture be amended so that the terms of the Trustees run concurrently with those of council members. ITEM 13: REPORT FROM CITY MANAGER Mr Ray reported that, beginning on Thursday, Apri14, truck traffic would be prohibited on 76th St between Highway 169 and 129th E Ave, and on 129th E Ave. These streets were not designed to carry heavy truck traffic. Signs have been posted and police officers will be on hand at strategic points to explain the new policy. ITEM 14: REPORT FROM CITY ATTORNEY No report. ITEM 15: REPORT FROM CITY COUNCILORS Burris Senator Don Nickles will be in Owasso for a Town Hall meeting on Wednesday, April 3 at 3:30 p.m. There will be a seminar on extremism conducted at the Community Center on April 3rd for police officers from across the state. The seminar is being sponsored by the Oklahoma Association of Chiefs of Police. ITEM 16: UNFINISHED BUSINESS None. ITEM 17: NEW BUSINESS None. 4 Owasso City Council ITEM 18: ADJOURNMENT.
