MINUTES OF SPECIAL MEETING
Tuesday, June 14, 1994
The Owasso City Council met in special session at 5:30 p. m. on Tuesday, June 14, 1994 in the
City Manager's office at Owasso City Hall, as part of the council chambers /courtroom
renovation committee. Mayor Duke called the meeting to order at 5:45 p. m. and declared a
quorum present. Committee members (Council) present were Mr Duke, Mr Burris,
Ms Barnhouse, Mr Ramey and Mr Ewing. Committee members (staff) present were Mr Ray,
Mr Knebel, Mr Compton and Ms Boutwell. Committee members absent were Mr Hilsabeck and
Mr Ramsey.
Architect Don Holmes presented the final concept plans for the project. In order for the project
to stay within budget, Mr Holmes has prepared the plans and bid documents to include only
essential items. Other items are included as alternates. There was discussion concerning zoned
heating and air conditioning and ceramic the floors in the restrooms, with the consensus being
that these items should be included as alternates. Five alternates will be included in the
specifications: 1) brick veneer behind council desk, 2) sound proof folding partition between
meeting rooms, 3) zoned heating and air conditioning, 4) ceramic the floors and base in
restrooms, and 5) raised platform for movable seating. Charles Burris moved, seconded by
Mary Lou Barnhouse, to approve the final drawings and recommendations of the architect,
including all alternates, and place the item on the June 21, 1994 regular City Council agenda
for approval and authorization to solicit bids. A vote on the motions was recorded as follows:
AYE -Burris, Barnhouse, Ewing, Ramey, Duke; NAY -none. If approved at the regular City
Council meeting, the first notice for bids will appear in the newspaper of June 30, mandatory
pre-bid meeting on July 22, bid opening on August 2, to City Council to award a bid on August
16, and an approximate start date of September 1. This will be a ninety-day project.
Charles Burns moved for adjournment at 6:30 p.m. Motion seconded by Mayor Duke and
carried 5-0.

MINUTES OF SPECIAL MEETING
Tuesday, June 14, 1994
The Owasso City Council and the Owasso Public Works Authority met in a joint special session
on Tuesday, June 14, 1994 in the Council Chambers at the Owasso Community Center per the
Notice of Public Meeting and Public Hearing and Agenda posted on the City Hall bulletin board
at 4:00 p.m. on Tuesday, June 7, 1994.
ITEM 1: CALL TO ORDER
Mayor Duke called the meeting to order at 7:05 p. m.
ITEM 2: INVOCATION
The invocation was given by Jim McElrath.
ITEM 3: FLAG SALUTE
Mayor Duke led in the salute to the flag.
ITEM 4: ROLL CALL

A quorum was declared present.
ABSENT
ITEM 5: PRESENTATION A_ND OPEN DISCUSSION. INCLUDING PUBLIC
COMMENT. OF THE FISCAL 1994-95 BUDGET.
Mr Ray and Ms Bishop presented the proposed FY94-95 budget at a public hearing.
Approximately 25 citizens and staff were in attendance. Following the presentation by Mr Ray
and Ms Bishop, at 8:00 p.m., the Mayor declared a recess. The meeting was reconvened at
8:15 p.m, at which time the Mayor received questions and comments from the bench and the
public, with response from the staff. The major items questioned concerned work at the Sports
Owasso City Council
June 14, 1994
Park, drainage in the Hale Acres subdivision, work at Rayola Park, competitive bidding,
salaries, staff increases, City Clerk position, and due process safeguards. The proposed budget
will be considered for action by the City Council and OPWA at the June 21, 1994 regular
meeting.
ITEM 6: ADJOURNMENT
Charles Bums moved, seconded by Mary Lou Barnhouse to adjourn.
AYE: Bums, Barnhouse, Ewing, Ramey, Duke
NAY: None
Motion carried 5-0 and the meeting was adjourned at 9:18 p. m.
