Chairman. R. Haynes called the meeting to order at 7:30 pomp, 20 roll was called and a quorum was declared present, 3. E. Henry stated the minutes of February 20, 1986, needed to be corrected, i.e. on page 7, the motion for LaPetite Day Care Center (Site Plan.) is missing. E. Henry moved approval of the minutes of February 20, 1986, as corrected. J. Buchanan seconded the motion.. Aye: Henry, Day, Buchanan, Buffington, and Haynes, Nay: None Motion. carried 5- 0 - -0 ZONING PUBLIC HEARING 4. OZ 73 (2014) - Pittman, Poe & Associates - RM - -1 RM - -2 PAD and AG to OM, The general location is south and west of the southwest corner of 96th Street North and 129th Ea Ave. r Chairman R. Haynes .rev�_<- ��-aed the case. Staff briefly discussed the request, T1m. Terr_al (agent for applicant) presented his case. He discussed the access to the tract and proposed that the south 200 feet± of the tract be rezoned. OL and the remainder be changed to OM. He stated that this would create a buffer between the OM to the north and the residential to the south. He stated that the proposed use was a medical campus, R. Haynes asked if the lake would stay there. Trim Terral stated that it would, R. Haynes asked how large the tract was without the lake. Owasso Planning Commission Minutes March 139 1986 Page 2 Tim Terral stated approximately 30 acres, M. Kay asked if the tract would have access off. of 169 Hwy. Ti..m. Terral stated that it would not. Mark Enterline (applicant) discussed the access to the property. R. Haynes asked what the original intentions for the tract had been. Martz. Enterline responded that originally they had considered using it as a park, but now they were proposing a medical campus. Brad Baker (representing a church adjoining the tract) asked about the possibility of a buffer_ around the church, Tim Terral and dark. Enterline stated that the hospital did not want to do that. Brad Baker stated that he would like the applicant to check. the .legal description to make sure they were not describing part of the church's property. Tim Terral stated that they would check. it R. Haynes asked what was allowed in an Oh and OM District and what were the maximum densities for RM - -1 and RM -24 The staff reviewed the portion of Appendix A. (page 121 of the Owasso Zoning Code) that applied to OL and OM. zoning. Staff also reviewed the RM -1 and RM -2 portion of the Section. 430 (page 23 and 24) of the Owasso Zoning Code that applies to RM -1 and RM -2 zoning. Wayne Alberty (an adjoining property owner) stated that he owned 10 acres on 129th Ea Ave. that adjoined the subject tract on the south,, He stated the following 1e He did not want to impede progress for the City of Owasso,, 2. He liked the idea of the OI., buffer, 3� He was concerned with the overall density the zoning would allow, 4. He would like for the lake to retain. the AG zoning, 5. He would l..i.1.ze for approximately 10` to 15` of the property adjoining his property to retain its existing zoning. Brad Baker asked if any traffic studies had been done. Tim Terral stated that to his knowledge there had been none. Owasso Planning Commission Minutes March 139 1956 Page 3 Brenda Lawrence stated the following: 1. She was associated with Stepping Stone Realtors. 2. Owasso needed the medical facility. 30 'There was good access to the property, use They were proposing a very beautiful facility that would be compatible with the natural aesthetics of the site. Wayne Alberty stated that the zoning was not conditioned on being a medical campus, R. Haynes stated that if the lake stayed AG it would reduce the density of possible development. Mark Tnterli.ne stated that Wayne Alberty had valid concerns, but that H:i_l-.lcrest is wanting to get started as soon as possible and he would hate to see Owasso loose this project. R. Haynes asked what the building height. requirements were for the OL and OM districts. Staff stated that in the OL District, the maximum height was 15 feet and that the zoning code did not provide a ma.x:im.um for the OM district. (Table 3, Section 5309 page 32 of the Owasso Zoning Code). After additional discussion concerning various details of the tract, J. Buchanan moved to :r:ecom.mend modified approval of the request: i.e. OL on the south. 200 feet± and OM on the remainder. M. Day seconded the motion, Aye; Henry, :Day, Buchanan, Buffington, and Haynes. Chairman R. Haynes reviewed the case. Staff presented the following TAG evaluation: Owasso Planning Commission. Minutes March 13, 1986 Page 4 The Owasso Technical Advisory Board met at 2800 p.m. on March 12, 1986, and had the following comments for the site plan (Captain D's) located at 7603 No Garnett Road. (The tract is zoned CS.) 1. Must meet the requirements of the City Engineer, 2® Must meet the requirements of the Fire Marshall, 3. Must meet the requirements of the Public Works Director. 4. Must meet the requirements of PSO. 5. Must meet the requirements of ONG, 6m Must have a minimum, of 8" of concrete on the trash pad. 7. Must have a minimum width of 12' on the trash pad. 8s Show location and size of business sign. 90 Show parking space size (10' X 20' standard. and 12' X 20' handicapped), note on site plan. 108 Lot must have a minum.um of 150` of frontage. 118 Provide fire hydrant. Commissioners asked several questions and discussed the TAG comments, Ea Henry moved to approve the request, subject to the following conditions: 1. Must meet the requirements of the City Engineer. 2. Must meet the requirements of the :Fire Marshall. o 3 Must meet. the requirements of the Public: Works Director. . , 40 Must meet the requirements of IPSO, 5a Must meet the requirements of ONG. Owasso Planning Commission March 13, 1986 Page 5 Staff reviewed the case and presented the following TAC evaluation: The Owasso Technical Advisory Board met at 2:00 p.m. on March 12, 1986, and had the following comment for the lot split (OLS-59) located at 7603 N. Garnett Road. (The tract is zoned CS.) 1. Lot must have a minimum of 150' of frontage. Chairman R. Haynes asked for the description of the tracts involved. Adrian Smith (agent for applicant) stated that they proposed the following described property be split from Lot 2 and added to Lot I- A part of Lot 2, Block 1, OWASSO COMMERCIAL CENTER, an Addition to the City of Owasso,Tulsa County, State of Oklahoma, according to the recorded plat thereof, being described by metes and bounds as follows, to-wit: BEGINNING at the Northwest corner of Lot I said point being or). the East right-of-way line of U.S. Highway No. 169 (Mingo Valley Expresswqy); thence Due East, along the North line of Lot 2, a distance of 277.00 feet to the Northeast corner of Lot 2; thence Due South, along the East line of Lot 2, a distance of 20000 feet; thence Due West, parallel to and 20000 feet perpendicularly distant South of the North line of Lot 2, a distance of 19935 feet; thence 8 53' 01' 00" W, a distance of 50.00 feet to a poinr, on the West line of Lot 2; thence N 36' 59' 00" W a distance of 62.70 feet to the POINT OF BEGINNING and containing 6,330,73 square feet or 001453 acres more or less. J. Buchanan asked why there was a need for the lot split. Adrian Smith stated that Shoney's didn't need the roadway or the contingent liability. He stated that they add the additlar).al frontage so they would have the required 150'. He stated they, in fact, may not need the lot split. R. Haynes asked if the access was existing, Staff reviewed the plat for Owasso Commercial Center and stated that the access was existing. J. Buchanan stated that if the applicant did not use the lot split that the Planning Commission would need a formal withdrawal. After additional discussion J. Applicant must make formal withdrawal if lot split is not used. 20 Lot must have a minimum of 150` of frontage. M. Chairman R, Haynes reviewed the case, Staff presented revised drainage plans. Day moved to approve the revised drainage plans as presented, E. Henry seconded the motion. Aye: Henry, Day, Buchanan, Buffington, and Haynes. Nay: None [`lotion. carried 5-0-0. to Circle K Store 3014 _ Circle K Convenience Stores, Inc. - The general location being the southwest corner of 86th Street North and Main, Zoned CS. See discussion under Subdivision Review - Circle K Store N. TA10 SUBDIVISION REVIEW 8. Circle K Store No. TA10 (3014) - Circle K.Convenience Stores, Into `I'h.e general.. Location being the southwest corner of 86th Street. North and Main., Zoned CG. The request was for approval. of Preliminary/ conditional final plat. Staff stated that after the City Engkwer reviewed the right -turn requirement (see Planning Commission of February 20, 1986), in depth, Owasso Planning Commission Minutes March 13, 1986 Page 7 he felt that if the lane went all the way to 86th Street, it would create more traffic problems than it would solve and suggested that the Planning Commission reconsider the requirement. After general discussion regarding the requirement, the Planning Commission unanimously agreed that it was not necessarily their intent that the lane go all the way to 86th Street, but that it be designed so cars could safely pull out of the southbound traffic on Main and turn right into the tract. There being no further business to consider, Ea Henry moved to adjourn the meeting, J. Buchanan seconded the motion.
