HomeMy WebLinkAbout1996.09.17_City Council MinutesOWASSO CITY COUNCIL MINUTES OF REGULAR MEETING Tuesday, September 17, 1996 The Owasso City Council met in regular session on Tuesday, September 17, 1996 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, September 13, 1996, and Addendum to Agenda posted on the City Hall bulletin board at 2:00 p.m. on Monday, September 16, 1996. ITEM 1: CALL TO ORDER Mayor Ewing called the meeting to order at 7:03 p. m. ITEM 2: INVOCATION The invocation was given by Councilor Michael Helm. ITEM 3: FLAG SALUTE Mayor Ewing led in the flag salute. ITEM 4: ROLL CALL PRESENT Danny Ewing, Mayor Joe Ramey, Vice Mayor Mary Lou Barnhouse, Councilor Michael Helm, Councilor Tracy Standridge, Councilor ABSENT STAFF Rodney J Ray, City Manager Ronald D Cates, City Attorney Marcia Boutwell, City Clerk ITEM 5: EXPLANATION OF SPECIAL PROJECT BEING UNDERTAKEN BY ETA MU SORORITY AND THE OWASSO HISTORICAL SOCIETY. Ms Peggy Robinson explained the Main Street Improvement Project, and more specifically the project whereby a mural will be painted on the south side of the Historical Society building. She introduced Ms Judy Kimball, a local artist, who presented a rendering of the mural. She said that October 26th has been designated as "Paint a Share Day" . Shares will be sold for $2.00 each and will allow participants to paint a piece of the wall. Mr Glen Gibson, president of the Historical Society, was also present. Owasso City Council September 17, 1996 ITEM 6: REQUEST APPROVAL OF THE MINUTES OF SEPTEMBER 17 1996 REGULAR MEETING. Ms Barnhouse moved, seconded by Mr Helm, to approve the minutes as submitted, by reference made a part hereto. AYE: Barnhouse, Helm, Standridge, Ramey, Ewing NAY: None Motion carried 5-0. ITEM 7: REQUEST APPROVAL OF THE CLAIMS Mr Ramey moved, seconded by Mr Helm, that the following claims be approved as submitted: (1) General Fund $23,590.38; (2) Workers Comp Self-Ins $1,857.72; (3) Ambulance Service Fund $2,910.60; (4) City Garage $1,947.79; (5) Capital Improvements $17,688.69; (6) Payroll $114,949.89; (7) City Garage Payroll $2,037.36. AYE: Ramey, Helm, Barnhouse, Standridge, Ewing NAY: None Motion carried 5-0. ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR COUNCIL APPROVAL OF A FINAL PLAT FOR THE OWASSO SIXTH GRADE CENTER AN ADDITION TO THE CITY OF OWASSO. The Owasso Public School System has submitted a plat for the proposed location of the Owasso Sixth Grade Center. The subject property is located north of the Copper Meadows addition and east of 129th East Avenue. It contains 15 acres on one lot. The plat has been reviewed by the Technical Advisory Committee and the Planning Commission, with both bodies recommending approval. Mr Ramey moved, seconded by Mr Standridge, to approve the final plat for the Owasso Sixth Grade Center. AYE: Ramey, Standridge, Helm, Barnhouse, Ewing NAY: None Motion carved 5-0. 2 Owasso City Council September 17, 1996 ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE ACCEPTANCE OF IMPROVEMENTS TO THE WATER AND SANITARY SEWER SYSTEMS CONSTRUCTED TO SERVE COVENTRY GARDENS, TULSA COUNTY, OKLAHOMA. Coventry Gardens is located 3/4 mile west of Garnett Road on East 96th Street North. It is outside the present Owasso city limits, but the systems were designed and constructed in conformance with existing city standards. Final inspections have been conducted and all items on the resulting punch list have been completed. DEQ construction permits have not been received, but application has been made and staff recommended acceptance of the systems contingent upon receipt of the DEQ construction permits. Mr Ramey moved, seconded by Mr Standridge, to accept the water and sanitary sewer systems for Coventry Gardens contingent upon receipt of DEQ construction permits. AYE: Ramey, Standridge, Barnhouse, Helm, Ewing NAY: None Motion carried 5-0. ITEM 10: CONSIDERATION AND APPROPRIATE ACTION RELATING TO ORDINANCE #530 AN ORDINANCE AMENDING THE OMRF RETIREMENT PLAN AND PROVIDING THAT PERSONS IN THE PLAN MAY RECEIVE PARTICIPANT LOANS UTILIZING VESTED RETIREMENT FUNDS AS SECURITY FOR SUCH LOANS. The City Council adopted Resolution #96-07 in May 1996 approving a proposed amendment to the OMRF Trust Indenture to allow participating employees to obtain loans from their accrued benefits under the plan. OMRF approved the amendment, and the City of Owasso must amend its Defined Contribution Plan to allow employee loans. Ordinance #530 amends the Defined Contribution Plan, authorizing participant loans. Mr Ramey moved, seconded by Mr Standridge, to approve Ordinance #530. AYE: Ramey, Standridge, Helm, Barnhouse, Ewing NAY: None Motion carried 5-0. 3 Owasso City Council September 17, 1996 ITEM 11: CONSIDERATION AND APPROPRIATE ACTION RELATING TO RESOLUTION #96-14. A RESOLUTION AUTHORIZING THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY TO INCUR DEBT IN THE AMOUNT OF $1.5 MILLION, AND WAIVING THE COMPETITIVE BIDDING REQUIREMENTS TO PERMIT THE NEGOTIATED PLACEMENT THEREOF. The OEDA has been working with Oklahoma Natural Gas to assist in building an ONG work center in Owasso, with funding for the project through the OEDA. Construction will include a work center, utilities and a roadway in Oak Tree Business Park, a light industrial/office park located south and east of the 96th Street North and Garnett Road Intersection. The Authority advertised for sealed bids and has awarded contracts for the project contingent upon funding. Resolution #96-14 would authorize the incurrence of debt by the OEDA in an amount not to exceed $1.5 million to construct the work center, roadway and utilities, and would allow OEDA to waive competitive bidding on the loan for direct placement with RCB Bank of Owasso. Mayor Ewing moved, seconded by Ms Barnhouse, to approve Resolution #96-14. AYE: Ewing, Barnhouse, Standridge, Helm, Ramey NAY: None Motion carried 5-0. ITEM 12: REPORT FROM CITY MANAGER Mr Ray introduced two new staff members, Economic Development Director Angela Henderson and Personnel Officer Allan Harder. ITEM 13: REPORT FROM CITY ATTORNEY No report. ITEM 14: REPORT FROM CITY COUNCILORS Councilor Helm pointed out that overtime in the fire department has been going up, and asked why this is happening. Mr Ray said that he would request clarification on the overtime policy in the fire department. ITEM 15: UNFINISHED BUSINESS None. 4 Owasso City Council ITEM 16: NEW BUSINESS None. ITEM 17: ADJOURNMENT Mr Ramey moved, seconded by Mr Helm, to adjourn.
