MINUTES OF REGULAR MEETING
Tuesday, August 2, 1994
The Owasso City Council met in regular session on Tuesday, August 2, 1994 in the Council
Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda
posted on the City Hall bulletin board at 4:00 p. m. on Friday, July 29, 1994.
ITEM 1: CALL TO ORDER
Mayor Duke called the meeting to order at 7:03 p.m.
ITEM 2: INVOCATION
The invocation was given by Pastor David Froese of the Westport Mennonite Brethren Church.
ITEM 3: FLAG SALUTE
The flag salute was led by Mayor Duke.
ITEM 4: ROLL CALL

A quorum was declared present.
ITEM 5: REQUEST APPROVAL OF THE MINUTES OF JULY 19, 1994 REGULAR
MEETING AND JULY 21. 1994 SPECIAL MEETING.
Mayor Duke requested that the minutes of July 19 be corrected to reflect that he was not present
and voting on item 13. Mr Burris moved, seconded by Mr Ramey, to approve the minutes as
corrected, by reference made a part hereto.

ITEM 6: REQUEST APPROVAL OF THE CLAIMS
Mr Burns moved, seconded by Mayor Duke, that the following claims be approved: (1) General
Fund $99.684/15 (2) Workers Comp Self-Insurance $1,928.53; (3) Ambulance Service Fund
$1,245.48; (4) E-911 $1,740.29 (5) Park Development $1,275.00 (6) City Garage $2,732.13;
((7) Interfund Transfers $28,947.44; (8) General Fund Payroll $95,042.71; (9) City Garage
Payroll $2,096.09.
AYE: Burns, Duke, Ramey, Barnhouse, Ewing
NAY: None
Motion carried 5-0.
At this time Mayor Duke recognized Lt Roy Day and Dispatcher Trudy Soloshenko, who were
recently recognized by Hardees Restaurants as Northeastern Oklahoma Good Cops. Lt Day
received recognition for the role he played in resolving a domestic disturbance. Ms Soloshenko
was able to provide emergency CPR instructions over the phone to the parents of an 18-month
old child. Lt Day and Ms Soloshenko were presented their awards by Mayor Duke and Vice
Mayor Burris.
ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR THE APPOINTMENT OF A CITY CLERK.
Vice Mayor Burris presented this item, which was postponed from the previous meeting. The
Vice Mayor said that he felt this City Council should appoint their own City Clerk. Mr Burris
moved that Ms Bishop be removed from the position of City Clerk and that Ms Boutwell be
appointed Acting City Clerk. Mr Burris further moved that two members of the City Council,
one of them the Mayor, be appointed to interview applicants for the position of City Clerk.
Motion seconded by Mr Ramey.
Ms Barnhouse asked if there was a job description for City Clerk. Mr Ray responded that there
is no written job description, however, there are statutory, Charter, and traditional duties.
Mayor Duke suggested that before a City Clerk is hired, a job description be developed.

Vice Mayor Bums introduced Ms Paula Unruh, a candidate for United States Congress from
District l; and her husband, Jim.

ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST BY THE OWASSO FRATERNAL ORDER OF POLICE LODGE
#149 FOR COUNCIL APPROVAL OF THE CONTRACT BETWEEN THE
CITY OF OWASSO AND OWASSO FOP LODGE #149 FOR FISCAL YEAR
1994-1995. AS PROPOSED BY OWASSO FOP LODGE #149.
Mr Dobrinski, President of FOP Lodge #149, presented the proposed contract for the lodge.
Mr Burris commented that an independent CPA had looked at the proposal from the lodge and
the proposal from the City and provided written comments. A lengthy discussion on the pay
scale followed.
Break at 8:00 p. m. Reconvened at 8:20 p. m. and proceeded to item 10.
ITEM 10: PUBLIC OPENING AND READING OF BIDS FOR THE CITY HALL
RENOVATION PROJECT.
Ms Bishop opened and read the four bids received for the city hall renovation project.
Following the opening, bids were referred to the architect for review. A recommendation will
come to the Council at the August 16th meeting.
The agenda returned to the discussion concerning the FOP contract. Both salary and
administrative questions were discussed. Several citizens asked questions and made comments
regarding the contract, negotiations, and Council options. Mr Cates explained the difference
between mediation and arbitration and discussed approximate costs. Mayor Duke deferred action
on this item until after the executive session.
ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
RE iJEST FOR AN EXECUTIVE SESSION FOR THE PURPOSE OF
DISCUSSING PENDING NEGOTIATIONS BETWEEN THE CITY AND THE
FOP; SUCH DISCUSSION ALLOWED PURSUANT TO 25 O.S., SECTION
307307-B(2).
Mr Burris moved, seconded by Ms Barnhouse, to enter into executive session.
AYE: Burris, Barnhouse, Ewing, Ramey, Duke
NAY: None
Motion carried 5-0.
Into executive session at 9:30 p.m. Meeting reconvened at 11:45 p.m. At this time the
discussion returned to item 9 for action. Mayor Duke moved to not accept the contract as
proposed by the FOP for FY94-95. Motion seconded by Mr Ramey.

Mayor Duke called a special City Council meeting at 5:00 p.m. on Thursday, August 11, such
meeting to include an executive session for the purpose of setting parameters for mediation.
